AN ORDINANCE TO AMEND TITLE NINE, CHAPTER 181 OF THE
CODIFIED ORDINANCES OF DUBLIN, OHIO, AND ENACTING
AND PLACING TO A VOTE OF THE ELECTORATE A PROPOSED
INCREASE OF ONE-HALF PERCENT (~) IN THE MUNICIPAL
I INCOME TAX, FOR THE PURPOSE OF ACCOMPLISHING GENERAL
CAPITAL IMPROVEMENTS IN THE VILLAGE OF DUBLIN, OHIO,
AND DECLARING AN EMERGENCY.
WHEREAS, in the interests of the public health, safety, and welfare of
the inhabitants and persons employed in the Village, the accomplishment
of General Capital Improvements is essential and
WHEREAS, the present funds and resources available for such purposes
are inadequate to meet anticipated needs of the Village in Capital
Improvements.
NOW, THEREFORE BE IT RESOLVED by the Council of the Village of Dublin,
. ..E members concurring that:
SECTION 1. That it be and hereby is enacted that the present income
tax of the Village of Dublin should be increased by an additional one-
half percent (~%) from its present limit of one percent (1%) to a total
of one,and one-half percent (1~%). Said increase shall be earmarked
solely for the purpose of General Capital Improvements. All improve-
ments are subject to approval by a vote of the electors of the Village
at the general election to be held on November 3, 1981 at such places
where elections are normally held within the Village.
I SECTION 2. That in the event of an affirmative vote of the electors
of the Village the current text of Title Nine, Chapter 181 of the Codi-
fied Ordinances of Dublin, Ohio, be amended where necessary to reflect
the approved increase of one-half percent (~~) in the income tax.
SECTION 3. If approved by a vote of the electors, said Income Tax
increase would take effect and be levied as of January 1, 1982.
SECTION 4. That the Franklin County Board of Elections and Delaware
County Board of Elections are hereby directed to conduct said election
in accordance with~ection 718.01 Revised Code and Ordinance No. ca6A-~1
enacted on the:O day of .:1 uly , 1981.
SECTION 5. That the ballot submitting the proposed income tax increase
to a vote of the electorate shall be in the following form:
"Shall the Ordinance providing for a one-half percent
(~%) increase in the levy on income for the purpose of
General Capital Improvements be passed?
FOR THE INCOME TAX
AGAINST THE INCOME TAX."
SECTION 6. That this Ordinance be and the same hereby is, declared to
I be an emergency measure necessary for the immediate preservation of
the public health, safety, and welfare and for the further reason to
assure that required deadlines for filing with the Boards of Elections
can be met and therefore, this Ordinance shall take effect and be in
force immediately upon its passage.
