WHEREAS, Council of the Municipality of Dublin, Ohio, has had the matter of codifica- - t:l.on and general revision of the ordinances before it for some time, and WHEREAS, it has heretofore entered into a contract with the Walter H. Drane Company to prepare and publish such codification, and WHEREAS, the codification of such ordinances, together with the new matter to be adopted, the matters 10 be amended and those to be repealed are before Council, NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE MUNICIPALITY OF DUBLIN, STATE OF OHIO: SECTION 1. S~CTION 2. That the provisions of this Ordinance, including all provisions of the Codified Ordinances, shall be in full force and effect from and immediately after passage of this Ordinance and its approval by the Mayor. All ordinances and resolutions or parts thereof enacted prior to August 18, 1980, which are inconsistent with any provision of the Codified Ordinances, are hereby repealed as of the effective date of this Ordinance, except as follows: (a) The e~ctment of the Codified Ordinances shall not be construed 10 affect a right or liability accrued or incurred under any legislative provision prior to the effective date of such enactment, or an act:l.on or proceeding for the eni>rcement of such right or liability. Such enactment shall not be construed to relieve any person from punishment for an act committed in violation of any such legislative provision, nor to affect an indictment or prosecution there:fbr., For such purposes, any such legislative provision shall continue in full force notwithstanding its repeal for the purpose of revision and modifica- tion. . ! ~ . i .. ., I ~ , I . I I I 6 (b) The repeal provided above shall not affect: (1) The grant or creation of a franchise, l1cense, right, easement or privllege; (2) The purchase, sale, lease or transfer of property; (3) The appropriation or expenditure of money or promise or guarantee of payment; . (4) The assumption of any contract or obligation; (5) The issuance and delivery of any bonds, obligations or other Instruments of . indebtedness; (6) The levy or imposition of 1axes, assessments or charges; (7) The establishment, naming, vacating or grade level of any street or public way; (8) The dedication of property or plat approval; (9) The annexation or detachment of terrUnry; (10) Any legislation enacted subsequent to August 18, 1980. SECTION 3. That the Clerk of Councll, pursuant to Charter Section 4. 14, shall cause to be published by posting copies of a summary of the new matter contained in the CocWled Ordinances in three public places in the Municipality. The Clerk pursuant to Charter Section 4. 13 shall cause a notice of this codUlcatlon to be published one time in a newspaper of circu- lation in the Municipality at least seven days prior to Counell's actlon. SECTION 4. PART ONE - AD:MINISTBA TIVE CODE I CHAPTER 101 - CODIFIED ORDINANCES. A chapter explaining designation, citation and headings of the Municipal Code; providing general deflnitlons; specifying rules of construction, calendar and computation of time; " explaining effects of a:mending or repealing ordinances; explaining construction of section references; explaining procedure for conflicting provisions; clarifying determination of legislative intent; providing for severability of invalid parts; establishing penalty of $100.00. PART SEVEN - BUSINESS .REGUlA TlON CODE CHAPTER 717 - PEDDLERS AND SOliCITORS. A chapter providing definitions; requiring licensing; explaining license application and requirements; specifying license fees and term; providing for appeals; requiring license to be carried and exhibited on request; restricting business hours; providing license exceptions; requiring licensing of employees; providing reasons for license revocation; establishing a penalty of $100.00. CHAPTER 721 - TAXICABS. Sections establishing application for license; requiring drivers to be licensed; estab- lishing a penalty of $100.00 · .
