F.m NO s s 42 -12 Resolution No. Passed 20 A RESOLUTION AUTHORIZING THE CITY OF DUBLIN TO PARTICIPATE IN AN APPLICATION FOR A LOCAL GOVERNMENT INNOVATION FUND (LGIF) GRANT THROUGH THE STATE OF OHIO TO CONDUCT A FEASIBILITY STUDY OF CENTRAL OHIO COMPRESSED NATURAL GAS (CNG) VEHICLE INFRASTRUCTURE NEEDS AND OPPORTUNITIES. WHEREAS, an adopted City Council goal is to build upon the City's existing practice of shared services to explore new partnerships and possibilities; and WHEREAS, the Local Government Innovation Fund (LGIF) was established in HB 153 to provide grants and loans to political subdivisions for local government innovation projects that promote efficiency, shared services, coproduction, and mergers among local governments; and WHEREAS, the City of Dublin, City of Columbus, and Central Ohio Transit Authority (COTA) have begun to make investments in new CNG vehicle technology and fueling infrastructure that will result in significant fuel cost savings and emission reductions by replacing diesel and gasoline fueled vehicles with new CNG vehicles; and WHEREAS, the City of Dublin is collaborating with the Mid -Ohio Regional Planning Commission (MORPC), Jefferson Township, City of Gahanna, City of New Albany, City of Dublin, City of Columbus, City of Worthington, Central Ohio Transit Authority (COTA), Columbus City Schools, Gahanna- Jefferson Schools, and other political jurisdictions interested in studying the feasibility of investing in CNG service vehicles, sharing CNG fueling infrastructure and vehicle maintenance, cooperative CNG vehicle purchasing, and employee training; and WHEREAS, MORK will serve as the lead applicant, and if awarded, a grant will manage the project including coordinating local government partner meetings, hiring a feasibility study consultant, and grant reporting. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, 7— of its elected members concurring, that: Section 1. The City Manager is hereby authorized to participate in the submission of a Local Government Innovation Fund (LGIF) grant to study and plan for compressed natural gas (CNG) fueled vehicle projects and infrastructure and is authorized to execute other documents as deemed necessary and appropriate to carry out the intent of this resolution. Section 2. This Resolution shall be effective upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this day of 2012. Crandall, Director of Administrative Services Re: Resolution 42 -12 — Local Government Innovation Fund Grant Application for Feasibility Study of Central Ohio Compressed Natural Gas Infrastructure Needs and Opportunities Background Resolution 42 -12 allows for the City of Dublin to participate in a Local Government Innovation Grant (LGIF) application with several other local entities. This specific grant application is to study and plan for compressed natural gas (CNG) vehicle and infrastructure projects in central Ohio, as well as consider shared vehicle maintenance, cooperative CNG vehicle purchasing, and employee training. With the completion of the City of Dublin and City of Columbus CNG stations, along with a proposed Central Ohio Transit Authority (COTA) station to be completed in 2013, a CNG fueling infrastructure system is beginning to emerge. However, additional fueling sites and vehicle investments will be needed in order to provide a reliable fueling environment for public and private entities and individuals desiring to pursue CNG as a viable transportation alternative. Continued CNG capital investments will result in significant fuel cost savings, regional emission reductions and convenient and reliable fueling sources. Building a larger regional fueling system will not only provide reliable primary and back -up systems for public entities and residents, but will also be an important economic development tool in the next few years. As more companies, such as Stanley Steemer, Rumpke, Smith Dairy and AT &T begin pursuing alternative fleet investments, they will look for regional deployment options that support their CNG fleets. This LGIF grant application is being jointly pursued by the City of Dublin, Jefferson Township, City of Gahanna, City of New Albany, City of Columbus, City of Worthington, Central Ohio Transit Authority, Columbus City Schools and Gahanna- Jefferson Schools. The Mid -Ohio Regional Planning Commission (MORPC) will serve as the lead grant applicant. If awarded a grant, MORK will be responsible for managing the project, including coordinating local government partner meetings, hiring a feasibility study consultant, mapping potential new CNG fueling locations and grant reporting. The grant amount being requested for this feasibility study is $100,000, the maximum that can be requested under the grant guidelines. The grant requires a 10 percent match, which can be cash or in -kind contributions of goods or services. It is anticipated that this 10% match will easily be met by the various partners' staff time invested in completion of the study. Recommendation Staff recommends approval of Resolution 42 -12.
