Foram No, 3000.5 40 -12 Resolution No. Po.ssed 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE MARTIN ROAD SHARED -USE PATH PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code for the Martin Road Shared -Use Path project; and WHEREAS, Council has determined that the bid submitted by Strawser Paving Company, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Strawser Paving Company, Inc. in the total amount of $169,500.00 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Strawser Paving Company, Inc. for performance and completion of the Martin Road Shared -Use Path project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Richardson, P.E., P.S., Engineering Manager - Design Re: Resolution No. 40 -12 - Martin Road Shared -Use Path - Bid Acceptance Summary On July 27, 2012, four (4) bids were received, publicly opened and read for the Martin Road Shared -Use Path project, which involves the construction of approximately 2,300 feet of an 8 -ft. wide asphalt shared -use path along the north side of Martin Road. This path will connect to the existing path located on the Stanley Law Offices property (west end of project) and extend to the path located in the Martin Commons Park (east end of project). The Engineer's estimate for the project is $ 175,000.00. The funds for construction of this project are from the Shamrock Crossing Tax Increment Financing District. Strawser Paving Company, Inc. submitted the lowest and best bid of $169,500.00. Staff has reviewed all bids and a summary of the bids is listed below. Staff anticipates the construction to commence in late August. Martin Road will remain open to traffic for the duration of the construction. The scheduled completion date for the project is October 5, 2012. Staff has thoroughly reviewed the Strawser Paving Company, Inc. bid. Previous experience with Strawser Paving Company, Inc. has been favorable, including these recent projects: 2010 Street Maintenance Program and 2011 Street Maintenance Program — Phase 2. Recommendation Staff recommends Council approval of Resolution 40 -12, accepting as lowest and best the bid of Strawser Paving Company, Inc. in the amount of $169,500.00 and authorizing the City Manager to enter into a contract with Strawser Paving Company, Inc. for this project. Engineering Manager - Design Re: CIP Shared -Use Path Update Summary of Progress on Shared -Use Paths Brand Road Path Scheduled to have final construction plans and easement exhibits by mid -July for the section between Brandonway Drive and Coventry Woods Boulevard. Construction plans and exhibits will be given to the appraiser and negotiator to begin the work in mid -July on this section. There are two private property owners affected along this section. The desire is to construct this section in September /October 2012. The remaining section from Muirfield Drive to Brandonway Drive /Eadington Parkway is scheduled for construction next year. To address roadside ditch issues along the north side of Brand Road on either side of Coventry Woods Boulevard, staff will ask the 2012 Street Maintenance program contractor, Strawser Paving, if they can remove the existing concrete sidewalk and replace the sidewalk with an asphalt path at the same time they upgrade the ditch sections. • Martin Road Path Final construction plans and easement exhibits are scheduled to be complete by early July with plans to bid the project for construction in mid -July. There are two or three private properties at the west end of the project where path easements will need to be secured. Construction of the path can be performed from Martin Place to Martin Commons Park - the majority of the project - staying within existing right -of -way and not impacting private property. Construction is scheduled from late August to October, 2012. The path is located on the north side of Martin Road. Staff is in the process of scheduling a neighborhood informational meeting for mid -July, date to be determined. This project was initially scheduled for construction in 2013; however, it is being accelerated because most of the path as designed stays within existing right -of -way. Glick Road Path — Muirfield Drive to Camoustie Drive Final construction plans and easement exhibits are scheduled to be complete by early July for this section of the shared -use path along Glick Road. Staff plans to bid the project for construction starting in mid -July this year. There are two areas within the Muirfield Associations reserve areas where easements will need to be secured. No private property owners will be impacted by this section. Construction for this phase has been accelerated and is anticipated from late August to CIP Shared -Use Path Update June 28, 2012 Page 2 of 2 October, 2012. The path is located on the south side of Glick Road. Staff has initiated design on the other sections of the Glick Road shared -use path and well as a design of a path along the east side of Concord Road from Glick Road to the Eli Pinney Elementary School existing asphalt path. The construction schedule of those sections has not been determined. • Dublin Road South Path Th e Hirth - Wolpert culvert along Dublin Road is scheduled for complete rehabilitation this summer. As part of the rehabilitation, the culvert will be widened to accommodate the future path. Final construction plans and easement exhibits should be completed by mid -July for the entire approximate 6,000 feet length of the project Construction plans and exhibits will be given to the appraiser and negotiator to begin their work in mid -July. The appraiser and negotiator will be asked to place emphasis on the section of multi-use path between Tuttle Road and Hertford Lane with the desire to have this section of multi-use path constructed for May 2013. The majority of the path is scheduled for construction the second half of next year. Recommendation Information only.
