A RESOLUTION AUTHORIZING THE CITY OF DUBLIN TO
PARTICIPATE IN AN APPLICATION FOR A LOCAL GOVERNMENT
INNOVATION FUND (LGIF) GRANT THROUGH THE STATE OF OHIO
TO CONDUCT A FEASIBILITY STUDY FOR THE CONSOLIDATION
OF PUBLIC SAFETY DISPATCH SERVICES.
WHEREAS, an adopted City Council goal is to build upon the City's existing practice
of shared services to explore new partnerships and possibilities; and
WHEREAS, the Local Government Innovation Fund (LGIF) was established with HB
153 to provide grants and loans to political subdivisions for local government
innovation projects that promote efficiency, shared services, co- production, and
mergers among local governments; and
WHEREAS, the Cities of Dublin, Worthington, Upper Arlington, and Hilliard each
operate a 9 -1 -1 public safety answering point and dispatch center; and
WHEREAS, the City of Dublin is collaborating with these entities, along with
Washington, Norwich, Perry and Sharon Townships, all interested in studying the
feasibility of consolidating dispatching services; and
WHEREAS, the City of Upper Arlington will serve as the lead applicant, and if
awarded a grant, will manage the project, including coordinating local government
partner meetings, hiring a feasibility study consultant, and grant reporting.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
--7— of its elected members concurring, that:
Section 1. The City Manager is hereby authorized to participate in the submission of
a Local Government Innovation Fund (LGIF) grant to study and plan for the
consolidation of public safety dispatching services and infrastructure and is authorized
to execute other documents as deemed necessary and appropriate to carry out the
intent of this resolution.
Section 2. This Resolution shall be effective upon passage in accordance with
Section 4.04(a) of the Revised Charter.

to Study Feasibility for Consolidating Public Safety Dispatching
Background
Resolution 43 -12 allows for the City of Dublin to participate in a Local Government Innovation
Grant (LGIF) application with the City of Upper Arlington, the City of Hilliard and the City of
Worthington. This specific grant application is to engage a consultant to study the feasibility for
consolidating public safety dispatching.
Each of the participating communities operates a 9 -1 -1 public safety answering point and dispatch
center. All have met together during the past year to discuss the possibility of consolidating into
one dispatch center in an attempt to improve service, find efficiencies and save taxpayer dollars.
All four participants agree that consolidation is desirable and wish to engage a consultant to
analyze the operational and financial benefits.
In addition to the four participating municipalities, this consolidation review will include
Washington, Norwich, Perry and Sharon Townships who all use the dispatching services of one of
the participants.
The grant amount being requested for this feasibility study is approximately $100,000, the
maximum that can be requested under the grant guidelines. The grant requires a maximum 10%
percent match, which can be cash or in -kind contributions of goods or services. The grant
submission for this project will include a 20% match. It is anticipated that this match will shared
equally by the participating jurisdictions should the grant be awarded.
The City of Upper Arlington has agreed to serve as the administrative jurisdiction and represent
the four municipalities for this grant.
Recommendation
Staff recommends passage of Resolution 43 -12 at the August 8 Council meeting.
