AN ORDINANCE AUTHORIZING AND DIRECTING THE
VILLAGE ADMINISTRATOR TO EXECUTE AND DELIVER,
I ON BEHALF OF THE VILLAGE OF DUBLIN, OHIO, A
CERTAIN CONTRACT EMPLOYING THE VILLAGE PLAN-
NING CONSULTANTS' FIRM TO PREPARE A "BIKEWAY
STUDY", AND APPROPRIATING FUNDS THEREFORE.
BE IT ORDAINED by the Council of the Village of Dublin, State of
Ohio, ~ of the elected members concurring:
SECTION I. That the Village Administrator be, and he her.eby is,
authorized and directed to execute and deliver, on behalf of the
Village of Dublin, Ohio, a contract employing the Village Plannin~
Consultants, Godwin-Bohm - NBBJ, to prepare a "Bikeway Study".
A copy of said contract is attached hereto, marked "Exhibit A",
and made a part hereof.
SECTION 2. There is hereby appropriated an amount sufficient to
pay for the services and expenditures called for in said contract
Said amount shall not exceed $3,200 in total.
SECTION 3. This Ordinance shall take effect and be in force from
and after the earliest period allowed by law.

CONTRACT AGREEMENT EXHIBIT "A"
I This Contract Agreement made and concluded this ~ day of Oci'iJhlJ~,
1979, by and between the Village of Dublin, Ohio, a Municipal Corpora-
tion, existing under the laws of the State of Ohio, hereinafter referred
to as the "Vi Ilage" and Godwin-Bohm - NBBJ, hereinafter referred to as
the "Village Planning Consultant."
WITNESSETH: That the Village and the Village Planning Consultant do
hereby promise, undertake and agree as follows:
Article I. The Village agrees to employ the Village Planning Consultant
to prepare a "Bikeway Study". (See: Scope of Services attached hereto)
Article II. The Village agrees to pay the Vi Ilage Plannin; Consultant
for said services computed and invoiced monthly to a total not to ex-
ceed $3,200. ,
IN WITNESS WHEREOF the Village of Dublin acting by and through the
Village Administrator, and Godwin-Bohm - NBBJ acting by and through

OUTLINE PROPOSAL: "
BIKEWAY STUDY FOR DUBLIN, OHIO

OBJECTIVE OF STUDY:
I It would be the purpose of the proposed Bikeway Study to provide
the necessary analysis, background and detail by which to formulate
specific bikeway requirements and a Bikeway Plan as an alternative
transportation system to the basic Dublin 'street network. The
. fol~owing steps would be at minimum included in such an effort:
1. Goals and Concepts:. The initial work step would include
developing the base bikeway IIprogram" for DUblin, e.g., the
level of commitment to be made by the Village, generalized
responsibilities on behalf of developers, estimated and/or
desired usage of such a system, etc. The result behind such
a step would be to develop the base philosophy of the Bikeway .'
Study and the program as it applies to Dublin.
2. Analysis and Identification of Class I, II and III Bikeways: i
Given a brief program outline as developed in Step I, it
will then be important to realistically analyze the Dublin
service areas as to which class type is most applicable artd
achieves the desired need at the lowest cost.

3. Overall Bikeway Plan: This work step will provide a specific
Bikeway Plan for all developing areas and a somewhat more
generalized plan for areas not yet actively being developed.
I Part of this step will include dovetailing previous work on
the Dublin Recreation and Open Space Study, recent and planned ,
park acquisitions, knowledge about commercial and other ser-
vice related developments with the proposed Bikeway Plan.

4. Engineering Specifications: This step would entail working
" closely with the Village Engineer in developing actual sub-

division specifications to be adopted and contained within
the Dublin Subdivision.Regulations.
5. Cost: This step will include development of generalized cost
figures for each type of bikeway construction, broken out in
a priority/time sequence.
6. Implementation: This step will include recommendations as to
the responsibilities of private developers, the Village of
Dublin, potentially the Dublin Board of Education and other
entities (civic associations,' Muirfield, etc.) as to the long
term completion of a bikeway system in Dublin. This step
will also include an overview of federal funding possibilities
and overall timing.
