A RESOLUTION APPROVING THE NATURAL HAZARDS
MITIGATION PLAN FOR FRANKLIN COUNTY
WHEREAS, Franklin County has a history of experiencing damage from flooding,
tornadoes, severe thunderstorms and winter storms resulting in loss of property,
loss of life, economic hardship and threats to the public health and safety; and
WHEREAS, the Franklin County Natural Hazards Mitigation Plan, attached
herein as Exhibit A, has been developed after more than one year of research
and work by Franklin County Emergency Management and Homeland Security,
representatives of various county and local governmental agencies, and
stakeholder organizations; and
WHEREAS, the Franklin County Natural Hazards Mitigation Plan recommends
many hazard mitigation actions submitted by local jurisdictions that will protect
the people and property affected by the natural hazards that face Franklin
County; and
WHEREAS, adoption of a hazards mitigation plan referencing potential hazards
facing the jurisdiction is a condition of eligibility to receive disaster relief funds
and other funds available through the Federal Emergency Management Agency
and other sources of such funding.
NOW, THEREFO E, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring, that:
Section 1. The Franklin County Natural Hazards Mitigation Plan is hereby
adopted.
Section 2. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

As part of a Federal Grant request, the Franklin County Emergency Management and Homeland
Security Agency has prepared a detailed Natural Hazards Mitigation Plan for all jurisdictions in
Franklin County including Dublin.
This plan identifies specific projects for each participating jurisdiction to help mitigate future natural
hazard exposure. Members of our staff have reviewed the projects listed for the City of Dublin and have
determined that this list needs to be updated and modified. Franklin County Emergency Management
has assured us that we may revise our list of projects after April 1, 2007 to meet our community's needs.
The projects would only be considered if funds are received through this grant process.
In order for Franklin County to comply with regulations mandated by the Disaster Mitigation Act of
2000, each participating jurisdiction must formally adopt the plan. Adoption of the plan simply means
that we have identified which mitigation activities are desired in the community and that we want to be
eligible for fianding should it become available. Failure to adopt the plan will result in the City of
Dublin being ineligible for federal mitigation fiands through this source.
In order to meet Federal deadlines, Franklin County needs a resolution adopted by City Council no later
than March 1, 2007.
Recommendation:
Staff recommends adoption of this plan by passage of Resolution 12-07.

Franklin County Emergency Management and Homeland Security has reached the final stage of
developing the "Franklin County Natural Hazards Mitigation Plan" (hereafter the Plan). After
organizing resources, assessing risks, and developing a mitigation plan, the agency is ready to
take the first step in the phase 4 guiding the Plan through a formal adoption process. In order
to comply with regulations mandated in the Disaster Mitigation Act of 2000 or DMA 2000, each
participating jurisdiction must formally adopt the Plan in accordance with state and local laws.
Adopting the Plan is the final challenge for the multi jurisdictional planning team before
implementation can begin.
In addition to the requirements of DMA 2000, adoption of the Plan makes explicit that:
• Incorporating this Mitigation Plan does not imply that any community is agreeing to
perform and fund ameliorative activities. Adoption simply means that a jurisdiction has
identified which mitigation activities are needed in their community. Should funds
become available, your projects may be considered because they are included in the plan.
• Federal grants can only be awarded if all parties adopt either this Plan or, conversely,
create their own jurisdiction plan.
• Formal action lends authority to the Plan to serve as a guiding document for all local and
state government officials.
• It gives legal status to the Plan in the event it is challenged in court.
• For program and grant administrators it certifies that the Plan's recommendations have
been properly considered and approved by the respective governing authority and the
jurisdiction's citizens representatives.
• It helps ensure the continuity of mitigation programs and policies over time because
elected officials, staff, and other community decision-makers can refer to the official
document whenever making decisions about the community's future.
Before we sought adoption of the Plan, FCEM&HS agency planner, Amy Green, checked with
the State Hazard Mitigation Officer of the Ohio Emergency Management Agency (~EMA) to
confirm administrative procedures necessary to review plans stipulated under DMA 2000.
OEMA established a procedure with the Federal Emergency Management Agency (FEMA)
Region V office in Chicago, Illinois to review the draft plan to ensure that Franklin County
included all prerequisites for meeting DMA 2000 or other program requirements. This process
included reviewing the planning process and drafts prior to asking governing bodies, such as
yours, to adopt the Plan. The State of Ohio has given FCEM&HS permission to initiate the final

phase. However, in order to meet federal deadlines, we need a resolution of adoption by City
Council by March 1, 2447. Attached is a sample resolution for your consideration. In addition,
the action items included in the Plan are attached for your review.
Once FEMA has approved the plan, the entire Franklin County Emergency Operations Plan will
be distributed to each jurisdiction within the county, which will include the final version of the
Mitigation Plan. If you wish a copy of the Plan in its current form, please contact Amy Green at

Franklin County Emergency Management and Homeland Security has reached the final stage of
developing the "Franklin County Natural Hazards Mitigation Plan" (hereafter the Plan). After
organizing resources, assessing risks, and developing a mitigation plan, the agency is ready to
take the first step in the phase 4 guiding the Plan through a formal adoption process. In order
to comply with regulations mandated in the Disaster Mitigation Act of 2000 or DMA 2000, each
participating jurisdiction must formally adopt the Plan in accordance with state and local laws.
Adopting the Plan is the final challenge for the multi jurisdictional planning team before
implementation can begin.
In addition to the requirements of DMA 2000, adoption of the Plan makes explicit that:
• Incorporating this Mitigation Plan does not imply that any community is agreeing to
perform and fund ameliorative activities. Adoption simply means that a jurisdiction has
identified which mitigation activities are needed in their community. Should funds
become available, your projects may be considered because they are included in the plan.
• Federal grants can only be awarded if all parties adopt either this Plan or, conversely,
create their own jurisdiction plan.
• Formal action lends authority to the Plan to serve as a guiding document for all local and
state government officials.
• It gives legal status to the Plan in the event it is challenged in court.
• For program and grant administrators it certifies that the Plan's recommendations have
been properly considered and approved by the respective governing authority and the
jurisdiction's citizens representatives.
• It helps ensure the continuity of mitigation programs and policies over time because
elected officials, staff, and other community decision-makers can refer to the official
document whenever making decisions about the community's future.
Before we sought adoption of the Plan, FCEM&HS agency planner, Amy Green, checked with
the State Hazard Mitigation Officer of the Ohio Emergency Management Agency (~EMA) to
confirm administrative procedures necessary to review plans stipulated under DMA 2000.
OEMA established a procedure with the Federal Emergency Management Agency (FEMA)
Region V office in Chicago, Illinois to review the draft plan to ensure that Franklin County
included all prerequisites for meeting DMA 2000 or other program requirements. This process
included reviewing the planning process and drafts prior to asking governing bodies, such as
yours, to adopt the Plan. The State of Ohio has given FCEM&HS permission to initiate the final

phase. However, in order to meet federal deadlines, we need a resolution of adoption by City
Council by March 1, 2447. Attached is a sample resolution for your consideration. In addition,
the action items included in the Plan are attached for your review.
Once FEMA has approved the plan, the entire Franklin County Emergency Operations Plan will
be distributed to each jurisdiction within the county, which will include the final version of the

RESOLUTION APPROVING THE NATURAL HAZARDS MITIGATION
PLAN FOR FRANKLIN COUNTY
WHEREAS, Franklin County has a history of experiencing damage from flooding,
tornadoes, severe thunder storms, and winter storms, resulting in property loss, loss of life,
economic hardship, and threats to public health and safety;
WHEREAS, the Franklin County Natural Hazards Mitigation Plan has been developed
after more than one year of research and work done by Franklin County Emergency Management
and Homeland Security and representatives of various county and local governmental agencies,
and stakeholder organizations; and
WHEREAS, the plan recomtnends many hazard mitigation actions, submitted by local
jurisdictions, that will protect the people and property affected by the natural hazards the face

WHEREAS, adoption of a hazard mitigation plan, referencing potential hazards facing
