Passed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE COSGRAY ROAD 12-INCH, DARREE FIELDS 24-INCH AND STATE ROUTE 161 12-INCH WATER TRANSMISSION MAIN IMPROVEMENTS WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the Cosgray Road 12-inch, Darree Fields 24-inch, and State Route 161 12-inch water transmission main improvements; and 20 WHEREAS, Council has determined that the bid submitted by Nickolas Savko and Sons, Inc. in the amount of $947,755.50 constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the bid submitted by Nickolas Savko and Sons, Inc. in the total amount of $947,755.50 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with Nickolas Savko and Sons, Inc. for performance and completion of the Cosgray Road 12"/ Darree Fields 24"/ S.R. 161 12" Water Transmission Main Improvements project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. That this Resolution shall take effect and be in force on the earliest date permitted by law. Hammersmith, P.E., Director ofEngineering/City Engineer Re: Resolution 75-08 -Accepting the LowestBest Bid for the Cosgray Road 16- Inch, Darree Fields 24-Inch, and State Route 161 12-Inch Water Transmission Main Improvements Summary On Tuesday, September 30, 2008, six (6) bids were received, publicly opened and read for the Cosgray Road 16"/ Darree Fields 24"/ S.R. 161 12" Water Transmission Main Improvements project. Staff has reviewed all bids. The Engineer's estimate was $1,456,000.00. The 2008 budgeted funds for construction of this project are a portion of the Water Storage Tank Funds ($5,785,000.00) and 12" Waterline-S.R. 161 west of Cosgray Road Funds ($135,000.00.) The Nickolas Savko & Sons, Inc. submitted the lowest and best bid of $947,755.50. A summary of the bids is listed below. Igel & Co., Inc. $1,152,894.50 Trucco Construction Co. $1,227,013.60 Complete General Constr. $1,332,769.75 Columbus Asphalt Paving Co. $1,619,468.50 This project will provide water mains along Cosgray Road and in Darree Fields Park connecting the Darree Fields Water Storage Improvement, currently out to bid, to the water distribution system. Two water distribution system connections will be made in conjunction with this portion of the project -- one to the existing 8-inch water main at Larne Drive in the Ballantrae Subdivision and one to the existing 16-inch water main south of Sports Ohio. In addition, a 12- inch water main improvement will extend from Cosgray Road westerly along State Route 161 for future development. The project is scheduled for completion July 31, 2009. No easements or right-of--way were acquired for completion of this project. Nickolas Savko & Sons, Inc. has performed many similar water main projects for City of Columbus, City of Gahanna and City of Reynoldsburg. These agencies reported favorable experiences with Nickolas Savko & Sons, Inc. No road closures are planned for this project, however one-lane two-way traffic operations with uniformed, off duty law enforcement officers will be in place for work on Cosgray Road and S.R. 161. Recommendation Staff recommends approval of Resolution 75-08, accepting the bid of Nickolas Savko & Sons, Inc. in the amount of $947,755.50 as the lowest and best bid and authorizing the City Manager to enter into a contract with Nickolas Savko & Sons, Inc. for this project.
