51-08 ResolutionRECORD OF RESOLUTIONS Dayton Legal Blanx, Inc., Form No. 30045 Resolution Nn. 51-OS Pa.rse~! , ~0 A RESOLUTION AUTHORIZING PARTICIPATION IN A FEASIBILITY STUDY AND PURSUING THE LOCAL GOVERNMENT SERVICES AND REGIONAL COLLABORATION GRANT PROGRAM WHEREAS, the City of Dublin has invested significantly in optical fiber infrastructure resulting in a City owned institutional network of nearly 120 miles; and WHEREAS, the City of Dublin is constructing a nearly 24 square mile wireless fidelity (WiFi) infrastructure to provide mobile computing capacity for City operations; and WHEREAS, the City of Dublin has previously collaborated with the Ohio Super Computer Network (OSCnet) for the purpose of establishing the Central Ohio Research Network (CORN), an optical fiber network capable of connecting public entities and private businesses to the Ohio Super Computer Center; and WHEREAS, the City of Dublin desires to collaborate with other Central Ohio municipalities, townships, school districts and other governmental and not-for-profit agencies for the purpose of interconnecting broadband infrastructure in order to efficiently share services, maximize the use of technology and promote institutional uses; and WHEREAS, Dublin City staff has identified other Central Ohio entities and agencies that possess broadband and similar infrastructure and are interested in leveraging these for institutional uses; and WHEREAS, a study is necessary for the purpose of determining the feasibility of interconnecting publicly owned broadband and similar infrastructure; and WHEREAS, the Ohio Department of Development has established the Local Government Services and Regional Collaboration Grant Program for the purpose of providing grants- to local governments interested in investigating the possibility of combining the provision of local government services with those of other local governments; and WHEREAS, the Council of the City of Dublin fully supports this opportunity to collaborate with other public entities in order to maximize the value of our individually owned assets and provide the best services possible to our collective residents. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring that: Section 1. The City Manager is hereby authorized to pursue the Local Government Services and Regional Collaboration Grant Program in cooperation with other Central Ohio entities for the maximum amount possible and that the City of Dublin's portion of any match that maybe required will not exceed $5,000. Section 2. That this Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. McDaniel, Deputy City Manager/Director of Economic Development Summary RE: Resolution 51-08 - Local Government Services and Regional Collaboc°ation Grant Progrmn The Ohio Department of Development recently announced the Local Government Services and Regional Collaboration Grant Program. As the title suggests, this program provides funding to conduct a feasibility study to determine how public entities may collaborate to provide services. The grant program is structured in such a way that the more entities that participate, the more money that can be obtained and the less local match required. The maximum amount that can be obtained is $80,000 with no required match. However, at ]east eight (8) entities must be involved. City staff has discussed with other Central Ohio communities the possibility of leveraging individually owned broadband (optical fiber and WiFi) and similar infrastructure for institutional uses. There are many institutional uses for broadband. Interconnecting publicly owned systems may provide many opportunities for efficiency and technology sharing. At this time, staff has identified at least ten (10) entities interested in participating in a feasibility study. It is possible the City may have to pay its share of a required match if it does not get the maximum number of participants. Staff does not anticipate Dublin's share to exceed $5,000. The deadline for application is July 31, 2008. A resolution or letter of commitment from the City is required as part of the application process. Recommendation Staff recommends Council approve Resolution 51-08 and authorize staff to pursue the Local Government Services and Regional Collaboration Grant Program in partnership with other Central Ohio entities.
