A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR THE EMERALD PARKWAY/CARDINAL
HEALTH INTERSECTION IMPROVEMENTS PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the Emerald Parkway/Cardinal Health Intersection Improvements
Project; and
WHEREAS, Council has determined that the bid submitted by Shelly and Sands, Inc.
in the amount of $1,272,310.12 constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above-referenced project as a
"single source" procurement for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ~ of the elected members concurring:
Section 1. That the bid submitted by Shelly and Sands, Inc. in the total amount of
$1,272,310.12 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts with
Shelly and Sands, Inc. for performance and completion of the Emerald Parkway
Intersection Improvement -Cardinal Health project pursuant to the Advertisement,
Proposal and Contract Documents for said project on file in the office of the City
Engineer.
Section 3. That this Resolution shall take effect and be in force on the earliest date
permitted by law.

Re: Resolution 54-08, Accepting the Lowest/Best Bid for the
Emerald Parkway Cardinal Health Intersection Improvements Project
Summary
On July 29, 2008 six (6) bids were received, publicly opened and read for the Emerald Parkway
Cardinal Health Intersection Improvements Project. Staff has reviewed all bids. The Engineer's
estimate was $1,300,000.00. Funding for this project, in the amount of $740,000, was
programmed in the 2008 CIP based on preliminary cost estimates. Shelly and Sands, Inc.
submitted the lowest and best bid of $1,272,310.12. A summary of the bids is listed below.

This project upgrades two existing intersections along Emerald Parkway with signals and right
turn lanes. The first intersection is a jointly shared intersection with Verizon and Cardinal
Health and is located on the east side of Verizon's two buildings along Emerald Parkway. The
second intersection is at Cardinal Health's main building entrance at McDevitt Drive along
Emerald Parkway. Two other existing entrances to Cardinal Health, one east of the North Fork
Indian Run and one close to Dublin Road, will have median modifications in coordination with
the new signalized intersections and thus become right-in/right-out. The newly signalized
intersections meet peak hour warrants only. Generally, they will be in operation from 7:00 a.m.
to 7:00 p.m.
Emerald Parkway in the project area is located within two potable water pressure districts. North
Fork Indian Run is the boundary line between the two districts. Water service for the new
Cardinal Health building and the existing Verizon office buildings is provided from Coffinan
Road. In order to provide enhanced water flow, fire protection and water quality along Emerald
Parkway west of North Fork Indian Run, this project provides for an 8-inch water main

connection to be constructed from Emerald Parkway to the cul-de-sac on Forrest Run Drive
located within the Woods of Indian Run subdivision. The 8-inch water main alignment impacts
one wooded lot within the subdivision. The alignment minimizes tree removal within the lot;
however, some trees will need to be removed. No work on this water main is scheduled until
September 19 or later in order to coordinate with the property owners. We are currently working
on obtaining the easements for the water main. The new 8-inch water main connection will not
change existing water pressures along Emerald Parkway or within the Woods of Indian Run
subdivision.
The major road work is scheduled to be completed by October 24, 2008. The signal mast arms
and signal components are scheduled for completion by January 16, 2009. Street trees removed
with the project will be replaced in November this year. Landscaping impact with the project is
minimal and has been coordinated with Parks and Open Space.
For Council reference and review, a reduced set of prof ect construction drawings has been placed
in the Council Planning Room.
Staff has thoroughly reviewed the Shelly and Sands, Inc. bid. Previous experience with Shelly
and Sands, Inc. has been favorable, including these projects: 1996 Street Maintenance Program;
Frantz Road/S.R. 161/Post Road Intersection; and S.R. 161 Improvements -Dale Drive to
Sawmill Road.
No road closures are planned with this project; however, minimal interruptions may occur as
various portions of the work are completed.
Recommendation
Staff recommends approval of Resolution 54-08 accepting the bid of Shelly and Sands, Inc. in
the amount of $1,272,310.12 and authorizing the City Manager to enter into a contract with
Shelly and Sands, Inc. for this project.
