InC., Form No. 30045 Resolrrtirnt Nn. 47-08 Pcrssec! , 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2008 STREET MAINTENANCE PROGRAM WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the 2008 Street Maintenance Program; and WHEREAS, Council has determined that bid submitted by Strawser Paving Company, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the bid submitted by Strawser Paving Company, Inc., with the removal of Glick Road guardrail work, in the total amount of 52,729,640.44 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with Strawser Paving Company, Inc. for performance and completion of the 2008 Street Maintenance Program pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. Richaz~dson, P.E., Engineering Manager- Desisn RE: Resolution 47-08 -Bid for 2008 Street Maintenance Program Background Memo On June 24, 2008 four (4) bids were received, publicly opened and read for the 2008 Street Maintenance Program. Staff has reviewed all bids. The Engineer's estimate was $2,950,000. The 2008 budgeted funds for construction of this project are $2.947,000. Attached is a City map highlighting the sheets to be improved in red. Streets to be improved are: Perimeter Drive (Avery-Muirfield Drive to west of Wall Street) Perimeter Loop Road (Avery-Muirfield Drive to Perimeter Drive) Village Parkway (Tulles Road to Sawmill Road excluding the new roundabout) Tulles Road (Village Parkway to Dublin Center Drive) Hard Road (Claddaugh Lane to Sawmill Road) Grandee Cliffs Drive - Jenmar Court Finlaris Drive - Tanera More Court- Little Minch Court The pavers at the Caplestone Lane entrance will be repaired. The Bomanite stamped concrete at the intersection of Rings Road and Paul Blazer Parkway will be removed and replaced with red brick pavers over a concrete base similar in appearance to the brick pavers in the truck apron at the Avery Road/Tuswell Drive roundabout. Cost to repair the intersection is $113,000. Memo to Council re Res. 47-08 Bid for 2008 Street Maintenance Program June 26, 2008 Page 2 of 2 For 2008, 5300,000 was budgeted for the OCLC bikepath connection. OCLC is currently working on plans to redevelop their campus, and therefore, the OCLC bikepath connection was placed on hold until the campus plans are finalized. The $300,000 allocated for this connection is being used to fund design work for a bikepath along Dublin Road south of Historic Dublin and a bikepath along Brand Road from Muirfield Drive to Dublin Road, as discussed in the April 3 memo prepared by Fred Hahn. A portion of the gravel parking lot at the 5800 building will be paved with asphalt. The fleet maintenance building parking lot will be reconstructed and paved. A copy of the 2008 Street Maintenance Program construction drawings has been placed in the Council Planning Room for your review. This is the first time in several yeazs there are no improvements planned for Dublin Road. Staff has thoroughly reviewed the Strawser Paving Company, Inc. bid. Previous experience with Strawser Paving Company, Inc. has been favorable, including these recent projects: 2003, 2004, 2006, and 2007 Street Maintenance Programs. The Glick Road guardrail replacement work of $110,529.50 as bid will not be performed. Those funds will be re-allocated to the installation of guardrail along Avery-Muirfield Drive at U.S. 33/S.R. 161. Removal of the $110,529.50 reduces the lowest and best bid to 52,729,640.44. Recommendation Staff recommends approval of Resolution 47-08 accepting the lowest and best bid, with the removal of the Glick Road guardrail work, of Strawser Paving Company, Inc. in the amount of $2,729,640.44 and authorizing the City Manager to enter into a contract with Strawser Paving Company, Inc. for this project.
