A RESOLUTION ACCEPTING THE LOWEST
AND BEST BID FOR THE DUBLIN METHODIST
HOSPITAL INGRESS LANE PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the Dublin Methodist Hospital Ingress Lane project; and
WHEREAS, Council has determined that bid submitted by Double Z Construction
Company in the amount of $671,972.80 constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above-referenced project as a
"single source" procurement for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ~ of the elected members concurring:
Section 1. That the bid submitted by Double Z Construction Company in the total
amount of $671,972.80 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts with
Double Z Construction Company for performance and completion of the Dublin
Methodist Hospital Ingress Lane project pursuant to the Advertisement, Proposal and
Contract Documents for said project on file in the office of the City Engineer.
Section 3. That this Resolution shall take effect and be in force on the earliest date
permitted by law.

Summary
Memo
On July 29, 2008 six (6) bids were received, publicly opened and read for the Dublin Methodist
Hospital Ingress Lane. Staff has reviewed all bids. The Engineer's estimate was $1,000,000.00.
The City has previously been awarded a 629 Roadway Grant through the Ohio Department of
Development in the amount of $1,000,000.00 for this project. The Double Z Construction
Company submitted the lowest and best bid of $671,972.80. A summary of the bids is listed below.

This project will provide drivers a direct connection via a 2-lane roadway from the U.S. 33
westbound off-ramp to Hospital Drive. It eliminates the need for drivers to cross three lanes of
northbound traffic on Avery-Muirfield Drive to turn left at the Avery-Muirfield Drive/Hospital
Drive intersection. In order to maintain the intersection capacity at the Avery-Muirfield Drive/L1.S.
33 westbound off-ramp/hospital ingress lane intersection, northbound left turns from Avery-
Muirfield Drive to the hospital ingress lane will not be permitted. This traffic will be required to
turn left at the Avery-Muirfield Drive/Hospital Drive intersection to travel to the hospital or other
destinations.
The project is scheduled for completion November 12, 2008. Street trees will be planted along the
hospital ingress lane in November. New planting beds will be installed on the Ohio Health
properties that were removed due to the project alignment. Ohio Health will donate the right-of-
way needed for this project.
For Council reference and review, a reduced set of project construction drawings has been placed in
the Council Planning Room.

Staff has thoroughly reviewed the Double Z Construction Company bid. Double Z Construction
Company has performed many similar street projects for ODOT, Franklin County, and Upper
Arlington. These agencies reported favorable experiences with Double Z Construction Company.
This will be our first construction project with Double Z Construction Company.
No road closures are planned with this project, and minimal interruptions to motorists are expected.
Recommendation
Staff recommends approval of Resolution 53-08 accepting the bid of Double Z Construction
Company in the amount of $671,972.80 and authorizing the City Manager to enter into a contract
with Double Z Construction Company for this project.
