A RESOLUTION DESIGNATING THE ECONOMIC DEVELOPMENT
ADMINISTRATOR AS HOUSING OFFICER AND APPOINTING MEMBERS
TO THE COMMUNITY REINVESTMENT AREA HOUSING COUNCIL
WHEREAS, pursuant to Section 3735.69 of the Ohio Revised Code, City Ordinances 130-94
(Amended) and 26-89 established the Britton Parkway Community Reinvestment Area and the
Tuttle Road Community Reinvestment Area (respectively); and
WHEREAS, Ordinance 130-94 (Amended) provided for the appointment of a Housing Officer
and a Community Reinvestment Area Housing Council; and
WHEREAS, the Housing Officer shall administer and implement Ordinance 130-94 as described
in Sections 3735.65 through 3735.70 of the Ohio Revised Code; and
WHEREAS, the Community Reinvestment Area Housing Council shall make an annual
inspection of properties within an area for which an exemption has been granted under Section
3735.67 ofthe Ohio Revised Code to ensure compliance that structures have been maintained and
meet standards; and
WHEREAS, the Community Reinvestment Area Housing Council shall also hear appeals as
provided under Section 3735.70 of the Ohio Revised Code; and
WHEREAS, staff has recommended designation of the Economic Development Administrator to
serve as the Housing Officer in place of the Director of Economic Development, and the
appointments made to the Community Reinvestment Area Housing Council expire on August 15,
2008.
NO}iV, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio,
~_ of the elected members concurring that:
Section 1. As recommended by the City Manager, the Economic Development Administrator (or
the City Manager's designee) is hereby designated as the Housing Officer in place of the Director
of Economic Development.
Section 2. The Chair of the Finance Committee of City Council and the Chair of the Community
Development Committee of Council are hereby designated as the City Council representatives to
the Community Reinvestment Area Housing Council
Section 3. The Deputy City Manager/Director of Finance and the Deputy City Manager/Director
of Economic Development of the City of Dublin are hereby designated as the Mayor's
appointments to the Community Reinvestment Area Housing Council.
Section 4. The Vice Chairperson of the Planning and Zoning Commission is hereby designated as
the Planning & Zoning Commission representative to the Community Reinvestment Area Housing
Council.
Section 5. The length of the terms for the members appointed in Sections 2, 3 and 4 herein shall
be for three years.
Section 6. This Resolution shall be in effect upon passage in accordance with Section 4.04(a) of
the Revised Charter.

Summary
Re: Resolution 50-08, Appointment of Housing Officer and Members of Community
Reinvestment Area Housing Council
Ohio Revised Code Sections 3735.65 - 3735.70 and Dublin City Ordinance 130-94 (Amended) require the
City to designate a Housing Officer and to appoint members to the Community Reinvestment Area (CRA)
Housing Council for the Tuttle Crossing Reinvestment Area. The Housing Officer is responsible for
administering and implementing the provisions of the Ohio Revised Code and Ordinance 130-94 (Amended).
The CRA Housing Council evaluates the designation of the CRA, makes an annual inspection of the
properties within the designated CRA and also hears appeals under Section 3735.70 of the Ohio Revised
Code.
In accordance with Ordinance 130-94 (Amended), members of the CRA Housing Council serve three- year
terms. Terms of the current members of the CRA Housing Council will expire August 15, 2008. In addition,
the City Manager desires to designate a new Housing Officer (Economic Development Administrator) for the
City in order to allow the current Housing Officer to serve on the CRA Council. This is consistent with past
practice. The Resolution provides that appointments be made as follows:
1. Housing Officer: The City Manager recommends that the Economic Development
Administrator (or the City Manager's designee) be designated in place of the Director of
Economic Development.
2. Council's two appointees: Consistent with past practice, we recommend appointing the
Chairperson of City Council's Finance Committee and Chairperson of City Council's
Community Development Committee.
3. Mayor's two appointees: Consistent with previous practice, we recommend appointing the
Deputy City Manager/Director of Finance and the Deputy City Manager/Director of Economic
Development.
4. City Planning Commission appointee: Consistent with past practice, we recommend appointing
the Vice Chairperson of the City's Planning & Zoning Commission.
5. CRA Housing Council's two appointees: Consistent with past practice, we recommend that
these two members shall be the same two Dublin residents appointed by the Washington
Township Trustees to serve on the Tax Incentive Review Council. Members of the CRA
Housing Council discussed this appointment at their meeting on June 18, 2008 and agreed that
they desire to continue this practice. A letter has been forwarded to the Washington Township
Trustees requesting that they confirm and/or appoint two representatives to the Tax Incentive
Review Council.
Recommendation
Staff recommends Council approve Resolution 50-08, designating a Housing Officer and appointing
members to the Community Reinvestment Area Housing Council.

Mr. Keenan moved to approve the minutes as distributed. Ms. Salay second the
motion. Motion passed.
IV. Review Tuttle Crossing CRA Status
Mr. Testa: Interstate Gas Supply, Inc.; Bradenton Pediatric Building Co. Ltd; and
Bradenton Internal Medicine Building Co. Ltd. were expiring.

Mr. McDanieUHousing Officer: Mr. McDaniel reported that all properties had been
inspected and are in compliance.
Ms. Grigsby: The City revenue shares with Dublin City Schools and Hilliard City
Schools.
Mr. Berg: Tones is not included in the revenue sharing and feels it should be
included.
There being no further discussion, Ms. Salay moved to accept the status report as
distributed. Mr. Berg second the motion. Motion passed.
V. Review 2007 Tax Increment Financing (TIF) Status Report
Ms. Grigsby: Ms. Grigsby gave a recap of the report on existing TIF districts. Copies
of the report were distributed (including copies of the reports submitted to the Ohio
Department of Development). Identified in the report are approximately $425 million
in private improvements. Over 15,000 jobs have been retained or created. Maps of the
TIF districts are available if anyone would like to view them. There are five
delinquencies. Letters were being sent to the property owners for three of the
delinquencies. Two of the delinquencies were due to an issue with the mortgage
company.
Mr. Testa: Mr. Testa noted that all of the delinquencies were first time delinquencies.
For the group of three delinquencies he suggested giving them two weeks after
closing to become current. If they aren't current by that time then something more
serious should be pursued. Eventually, the TIF could be revoked. Parcel 273-011784
has a pending review, but they still have to pay.
Mr. Testa called for a motion breaking out the parcels not current and accepting the
report. Mr. Osborne so moved. Ms. Lee second. Motion passed.
Mr. Testa called for a motion requesting the auditor follow up and continue working
with the mortgage company on the two parcels; and that letters be sent to the other
three parcels requiring payment within 10 days of closing. Ms. Salay so moved.
Second Mike Keenan.
Ms. Salay amended the motion to include language that parcel 273-0 1 1 874 render
payment. Mr. Keenan second the amendment.
Both motions passed.
VI. Adjourn
Mr. Keenan moved to adjourn. Mr. Thomas second the motion. Motion passed.

Mr. McDaniel: Mr. McDaniel reported that all subject properties had been
inspected and appeared to be in compliance.
Ms. Salay moved to adopt the report as submitted. Mr. Keenan second the
motion. Motion passed.
Mr. McDaniel: Mr. McDaniel explained the Dublin Housing Council
members' terms would expire at the end of the month. Reappointment of the
members would be on the July 1, City Council Agenda. A letter would be sent
to Washington Township requesting it re-appoint members to the TIRO, the
Housing Council then typically appoints those two people to serve as the
remaining two Dublin Housing Council members. The members must be
residents of the City of Dublin. Mr. Thomas stated he was willing to continue
to serve. Members agreed they would like to continue the practice of having
the two Washington Township appointees continue to serve on the CRA
Housing Council.
