Form No. 30045 Re.~nlcrtiorr Nn 48-08 Passed _ . 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE HIRTH ROAD ROUNDABOUT PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the Hirth Road Roundabout project; and WHEREAS, Council has determined that the bid submitted by Columbus Asphalt Paving, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, _~ of the elected members concurring: Section 1. That the bid submitted by Columbus Asphalt Paving, Inc. in the total amount of $168,169.25 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with Columbus Asphalt Paving, Inc. for performance and completion of the Hirth Road Roundabout project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. Richardson, P.E., Engineering Manager- Design RE: Resolution 48-08 -Bid for Hirth Road Roundabout Project Background Memo On June 25, 2008 four (4) bids were received, publicly opened and read for the Hirth Road Roundabout project. Staff has reviewed all bids. The Engineer's estimate was $130,000. The Columbus Asphalt Paving, Inc. submitted the lowest and best bid of $168,169.25. A summary of the bids is listed below. Our estimates were lower for excavation, embankment, topsoil and the masonry entry features. Overall, we believe the substantial rise in gas and diesel prices are reflected in the bids. Staff has thoroughly reviewed the Columbus Asphalt Paving, Inc. bid. Previous experience with Columbus Asphalt Paving, Inc. has been favorable, including these projects: Southwest Area Traffic Calming Plan - Phases 2, 3 and 4. The timing of this project is tied to the Tuttle Crossing Boulevard improvements currently being constructed. The existing full access Hirth Road intersection with Tuttle Crossing Boulevard will become aright-in, right- out only intersection when Tuttle Crossing Boulevard is completed this fall. Staff has worked with the City of Columbus, Franklin County Engineers, and the residents of the Dublin Woods subdivision to provide access from Britton Parkway in addition to the Hirth Road/Tuttle Crossing Boulevard intersection. This project provides a simple roundabout to connect Hirth Road to Britton Parkway. This project will be funded from the Permissive Tax Fund. An appropriation ordinance will be prepared at a later date. For Council reference and review, a reduced set of project construction drawings has been placed in the Council Planning Room. Recommendation Staff recommends approval of Resolution 48-08 accepting the bid of Columbus Asphalt Paving, Inc. and authorizing the City Manager to enter into a contract for this project.
