A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID AND AUTHORIZING THE CITY
MANAGER TO ENTER INTO A CONTRACT FOR
THE LIGGETT ROAD REALIGNMENT PROJECT.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the Liggett Road Realignment project; and
WHEREAS, Council has determined that the bid submitted by Strawser Paving
Company in the amount of $285,390.80 constitutes the lowest and best bid received
for the project; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above-referenced project as a
"single source" procurement for the reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ? of the elected members concurring:
Section 1. That the bid submitted by Strawser Paving Company in the total amount of
$285,390.80 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into a contract with
Strawser Paving Company for the performance and completion of the Liggett Road
Realignment project pursuant to the Advertisement, Proposal and Contract Documents
for said project on file in the office of the City Engineer.
Section 3. That this Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Re: Resolution No. 38-08 -Liggett Road Realignment Bid Acceptance
Summary
On June 12, 2008 four (4) bids were received, publicly opened and read for the Liggett Road
Realignment project. This project consists of construction of 1,000 feet of two-lane asphalt
street with storm drain structures and storm pipe.
Staff has reviewed all bids. The Engineer's estimate was $300,000.00. Strawser Paving
Company submitted the lowest and best bid of $285,390.80. For Council reference and review, a
reduced set of project construction drawings has been placed in the Council Planning Room. A
summary of the bids is listed below.

Staff has thoroughly reviewed the Strawser Paving Company bid. Previous experience with
Strawser Paving Company has been favorable. Most recently, Strawser Paving Company
completed the 2007 Street Maintenance Program.
Recommendation
Staff recommends approval of Resolution 38-08, accepting the bid of Strawser Paving Company
in the amount of $285,390.80 and authorizing the City Manager to enter into a contract with
Strawser Paving Company for this project.
