35-08 ResolutionRECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No 30055 35-08 Resnhztirnz No. Passed , 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE AVERY-MUIRFIELD DRIVE /POST ROAD ROUNDABOUT PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the Avery-Muirfield Drive /Post Road Roundabout project; and WHEREAS, Council has determined that bid submitted by Complete General Construction Company constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THERE~RE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of the elected members concurring: Section 1. That the bid submitted by Complete General Construction Company in the total amount of $ 2,246,486.40 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with Complete General Construction Company for performance and completion of the Avery-Muirfield Drive /Post Road Roundabout project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. That this Resolution shall take effect and be in force on the earliest date permitted by law. Passed this day of , 2008. Richardson, P.E., Engineering Manager -Design Date: May 29, 2008 Re: Resolution No. 35-08 - Avery-Muirfield Drive /Post Road Roundabout Bid Acceptance Summary Memo On May 28, 2008 five (5) bids were received, publicly opened and read for the Avery-Muirfield Drive/Post Road Roundabout project. Staff has reviewed all bids. For Council reference and review, a reduced set of project construction drawings has been placed in the Council Planning Room. The Engineer's estimate was $1,800,000.00. All bids received were above our estimate. We believe the recent dramatic rise in oil prices were reflected in the bids and probably accounted for an additional 10 percent in the bid proposals. Another area which exceeded our bid estimate was the AEP conduit installation. We estimated about $200 per foot based on our research for the AEP conduit installation to be performed with this project. The Complete General Construction Company bid was about $320 per foot. The AEP conduit installation is therefore $300,000 above our bid estimate, however, we believe this is reasonable and consistent with the other bid proposals received. The Complete General Construction Company submitted the lowest and best bid of $2,246,486.40. In consultation with our legal staff, the bid submitted by S.E.T., Inc. of Lowellville, Ohio has been rejected. S.E.T., Inc.'s experience statement does not contain experience in this particular type of work or in substantive urban highway work generally. A summary of the bids is listed below. Traffic will be maintained on Avery-Muirfield Drive throughout the project, however, the roundabout must be constructed in two phases. The first phase will construct the east side of the roundabout and the Post Road approach on the east. The second phase will construct the remaining portion of the roundabout and the Post Road approach on the west. Through traffic on Post Road will be detoured to Perimeter Drive. This project also installs electrical and telecommunications conduit along a 2,500-ft section of Post Road from Avery-Muirfield Drive to Holt Road. AEP is scheduled to remove the power poles in late August. The electrical conduits installed along Post Road are designed to handle future electrical circuits for the area. The scheduled completion date is October 3, 2008, weather permitting. The interior of the roundabout will have landscape elements similar to the recently constructed Avery Road/Tuswell Drive Roundabout. There will be dry-laid stone retaining walls and a steel box sculpture. Parks and Open Spaces will bid and manage the soft landscaping of the project in October. Staff has thoroughly reviewed the Complete General Construction Company bid. Previous experience with Complete General Construction Company has been favorable, including these recent projects: Glick/Avery/Manley Roundabout; Muirfield/Brand Roundabout; Brand Road/Bristol Pkwy Bikepath Tunnel; and Dublin Road/River Forest Road Bikepath Tunnel. As you will recall, this project will be funded through the Perimeter Center and Ruscilli TIF Districts. Recommendation Staff recommends approval of Resolution 35-08 accepting as the lowest and best bid, the bid of Complete General Construction Company in the amount of $2,246,486.40 and authorizing the City Manager to enter into a contract with Complete General Construction Company for this project.
