ORDINANCE NO. ItJ - K3
AN ORDINANCE ENACTING SPECIAL LICENSING
FOR VENDOR'S LICENSES ON THE OCCASION OF
ST. PATRICK'S DAY WITHIN THE VILLAGE OF
DUBLIN, OHIO, AND DECLARING AN EMERGENCY.
I WHEREAS, the various civic organizations and citizens of the
Village of Dublin each year celebrate St. Patrick's Day as a
special holiday, and
WHEREAS, the Council of the Village of Dublin wishes to
encourage the said celebration of St. Patrick's Day without
conunercia1 exploitation of its' citizens in a safe and neighborly
manner, without unnecessary congestion,
NOW THEREFORE BE IT ORDAINED by the Council of the Village
of Dublin, 7 members concurring, that:
Section 1. The Village Manager be and hereby is
authorized to ussue for the occasion of the St. Patrick's Day
I celebration, March 17, 1983, and for that day only, a vendor's
permit valid for a 24-hour period only, and to extend from 12:01 A. . ,
March 17, 1983, until 11:59 P.M., March 17, 1983.
Section 2. A. Said permit shall permit the holder
thereof to display for sale and to sell for retail purchase and
consumption, goods, wares, food and beverages, at the location
provided on the application for such permit. No person, firm,
company, or organization shall sell, offer for sale, display or
promote goods, wares, food, or beverage, without first having
obtained such a permit. .
B. The Village Manager shall have absolute
control over the minimum number of such ~ermits to be issued for
, the St. Patrick's Day Celebration, giving due consideration to
the proposed location for the permit, traffic and pedestrian
congestion, and other criteria in the interests of the public
health, safety and welfare, but in no event shall the number of
permits issued herein exceed' . -..gO' permits. .

Section 3. Each applicant for a permit shall complete
a separate application form approved by the Village Manager,
I designating the proposed location where the permit holder intends
to sell, or promote his, her, or its' goods, wares, food or

beverages. Preference in the issuance of said permits shall be i
I

given to non-profit civic organizations, clubs and groups located I
within the Dublin corporate limits, regardless of the order in i
I
which applications are made. I

Each application shall be accompanied by a fee of I
I
$ 5fJO which is refundable in the event a permit is not
issued. I
I

Section 4. This Ordinance shall be deemed to be an
I
I
!
emergency ordinance necessary for the immediate preservation of
the public health, safety and welfare and shall take effect
I and be in force immediately upon its passage.
