1. A standard connection ban is hereby imposed to prohibit any additional
connections to or extensions of the sewerage system tributary to the raw
sewage pump station located off High Street between Short Street and
Karrer Place in Dublin. The standard connection ban area includes that
portion of the city of Dublin west of the Scioto River and any areas
outside of the City of Dublin that are served by the above mentioned pump
station. This ban is not applicable for entities with building permits
issued before the effective date of these Orders.

2. Dublin shall make all efforts to eliminate any future pump station
overflows. A plan, which includes an implementation schedule to reduce
inflow/infiltration into the sanitary sewer, shall be submitted to Ohio
EPA within one month of the effective date of these Orders.
3. Dublin shall prepare and submit to the Ohio EPA Central District Office a
report documenting that either (a) information indicates that
inflow/infiltration has been reduced sufficiently to demonstrate that pump
station overflows will not occur or (b) a permanent conveyance system is
under construction or has been installed to serve the standard connection
ban area. This permanent conveyance system shall adequately convey all
present raw sewage flow and shall be designed to adequately convey future
flow. The Ohio EPA will terminate the standard connection ban after
review and concurrence that the report documents that (a)
inflow/infiltration has been reduced sufficiently to eliminate pump
station overflows or (b) the permanent conveyance system is adequate and
when the Director is reasonably assured that additional connections to or
extensions of a sewerage system will not result in unauthorized discharges
to waters of the state.
4. Nothing in these Orders shall be construed to relieve Dublin from the
requirements of the Consent Order filed in Franklin County Common Pleas
Court on September 22, 1989.
