A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR THE 2008-2010 SANITARY SEWER LINING
PROJECT, AND AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT FOR THIS PROJECT.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter; and
WHEREAS, Council has determined that the bid submitted by Reynolds
Inliner in the amount of $2,994,633.00 for the three phases of this project
(2008, 2009 and 2010) constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin
State of Ohio, ~ of the elected members concurring that:
Section 1. The bid submitted by Reynolds Inliner in the total amount of
$2,994,633.00 for the 2008-2010 sanitary sewer lining project is hereby
accepted.
Section 2. The City Manager is hereby authorized to enter into a contract
with Reynolds Inliner for the 2008-2010 Project as specified within the bid
proposal and the City's bid documents.
Section 3. Appropriations of $749,425.00 have been provided in the 2008
operating budget for Phase 1 of the Project; Project Phases 2 and 3 in 2009
and 2010 will be undertaken, conditioned upon funding being programmed in
the City's capital budget for years 2009 and 2010.
Section 4. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Re: Resolution No. 33-08 - 2008-2010 Sanitary Sewer Lining Project
Summary
On Monday, April 28, 2008 bids were opened for the 2008 - 2010 Sanitary Sewer Lining project.
The estimated cost for the sum of all three years was $2,775,999. The bid package was made
available on Dublin's web site, and the following five bids were received:

• Inland Waters $5,031,205.50
This bid consists of work to be done in three phases -one phase in each of the next three years,
including 2008. The bid documents very clearly state work will be authorized only for years 2009
and 2010 if and when funds are approved in each of those years in the Capital Improvements
Budget. Council approved $850,000 in the 2008 CIP for this purpose. The sanitary sewer lining
work in 2008 was bid at $749,425.
Work in 2008 and 2009 will be done primarily in the Muirfield area. Most of the sanitary sewer
pipe in the Muirfield area is clay pipe installed in the 1970s. Flow data and video inspections
show significant inflow and infiltration (I&I) and deteriorated pipe in these areas. Lining this pipe
will extend the life of the pipe by approximately 30-50 years and substantially reduce I&I.
Work during 2010 will be completed primarily in the 36" sanitary sewer (Dublin Road) between
Glick Road and Emerald Parkway. The 36" main sanitary sewer pipe is concrete reinforced
internally with steel bars. Hydrogen sulfide is a gas resulting from the decomposition of sewage
in the pipe. The hydrogen sulfide gas has resulted in damage to the concrete pipe. The
installation of the composite pipe liner will stop damage from occurring as a result of hydrogen
sulfide gas, strengthen the pipe by approximately twenty percent, and extend the life of the pipe by
approximately 30-50 years.
The cost of sanitary sewer lining work is greatly influenced by economies of scale. The higher the
quantity of pipe to be lined, the lower the cost will be per linear foot. For this reason, staff wrote
bid specifications over the next three years. As a result, the average cost of lining per linear foot
over the next three years is less than the average cost the City paid in 2007 for sanitary sewer
lining.

Recommendation
Staff recommends approval of Resolution 33-08, accepting Reynolds Inliner's 2008-2010 bid in
the amount of $2,994,633.00 and authorizing the City Manager to enter into a contract with
Reynolds Inliner for this project. Approving this resolution authorizes the expenditure of
$749,425.00 in 2008. The 2009 and 2010 work will be authorized if funds are approved in each of
those years in the Capital hnprovements Budget. Reynolds Inliner has completed work for the
City in the past and staff has found their performance to be satisfactory.
