A RESOLUTION ACCEPTING THE LOWEST AND BEST BID
FOR PHASE II OF THE HVAC IMPROVEMENT PROJECT
AT THE DUBLIN RECREATION CENTER LEISURE POOL
AND AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT FOR SAID SERVICES.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter; and
WHEREAS, Council has determined that the bid submitted by General Temperature
Control in the amount of $509,000 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ~_ of the elected members concurring, that:
Section 1. The bid submitted by General Temperature Control in the total amount of
$509,000 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
General Temperature Control for said project as specified within the bid proposal and
the City's bid documents.
Section 3. This Resolution shall take effect and be in force upon on the earliest date
permitted by law.

RE: Resolution 31-08 Bid for Phase II of the HVAC Improvement Project
at the Dublvi Recreation Center
Suimnary
On Thursday April 3, 2008, bids were opened for Phase II of the HVAC improvement project at
the Recreation Center. The heating, ventilation and air conditioning system for the Leisure Pool
will be upgraded to increase the circulation of fresh air, reduce humidity levels and add an
energy-saving heat recovery system. The leisure pool area «~~ill also be painted. A similar
project was successfully competed last fall for the competition pool.
Unlike the competition pool project which involved modifying the existing air handling unit, the
leisure pool will receive a new, larger air handling unit. These air handling units are located in a
mechanical room above the pools. Because of the need to replace the unit, the timeline for Phase
II «~ill be extended by several weeks. The leisure pool will close in mid August and reopen in
early October.
This construction schedule was chosen due to the fact that the summer swim programs will be
concluded, and attendance at the pool normally decreases once school is back in session. One of
the outdoor pools will remain open beyond Labor Day until the leisure pool is reopened. It
should also be noted that except for the annual shutdown period for the Recreation Center in late
August, the competition pool will remain open, and every effort will be made to minimize the
impact on patrons. However, some disruption, particularly noise, is inevitable.
The total amount budgeted for Phase II is $530,000. Three bids were received and the low
bidder was Farber Mechanical. However, Farber withdrew their bid after determining that they
made a mathematical error in formulating their bid. The A/E firm for this project evaluated the
ner~~ lowest bidder, General Temperature Control, and determined that the company possesses
the skill and experience to successfully perform the work required for Phase II.

of $509,000.

Dear Mr. Ashford:
Regretfully, I would like to formally withdraw our bid for the above mentioned project in
the amount of $459,900.00 due to a mathematical error on our part. This is something
that we have considered very carefully and is not common practice at Farber
Corporation as we have only withdrawn bids three other times in the last 38 years.
We appreciated having the opportunity to submit our bid and look forward to your
consideration on future projects.
