A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO AONE-YEAR EXTENSION OF THE SOLID
WASTE CONTRACT WITH RUMPKE OF OHIO, INC.
WHEREAS, the City's current contract with Rumpke of Ohio, Inc. for solid
waste services expires December 31, 2008; and
WHEREAS, the current contract provides an option of extending the contract
one year; and
WHEREAS, Rumpke has agreed to a one-year extension of the City's current
contract, with an increase of the per household per month cost from $13.98 to
$14.40; and
WHEREAS, after review of the current market conditions, staff believes the
negotiated cost is a fair price and recommends approval of a one-year
extension of the contract at the price of $14.40 per household per month.
NOW, THEREF~BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring, that:
Section 1. The City Manager is hereby authorized to enter into aone-year
extension of the current contract with Rumpke of Ohio, Inc. for a term expiring
December 31, 2009 at a cost of $14.40 per household per month for the
services specified within the current contract.
Section 2. This resolution is effective upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Summary
Memo
The 2008 solid waste contract extension expires December 31, 2008. This contract provides for
the option of extending the contract one additional year. Beginning in 2010, solid waste removal
services must be rebid.
The City of Dublin is part of a solid waste consortium consisting of seven other villages,
townships, and cities. The volume of customers (households) within the consortium encourages
economy of scale pricing, which results in a lower cost per household for refuse/recycling
collection and disposal.
The Solid Waste Authority of Central Ohio (SWACO) pays for the legal services associated with
consortium contract documents and other legal sen~ice requirements. As a result, the law firm of
Eastman & Smith has completed negotiations with Rumpke to extend the cun-ent solid waste
contract for one additional year at a cost of $14.40 per household each month. The current (2008)
price is $13.98 per household each month. This equates to a 2009 increase of 3 percent.
The City of t~'orthington entered into a contract for solid waste collection and disposal services
late in 200b. Worthington's 2007 cost per household each month was $14.98 with provisions for
possible increases in price during 2008 and 2009. The City of Westerville opened solid waste
collection and disposal bids on May 9, 2007. They received one bid at $15.90 a month per
household. Upper Arlington opened bids late in 2007. Inland Sei-~~ice Corporation provided the
lowest and best bid at approximately $14.39 per household per month for years 2008 and 2009.
This amount has been calculated based on adjustments for recycling stream revenues.
Recommendation
Staff recommends Council approve Resolution 16-08 allowing the City Manager to enter into a.
