B 5 37 -12 Resolution No. Passed . 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE HIRTH /WOLPERT DUBLIN ROAD CULVERT IMPROVEMENTS AND AUTHORIZING THE CITY MANAGER TO ENTER INTO CONTRACTS FOR SAID PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Hirth /Wolpert Dublin Road Culvert Improvements; and WHEREAS, Council has determined that the bid submitted by Kwest Group, LLC constitutes the lowest and best bid; and WHEREAS, the condition of the existing culvert has deteriorated to a condition where replacement is needed; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Kwest Group, LLC. in the total amount of $308,573.43 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with Kwest Group LLC for performance and completion of the Hirth /Wolpert Dublin Road Culvert Improvements project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this �t _ day of 2012. Engineering Manager - Design Re: Resolution No. 37 -12 - Hirth /Wolpert Dublin Road Culvert Improvements Bid Acceptance Background On June 19, 2012, two (2) bids were received, publicly opened and read for the Hirth/Wolpert Dublin Road Culvert Improvements project, which involves the removal and construction of a concrete box culvert and retaining wall. The Engineer's estimate was $340,000.00. The funding for this project is from the Permissive Tax Funds. Kwest Group, LLC submitted the lowest and best bid of $308,573.43. Staff has reviewed all bids and a summary of the bids is listed below. Staff anticipates the construction to commence in late July. Dublin Road will be closed to traffic at the culvert location for the duration of the construction. The detour route will be Tuttle Road, Frantz Road and Rings Road. The scheduled completion date for the project is October 19, 2012. Recommendation Staff has thoroughly reviewed the Kwest Group, LLC bid. Although this contractor has not worked for the City of Dublin in the past, they did provide a listing of similar projects. Staff has contacted representatives of these projects at Jackson Township (near Grove City), the City of Findlay and Toltest, Inc., and received favorable references. Staff therefore recommends approval of Resolution No. 37 -12 accepting as lowest and best the bid of Kwest Group, LLC in the amount of $308,573.43 and authorizing the City Manager to enter into a contract with Kwest Group, LLC for this project.
