A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR THE MUIRFIELD VILLAGE WATER LINE
REPLACEMENT— PHASE 1 PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the Muirfield Village Water Line Replacement — Phase 1 project; and
WHEREAS, the 2007 Community Plan identifies the objective to perform
preventative maintenance and improvements to the existing water distribution
system as it ages; and
WHEREAS, on May 30, 2012, six (6) bids were received for the Muirfield Village
Water Line Replacement — Phase 1 project; and
WHEREAS, Council has determined that the bid submitted by Darby Creek
Excavating, Inc. constitutes the lowest and best bid.
NOyV, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
�T of its elected members concurring, that:
Section 1. The bid submitted by Darby Creek Excavating, Inc. in the total amount
of $194,005.25 is accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with
Darby Creek Excavating, Inc. for performance and completion of the Muirfield Village
Water Line Replacement — Phase 1 project pursuant to the Advertisement, Proposal
and Contract Documents for said project on file in the office of the City Engineer.
Section 3. This Resolution shall take effect immediately upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Muirfield Village Water Line Replacement - Phase 1 Bid Acceptance
Summary
On May 30, 2012, six (6) bids was received, opened, and publicly read by Engineering staff for the
Muirfield Village Water Line Replacement - Phase 1 project. This project will replace approximately
660 feet of existing 3 -inch water line with new 6 -inch ductile iron water line, including fire hydrants
and other associated appurtenances, in three separate locations. The locations are: Leven Links
Court West, Milmichael Court, and Dornoch Court. This work will also include the reconnection of
existing residential water services, the relocation of one fire hydrant, and associated milling and
paving of the entire pavement surfaces of these cul -de -sacs.
The project is scheduled to be complete by October 26, 2012. To keep the residents informed of
this upcoming project, direct mailings were sent, a public meeting was held on May 8, 2012 and
additional information, including the presentation, was made available on the City of Dublin
website. All efforts will be made to maintain access to the residences during construction. The City
will have a designated Engineering Project Inspector assigned to this project who will be available
to respond to questions and manage access needs. For Council's reference, a reduced set of
project construction drawings has been placed in the Council Planning Room.
The Engineer's estimate for this project was $270,000. Funding of $500,000 for project AW1001,
was budgeted in the Water Fund this year, as documented in the 2012 -2016 Capital Improvements
Program. Darby Creek Excavating, Inc. submitted the lowest and best bid of $194,005.25. A
summary of the bids received is provided below.

Recommendation
Staff has thoroughly reviewed the Darby Creek Excavating, Inc. bid. While this contractor has not
worked for the City of Dublin in the past, they did provide a listing of similar projects. Staff has
contacted representatives of these projects and received favorable references.
Staff recommends Council approve Resolution 30 -12 on June 18, accepting the bid of $194,005.25
from Darby Creek Excavating, Inc. as the lowest and best bid, and authorizing the City Manager to
enter into a contract with Darby Creek Excavating for this project.
