The November 18, 1974, meeting of the Vil1age of Dublin council was called to
order by Mayor Joseph Dixon with roll call as follows: Charles Coffman, present
Lewis Geese, present; Catherine Headlee, present; Charles Hicks, present;
Robert Karrer, present; Wilbur Ulrey, present. The minutes of the N'ovember 4
meeting were read, Coffman moved approval of the minutes, Karrer seconded, all
voted in favor of approval.

Ordinance 55-74 establish police rate or pay, hours of work and benefits was
read for the second time, ordinance 56-74 establishing rate of pay, hours of
work and benefits :!for the village adm nstrator was read for the second time,
ordinance 57-74 amending village code of 1974 was read for the second time.

Ordinance 58-74 granting a variance from section 306 of the Village of Dublin's
subdivision regulations to Muirfield Ltd. was introduced by Karrer and read
by the clerk, Coffman moved to dispense with the three time reading rule,
Ulrey seconded, all voted in favor of the motion and the ordinance.

Resolution 26-74 approving the final plat of Muirfield Phase I was introduced
by Coffman and read by the clerk, Hicks moved to dispenseWlth the three time I

Resolution 27-74 approving the final plat of a portion of Muirfield Drive and I
vacating a portion of Ashbaugh Road was introduced by Ulrey and read by the I
clerk, Karrer moved to dispense with the three time reading rule, Coffman
seconded, all voted in favor of the motion and the resolution. I
Resolution 28-74 approving and accepting certain easemc~nts for water lines I
was introduced by Coffman and read by the clerk, Coffman moved to dispense
with the three time reading rule, Ulrey seconded, all voted in favor of the
motiona and the resolution.
Ordinance 59-74 establishing rules and regulations governing the construction
and protection of waste water facilities in the Village of Dublin was intro-
duced by Karrer and read by the clerk, Coffman moved to change section 305

Ordinance 62-74 Coffmnan moved to dispense with council rule, Ulrey seconded,
all voted in favor so Ordinance 62-74 could be introduced by Ulrey and read by
the clerk, ordinance 62-74 amending ordinance 52-74. Ulrey moved to dispense wi h
the three time reading rule, Coffman seconded, all voted in favor of the motion
and the ordinance.

Ordinance 63-74 naming Joan Bernstein to the Architectural Review Board to
fill out the term of Jerry Tanner was introduced by Geese and read by the clerk
Head.ee moved to dispense with the three time r',-ading rule, Harrer seconded,
all voted in favor of the motion and the ordinance.

Coffman moved, Ulrey seconded that River Forest subdivision be included in
phase one of the water planning as the line to Muirfield goes in front of the
area, all voted in favor.
Bill 'Meyer asked council for permission to use outside person to discuss
easements for sewers with property owners ,which will lead to a meeting with
the solicitor, the engineer and the property owner, council approved as this
is part of village contract with Burgess and Niple.
Sheldon was instructed to go to John Selby to work out funding for detailed
water plans.
