A NT I C I PAT ION 0 F THE LEVY AND COLLEC-
TION OF SPECIAL ASSESSMENTS FOR THE
prmpOSE OF CONSTRUCT I NG SAN ITARY SEW-
ERS.
PE IT fxESOLVED by the Counc i I of the Vi Ilage of Dubl in, County of
Franklin and State of Ohio:
SECTION I . That for the purpose of expanding and improving the
municipal sanitary sewerage system by the acquisition of real
estate or easements or other interests in real estate, and the
construction of sewer I ines and appurtenances, it~is ne~ss~

tion of special assessments to be levied for said purpose, and it
is necessary to levy a tax outside the ten mi I I I i m i tat i on of
Art i c I e X I I, Section 2 of the Ohio Constitution to pay the inter-
est on and to retire said bonds. The question of issuing said
honds and the levy of said tax shal I be submitted to the electors
of said Village at a general election to be held on November 8,
C 1977. The approximate date of said bonds wil I be ,May I , 1978,
sa i d bonds \" i II mature in 30 annual installments after their
Issuance, and wi II bear intercst at a rate now estimated at 6.5% I

per annum, payable semiannually.
SEe T I 0 ['J 2. That the clerk shall certify a copy of this resolu-
tion to the auditor of Franklin County for his calculation of the
aver'age annual tax levy requir'ed throughout the life of the bonds
to pay the interest on and to retire said bonds, assuming that
they are all issued in one series and that the amount of the tax
I ist of this Village remains the same throughout the life of sa i d
honds.
SECTION 3. This resolution is hereby declared to be an emergency I
measure necessary for the preservation of the public peace, healtl
and safety of the Village and its inhabitants, and for the furthe
reason that this resolution must be certified to the Franklin Co-
unty Auditor by July 15, 1977 In order to submit the question
her'ein to the electors; wherefore this resolution sha II take
effect and he in force from and immediately after its passage.
