TO DECLARE THE NECESS ITY OF SUB~.lITT I NG
TO THE ELECTORS OF THE VILLAGE OF DUB-
D LIN, THE QUESTION OF ISSU I NG BONDS IN
, ANTICIPATION OF THE LEVY AND COLLEC-
TION OF SPECIAL ASSESSMENTS FOR THE
PURPOSE OF CONSTRUCT I NG SAN ITARY SE'lJ-
ERS.
BE IT RESOLVED by the Counci I of the Vi Ilage of Dubl in, County of
Franklin and State of Ohio:
SECTION I . That for the purpose of expanding and improving the
municipal sanitary sewerage system by the acquisition of real
estate or easements or other interests in real estate, an d the
construction of sewer lines and appurtenances, it IS necessary
to issue bonds of this Vi Ilage in the amount of Three Hundred
Fifteen Thousand Dollars ($JI4"OOO ) in anticipation of the collec
tion of special assessments to be levied for said purpose, and it
is necessary to levy a tax outside the ten mi I I I i m it at i on of
Article XI I, Section 2 of the Ohio Constitution to pay the inter-
est on and to retire said bonds. The question of issuing said
bonds and the levy of said tax shal I be submitted to the electors
of said Vii lage at a general election to be held on November 8,
1977. The approximate date of said bonds wil I be May I , 1978, i

sa i d bonds will mature in 30 annual installments after their I
Issuance, and wi II bear interest at a rate now estimated at 6.5%
per annum, payable semiannually.
SECTION 2. That the clerk shall certify a copy of this resolu-
tion to the auditor of Franklin County for his calculation of the
average annual tax levy required throughout the I ife of the bonds
to pay the interest on and to retire said bonds, assum i ng that
t hey are a II issued in one series and that the amount of the tax
I ist of this Vi I lage remains the same throughout the life of sa i d
bonds.

SECTION 3. This resolution is hereby declared to be an emergency
measure necessary for the preservation of the publ ic peace, healt
and safety of the Vi Ilage and its inhab itants, and for the furthe
reason that this resolution must be certified to the Franklin Co-
unty Auditor by July 15, 1977 in order to submit the question
herein to the electors; wherefore this resolution shall take
effect and be in force from and immediately after its passage.
