The October 21, 1974, meeting of the Village of Dublin council was called to
order by the Mayor Joseph Dixon. Roll call - Charles Coffman, present; Lewis
Geese, present; Catherine Headlee, present; Charles Hicks, present; Robert
Karrer, present; Wilbur Ulrey, present. The mintues of the October7 meeting w
were read, Coffman moved approval of theminutes, Headlee secmded, all voted
infavor of approval.

Clerk read correspondence from Secret Santa, invitation from Dublin, Ireland
to St Patricks day celebration, request for permission to hunt in village
corporation limits, notice from Washington Twp trustees that they are no
longer responsible for Cemetery on Ashbaugh Road as it is now in the village,
and notice of rate increase from the Electric Compaay.

Bob Mayer introduced candidates for auxilIary police officers, Coffman intrO-
duced ordinance #51-74 confirming appointment on six months probationary basis
of Robert Moeller, Millard Wears, Jack lawry, and Charles Medland as auxilIary
police Officers, after the ordinance was read by the clerk, Karrer moved to
dispense with the three time reading rule, Geese seconded, all voted in favor
of the motion and the ordtance
Dixon introduced niscussion on road in Muirfield that abuts River Forest,
planning and zoning discussed road changes with Muirfield, no changes can be
made at this time, Muirfield has done what was required. Charels Mand of
Indian Hill Road said the road was placed next to his property unknown to him
and he is liable to future improvements, he is opposed to this concept and
asked that his feelings be placed in the minutes. Bill Callahan, also ~n this1
area felt his property is damaged, he had no knowledge of plans as being on
tile in municipal building. Mr Callahan presented a plan for imporvements of
council action. Sheldon to make copies of suggestions and distribute to
council members.
Ordiaance 46-74 establishing village zoning on territory annexed to the village
after the effective date of ordinance 21-70 was read for the third time, no
vote was taken as no motion was made to take this ordnance of off the table.

Ordinance 54-74 wthorizing the mayor and clerk treasurer to enter into an
agreement with Muirfield, Ltd. providing reimbursement to Murifield for its
cost in constructing a water line was introduced by Coffman and read by the cl k,
Coffman moved to dispense with the thre~ time reading rule, Karrer seconded,
all voted in favor of the motion and the ordinance.

The council discussed the electric rate increase, fall clean up, federal iid
urban system projects and cost of living increases for employees.
A request for a change in zoning on 18 acres at corner of Fra~tz Road and
Rings Road from Gene Fulscher was presented to council, Ulrey moved, Geese
seconded to refer request to the planning and zoning commission. All in favor.
Geese moved that Sherman Sheldon, village admi:tlstrator, be authorized in
behalf of the village to sign the "Assurance of Compliance" (titleVI, Civil
rights act of 1964) aand that he be designated"as the authorized representative
to sign the application for federal assistance, Karrer seconded, all voted
in favor.
