The regular September 16, 1974, meeting of the Village of D.1blin council was
called to order by the Mayor Joseph Dixon. Roll call - Charles Coffman,
present; Lewis Geese, present; Catherine Headlee, present; Charles Hicks,
present; Robert Karrer, present; Wilbur Ulrey, present.

The minutes of the September 9 meeting were read, Coffman moved approval,
Karrer seconded, all voted in favor of approval.

Coffman moved payment of the bills, Hicks seconded, all voted in favor.
Clerk read copy of letter send by solicitor to Concrete Construction Co
concerning clean up on sewer project.
Gene Fulscher asked if agendas a nd copies of the bills could be made avail-
able to general public at council meetings, counci~ agreed that village ad-
minstraor should have six eztra copies available for general public.

BesQlut~enHa&-74 establishing methods and requirements for agreements regard-
ing a water distribution system was read for the second time, Coffman moved
to dispense with the three time reading rule, Ulrey seconded, all voted in
favor of the motion and t he resolution.
Ordinance 43-74 establishing a water permit and tap fee was read for the
second time, Karrer moved to dispense with the three time reading rule,
Geese seconded, all voted in favor of the motion and the ordinance.
Ordinance 44-74 establishing a water systems capacity charge was read for
the second time, Hicks moved to dispense with the three time reading rule,
Headlee seconded, all voted in favor of the moation and the ordinance.
Ordinance 45-74 establishing a surcharge for water was read for the second
time, Karrer moved to dispense with the three time reading rule, Coffman
seconded, all voted in favor of the motion and the ordinance.
Ordinance 46-74 amending 21-70 establishing village zoning on territory an&-
axed after effective date of ordinance 21-70 was read for the second time.
Ordinance 47-74 establishing zoning on all territyory annexed to the village
