Form No. 1097 ~ Held September 9, 1974 19 The September 9, 1974, meeting of the Village of Dublin Council was called to order by the Mayor Joseph Dixon. Charles Ooffman was named acting clerk'/1 the minutes of the August 27 meeting were read, Karrer moved approval, Ulrey seconded. All voted in favor of approval. Roll Call as follows: Charles Coffman, present; Lewis Geese, present; Catherine Headlee, present; Charles Hicks, present; Robert Karrer, present; Wilbur Ulrey, present. - """"," ,. Coffman, yes; Geese, yes; Headlee, no; Hicks, yes; Karrer, yes; Ulrey, yes. Headlee moved to withhold payment fo Perry Township bills for communication, Geese seconded, after discussion Geese withdrew second, motion died for lack of se cond. Richardson announced that DelawzreCounty auditor is now collectng fire levy tax and that Conconrd Tdwnship is covering that area in the village. Hicks moved, Headlee seconded that regional planning proposal be referred back to Planning and Zoning Commission. All voted in favor. .... Action on snow warning device tabled until next meeting. Resolution #20-74 expressing the gratitUde of the council andthe village to Harold Rose for serv16e as a police chief was introduced by Karrer and read, Ulrey moved to dis~nse~th the three time reading rule, Geese seconded, all voted in favor of ~e motion and the resolution. Ordinance 43-S4 establishing water permit and fee system was introduced by Headlee and read for th'e,,first time. Resolution 21-74 establishing methods and requirements for agreements regard- ing a water distribution system was introduced by Geese and read for the first time. Resolution 25-74 establishing rates and amounts for the village by the budget commission was introduced by Headlee and read for the first time, Karrer moved to dispense with the three time reading rule, Geese seconded, all voted in fal)r of the motion and the resolution. ....".:-i:i Ordinance 46-74 dealing with village zoning in territory annexed to the villa88 after ordinance 21-70 was introduced by Ulrey and read for the first time, Karrer moved to refer to Planning and Zoning Commission, Geese seconded, all voted in favor. Ordinance 47-74 dealin with establishing village zoning for newly annexed territory was introduced by Geese and read for the first time, Hicks moved to refer to Planning and Zoning Commission, Geese seconded, all voted in favor. Ulrey moved, Karrer seconded, to refer change of zoning application for SAM development to Planning and Zoning Commission, all voted in favor. Council received notice from Architectural Review Board that action had been taken approving repainting structure and placing of sign at 56 North High st and denied request for advertising bench at Bridge and High Streets. meeting adjourned at 10:10 PM ~s ~cting C1"r pY-'-~ ......-
