Form No 30045 Resolution No 13 -12 Passed 20 A RESOLUTION DECLARING CERTAIN CITY -OWNED PROPERTY AS SURPLUS AND AUTHORIZING THE CITY MANAGER TO DISPOSE OF SAID PROPERTY IN ACCORDANCE WITH SECTION 37.08 OF THE DUBLIN CODIFIED ORDINANCES WHEREAS, the City of Dublin possesses certain equipment assets used in the performance of its daily operations; and WHEREAS, these equipment assets have reached the end of their useful life for City purposes; and WHEREAS, it has been determined that the City should maximize the return on investment by selling these assets; and WHEREAS, the City has chosen GovDeals as the vendor to implement an internet auction. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of the elected members concurring: Section 1. The City Manager is hereby authorized to dispose of personal property, fleet and equipment assets that have been declared as surplus through the use of internet auction. Section 2 . This auction will be conducted using a third -party contractor, namely: GovDeals, www.GovDeals.com Roger Hill, Client Services Representative 5907 Carmichael Place Montgomery, Alabama 36117 Telephone No. (800) 613 -0156 The contract outlining the specifics of the terms and conditions under which this contractor will carry out this service to the City can be made available upon request to the Department of Finance. Section 3. The Council of the City of Dublin here by declares the property listed in the attached Exhibit as surplus and authorizes the City Manager to dispose of said property in a manner consistent with Section 37.08 of the Dublin Codified Ordinances. Section 4. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. Grigsby, City Manager Date: February 23, 2012 • �J Initiated By: Angel Mumma, Deputy City Manager /Director of Finance & Administration Bryan Thurman, Deputy Finance Director Re: Resolution 13 -12 - Disposal of City -Owned Property (Vehicles) Summary Section 37.08 of the Dublin Codified Ordinance requires City Council authorization for disposal of all motor vehicles or other property valued at $5,000 or above. As Council is aware, a replacement schedule for vehicles and equipment is identified as part of the Capital Improvements Program (CIP). Before vehicles are taken out of service, an evaluation is completed as to current condition and maintenance history. If, after the evaluation, the vehicle is determined to have had minimal maintenance costs and staff believes the vehicle provides continued value to the City, the vehicle will be maintained as part of the City's fleet and the replacement schedule will be modified. Resolution No. 13 -12 authorizes the City Manager to dispose of certain vehicles that are no longer in service and the replacement of mowers in Parks and Open Space. The motor vehicles and mowers which staff has identified for auction are detailed in the attached Exhibit. Mowers The mowers identified for auction include: • 17 Hustler 2010 Zero Turn Mowers with a 60 -inch deck • Three Hustler 2010 Zero Turn Mowers with a 72 -inch deck • Three John Deere 2008 Zero Turn Mowers with a 72 -inch deck In past years, the practice of the City has been to replace its mowers annually because of high usage, discounted pricing and high resale value. The 2006 mowers were purchased at an average cost of $7,408 per mower and sold in 2007 for an average price of $6,881 per mower. The 2007 mowers were purchased for an average cost of $7,450 per mower and sold in 2008 at an average price of $6,479 per mower. Beginning in 2008, the City modified the policy for replacing its mowers and began replacing them every other year. This replacement period coincides with the two -year warranty given by the manufacturer on the mowers. Because the mowers remain under full warranty for the entire time of service, when a breakdown occurs, the mowers are picked up, repaired and returned to the City at no cost. The only time spent by the Fleet Maintenance mechanics on mowers is for preventative maintenance and blade sharpening. The resale value on the two- year -old mowers remains high. All but three of the mowers sold in 2010 were purchased in 2008 (three were purchased in 2007). The 17 2008 mowers were purchased at an average cost of $7,272 per mower and sold for an average price of $4,993 per mower. The three 2007 mowers were purchased at an average cost of $7,268 per mower and sold for an average price of $3,997 per Memo re. Resolution 13 -12 Disposal of City -Owned Vehicles February 23, 2012 Page 2 of 2 mower. Funds have been programmed in the 2012 CIP for the replacement of the 2010 mowers. The three John Deere mowers were used in Streets and Utilities and were kept through the Spring of 2011. These mowers were replaced in 2011, but were held because mowers generally bring a higher resale price in the spring. Vehicles The following vehicles are identified for auction: Vehicle #1010 and #1029 are 2000 Ford Crown Victoria's. These vehicles were originally front line cruisers and then rotated to serve as Community Education Unit (CEU) cruisers. At times, if there is a need to replace a CEU vehicle, a front line vehicle is re- equipped as a CEU vehicle and the older CEU vehicle is sold. These vehicles were replaced with front line cruisers that were replaced. Vehicles #2205, #4841 and #4912 are trucks that will be replaced with CNG vehicles. These vehicles have been taken out of service due to major mechanical issues. The mowers and vehicles will be sold by internet auction, as authorized by Section 37.08 of the Dublin Codified Ordinance. Upon approval of this resolution, bidding will open as soon as practicable after February 27, 2012 and will remain open the required minimum of two weeks. This information will be posted on the City of Dublin website, along with a link to take customers directly to the auction website at www.GovDeals.com Under the terms of the City's agreement with GovDeals, the City will pay a commission to GovDeals of 7.5% of sale proceeds; however, the City will incur no cost unless the items are sold. The GovDeals site is well -known among public entities and will provide a broad pool of prospective buyers for City surplus items. Recommendation Staff recommends adoption of Resolution No. 13 -12 at the February 27, 2012 Council meeting.
