A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE DUBLIN ROAD WATER TOWER
PROJECT, AND AUTHORIZING THE CITY MANAGER
TO ENTER INTO CONTRACTS FOR THE PROJECT.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Codified Ordinances, for the Dublin Road Water Tower project; and
WHEREAS, on January 25, 2012, four (4) bids were received for the Dublin Road
Water Tower project; and
WHEREAS, Council has determined that the bid submitted by Caldwell Tanks, Inc.
constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Caldwell Tanks, Inc. in the total amount of
$2,184,000.00 is hereby accepted.
S ection 2. The City Manager is hereby authorized to enter into contracts with
Caldwell Tanks, Inc. for performance and completion of the Dublin Road Water Tower
project pursuant to the Advertisement, Proposal and Contract Documents for said
project on file in the office of the City Engineer.
Section 3. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Re: Resolution 11 -12 — Bid Acceptance for the Dublin Road Water Tower
Summary
On January 25, 2012, four bids were received, publicly opened and read for the Dublin Road Water
Tower project. The 2012 budgeted capital improvements funds for construction of this project
(including both the water line and the tank) are $2,900,000 (EW1201). The Engineer's Estimate for
the tank construction portion of the project was $2,300,000. Caldwell Tanks, Inc. (Caldwell)
submitted the lowest and best bid of $2,184,000.
The bidding documents contained three alternate bids. This allowed staff to evaluate the costs of
an alternate coating supplier and paving material for the site driveway. The base bid specifies
Tnemec as the supplier for the coating systems and a standard asphalt driveway. The alternates
included Sherwin Williams as the coating alternate and porous asphalt as the driveway alternate in
the following manner:
• Alternate 1: Sherwin Williams as the coating supplier and a standard driveway
• Alternate 2: Tnemec as the coating supplier and a porous asphalt driveway
• Alternate 3: Sherwin Williams as the coating supplier and a porous asphalt driveway
Based on the costs shown in the summary of the base bids (no corrections of the base bids were
needed) and alternates below and the fact that Sherwin Williams products are not yet approved by
the City of Columbus for use on exteriors of water towers, staff is recommending using the
configuration in the base bid.

Staff has thoroughly reviewed the Caldwell bid. Caldwell has not constructed a water tower for
Dublin. Therefore, staff contacted three of their provided references and inquired about Caldwell's
performance. We received favorable references from the Macon (GA) Water Authority, City of
Verona, MI and City of Republic, MO on projects of similar size and height of the planned water
tower.
Staff anticipates minimal interruptions of traffic on Dublin Road. There will be deliveries of
concrete for the foundation construction this spring and of the steel for the tower in the summer.
The driveway construction may require some one -lane closures of Dublin Road.
The contract specifies that the work be completed by August 1, 2013. This is approximately two
months before the 2013 Presidents Cup event at the Muirfield Village Golf Club.
For Council's reference and review, a reduced set of project construction drawings has been placed
in the Council Planning Room.
Recommendation
Staff recommends approval of Resolution 11 -12, accepting as lowest and best the bid of Caldwell
Tanks, Inc. in the amount of $2,184,000 and authorizing the City Manager to enter into a contract
with Caldwell Tanks, Inc. for this project.
