The July 15, 1974, meeting afthe Village of Dublin council was called to order
by the Mayor J'ospeh Dixon. Roll call - Charles Coffman, present; Lewis Geese,
present; Catherine Headlee, present; Charles Hicks, present; Robert Iarrer,
present; Wilbur Ulrey, present, The minu es of the July 1 meeting wre read,
Karrer moved approval, Ceffman seconded, all voted in favor of approval.

Ulrey moved payment of the bills, Geese seconded, all voted in favor.
Resolution 16-74 declaring the necessity of constructing a municipal sewerage
collecting system was introduced by Headlee and read by the clerk, Coffman
moved to dispense with the three time reading rule, Karrer seconded, all voted
in favor of the motion and the resolution.

Resolution 17-74 directing Brugess and N'iple to proceed with the preparation
of easements, estimates and roe.ck investigation for the Dublin sanitary sewer
project was introduced by Ulrey and read by the clerk, Coffman moved to dispense
with the three time reading rule, Hicks seconded, all voted in favor of the
motion and the resolution.

Resolution 18-74 directing Burgess and Niple to develop a land use plan to
study the village zoning code and to develop a transportation plan for the
village was introduced by Coffman, and read by the clelk, Karrer moved to dis-
pense with the three time reading rule, Geese seconded, all voted in fa vcr I
of the motion and the resolution.
Ordinance 34-74 con~irming the final appointment of Ralph T McNemar as full
time policemenawas read for the second time, Karrer moved to dispense with the
three time reading rule, Geese seconded, Coffman, yes; Geese, yes; Headlee,
no; Hicks, yes; Karrer, yes; Ulrey, yes. Vote 01/ the ordinance Coffman, yes;
Geese, yes; Headlee, no; Hicks, yes; Karrer, yes; Ulrey, yes.
Ordinance 33-74 dealing with the annexation o~ 44 acres to the village was
read for the second time, Coffman moved to dispense with the three time read-
ing rule, Karrer seconded, all voted in favor of the motion and the ordinance,

Ord~cne 37-74 disignating Summitview road as a no passin zone, no through t~ ck traffic and
truck traffic and reducing load limit within the Village of Dublin was introd-
uced by Hikes and read by the clerk, Karrer moved to table the ordinance,
Coffman seconded, all voted in favor of tabling.
Council received a request from Sherman Li4dell for zonin, change at 3838
Summitview Raod to community commercial. Hikes moved to forward request to
planning an zoning, Geese seconded, all voted in favor.
Solicitor Richardson explained that fireboard did not meet and nothing has
changed in Concord Township fire protection, Fire levYs Concord Twp- 3.1 mills
Perry Twp-2.5 mills and Washington Twp- 2.3 mills
Clerk read a police report of the last six months as prepared by Jay Vance.

Bill. Meyers talked briefly ae..i council about Willage water system, Karrer
moved that Burgess and Niple start detailed plans and estimated costs for the
village water system, Coffman seconded, all voted in favor.
Ulrey peported that committee reviewing police chief applicants has narrowed
the list of candidates.
