AN ORDINANCE AUTHORIZING THE PROVISION OF CERTAIN
INCENTIVES TO 7001 POST ROAD, LLC FOR THE PURPOSES
OF ESTABLISHING AN ENTREPRENEURIAL CENTER AT 7003
POST ROAD AND AUTHORIZING THE EXECUTION OF AN
ECONOMIC DEVELOPMENT AGREEMENT.
WHEREAS, consistent with its Economic Development Strategy (the "Strategy") approved
by Dublin City Council Resolution No. 07-94 adopted on June 20, 1994, and the updated
strategy approved by Dublin City Council Resolution No. 30-04 adopted on July 6, 2004,
the City desires to encourage commercial office development and provide for the creation of
employment opportunities within the City; and
WHEREAS, 7001 Post Road, LLC has executed leases and desires to execute more leases
at its building at 7003 Post Road in a manner to accommodate small start-up technology and
entrepreneurial businesses resulting in new job creation; and
WHEREAS, the City of Dublin seeks to provide the necessary "anchor(s)" to contribute
to the development of its Central Ohio Innovation Center; and
WHEREAS, the City desires to establish the services, accessibility and environment to
increase "deal flow" and the potential for technology development and successful
entrepreneurial enterprise resulting in new business development and ultimately new job
creation; and
WHEREAS, this Council has determined to offer economic development incentives, the
terms of which are set forth in a substantially final form of Economic Development
Agreement presently on file in the office of the Clerk of Council, to induce 7001 Post Road,
LLC to make available certain spaces and uses of its building, located at 7003 Post Road,
Dublin, Ohio, to the City who will establish a place to provide access to services, an
environment promoting technology and entrepreneurial development and new job creation,
thereby improving the economic welfare of the people of the State of Ohio and the City, all
as authorized in Article VIII, Section 13 of the Ohio Constitution.
NOW, THE~2EFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, ~_ of the elected members concurring that:
Section 1. The Economic Development Agreement by and between the City and 7001 Post
Road, LLC, in the form presently on file with the Clerk of Council, providing for, among
other things, the provision of incentives to 7001 Post Road, LLC in consideration for its
agreement to provide an environment that will result in job creation within the City, is
hereby approved and authorized with changes therein not inconsistent with this Ordinance
and not substantially adverse to this City and which shall be approved by the City Manager
and Director of Finance. The City Manager and Director of Finance, for and in the name of
this City, are hereby authorized to execute that Economic Development Agreement,
provided further that the approval of changes thereto by those officials, and their character as
not being substantially adverse to the City, shall be evidenced conclusively by their
execution thereof. This Council further authorizes the City Manager and the Director of
Finance, for and in the name of the City, to execute any amendments to the Economic
Development Agreement, which amendments are not inconsistent with this Ordinance and
not substantially adverse to this City.
Section 2. This Council further hereby authorizes and directs the City Manager, the Clerk of
Council, the Director of Law, the Director of Finance, or other appropriate officers of the
City to prepare and sign all agreements and instruments and to take any other actions as may
be appropriate to implement this Ordinance.

Section 3. This Council finds and determines that all formal actions of this Council
concerning and relating to the passage of this Ordinance were taken in an open meeting of
this Council and that all deliberations of this Council that resulted in those formal actions
were in meetings open to the public in compliance with the law.
Section 4. This Ordinance shall be in full force and effect on the earliest date permitted by
law.

& TechColumbus Report
Summary
We are pleased to present to Council an Economic Development Agreement with 7001 Post Road, LLC
for the purpose of establishing an "Entrepreneurial Center," together with a report from TechColumbus.
The attached report was written by Rick Coplin of TechColumbus. Mr. Coplin is assigned to the City of
Dublin. As Council knows, the City of Dublin executed an Agreement with TechColumbus in 2007 for
the purpose of increasing the level of entrepreneurial activity and promoting "deal flow;" providing
entrepreneurial support services to better ensure the success of entrepreneurial start-up and fledgling
companies and technology; and creating new companies and jobs. Council also committed $250,000 per
year for three years ($750,000 total) toward the Entrepreneurial Signature Grant Program (ESP). Staff has
been very pleased with TechColumbus' efforts to date. To summarize key results of TechColumbus'
efforts:
1. Nineteen (19) Dublin-based companies are currently engaged with TechColumbus for
various levels of service to include business plan development, market assessment
and/or access to grants and capital. These businesses currently represent 45 full-time
jobs and 7 part-time jobs. Future full-time job potential is significant.
2. Two (2) of these companies are competing in the current round of Regional
Commercialization Funds to receive up to $500,000 of investment. A third Dublin-based
company was permitted to present to the committee for this round of funding, but is not
being considered at this time.
3. One (1) company received $50,000 in TechGenesis funding late in 2007.
4. Two (2) companies have received funding for Ohio IT Alliance consulting.
5. Assisted LSP Technologies of Dublin in the successful pursuit of a $350,000 grant from
the Ohio Research Commercialization Grant Program.
The City's economic development staff works closely with TechColumbus to identify and refer deal flow
and to develop activities/events to educate businesses about TechColumbus' and the City's efforts. Dana
McDaniel serves on the TechColumbus Deal Flow Assessment Committee. Dublin is currently the only
City serving on this committee.
We are pleased to announce that TechColumbus has executed a lease agreement to establish a
TechColumbus presence at the 7003 Post Road building located in the Central Ohio Innovation Center
(COIC).

Proposal
Consistent with a goal for the COIC (establishing certain anchor uses) and in light of the significant
success we are experiencing in our business creation efforts, staff is bringing forth Ordinance 44-08,
authorizing an EDA with 7001 Post Road, LLC.
Staff recommends the City pursue the initial steps to develop a "Center for Entrepreneurship" (or other
appropriate name) at the building located at 7003 Post Road. The owner of the 7003 Post Road building
has been offering office and small suite leases to start-up businesses. Currently, five companies have signed
such leases with several others expressing interest. Promoting the co-location of these small businesses leads
to collaboration, experience-sharing and cost-sharing, and the likelihood of success and growth. This is
NOT an incubator. The City's role will be to enhance the space at 7003 Post Road to better provide the
services, accessibility and environment to increase "deal flow" for potential entrepreneurial and technology
development that will result in further new business, technology and job creation.
The EDA proposes to do the following:
1. TechnoloW Grants. Technology Grants totaling $45,000 to be paid by the City in the first year directly
to a vendor/contractor.
(a) Wireless Bridge. The City will provide a minimum 54 Megabyte Wireless Bridge and
wireless access via its Wi-Fi system to the 7003 Post Road building. As a result, the Post Road
building will have access to the Central Ohio Research Network (CORN), the Ohio
Supercomputer Center Network (OSCnet) and the Ohio Supercomputer Center (OSC). This
connectivity will provide access for agencies such as TechColumbus, the Small Business
Development Council (SBDC), and other not-for-profit and government agencies (i.e., Computer
Platform Lab, Edison/Wright Centers, etc.) that operate on or through the OSCnet. Additionally,
this service will enable private companies to access CORN for research and collaboration
purposes, as well as additional access to subscription Intemet service provided by AirWirz. The
City estimates the cost of providing this equipment to be $30,000. The City will manage the
acquisition and installation of equipment and will pay the vendor directly.
(b) Sonnet Rine Conduit/Architecture Repair. The City will cause the existing Sonnet Ring
conduit architecture between the 7001 and 7003 Post Road buildings to be repaired and restored.
This will significantly improve the access and reliability of telephone and Internet services to the
7003 building. The City estimates the cost of repair as $15,000. The City will manage the repair
and will pay the vendor/contractor directly.
2. Entrepreneurial Assistance Grant. The City shall provide a grant in the amount of $30,000 per year for
years two (2) and three (3) of this Agreement for a total of $60,000.
3. Comnany's Agreement to provide space, access and naming riehts. In consideration for the economic
development incentives outlined above, Post Road, LLC agrees to:
(a) Allocate to the City the training room and two offices on the 4"' floor of the 7003 building
(1,836 square feet) for a period of three years. The City will make the training room space
available to not-for-profit agencies and others who will provide training for the benefit of
businesses. The two offices will be made available to not-for-profit agencies to maintain
business hours at the facility for the purpose of meeting with and providing services to
existing and potential entrepreneurial/technology businesses. As an example, the Small
Business Development Center has agreed to use both an office space to maintain hours and
the training room to conduct SBDC courses (i.e., business planning, investment training,

business start-up, tax workshop, etc.). Staff has had discussions with others who may have an
interest in time-sharing the space.
(b) Grant the City of Dublin the right to refer to the facility as the "Center for Entrepreneurship"
(or similar name to be determined). The City will market the building as one of its anchors in
the COIC and as a place for start-up businesses.
(c) Permit the City to hang banners and display information (such as the name and sponsors) in
the first floor lobby to promote the building as the "Center for Entrepreneurship" (or similar
name to be determined later) and promote the entire COIC.
(d) Permit the City and TechColumbus to use the common spaces on the 4°i floor to host
networking and other business events. The purpose of these events is to promote available
services, create opportunities to collaborate and encourage start-up companies to co-locate at
the 7003 Post Road building.
Recommendation
Staff recommends City Council approve Ordinance 44-08 at the second reading/public hearing on July 1,
2008. This Ordinance will support Council's goals relative to creating new jobs and anchoring the COIC.

ECONOMIC DEVELOPMENT AGREEMENT
Txis ECONOMIC DEVELOPMENT AGREEMENT (this "AgreemenP') is made and entered into
this day of , 2008, by and between the CITY oP DusLIN, Oxto (the "City"), a
municipal corporation duly organized and validly existing under the Constitution and the laws of
the State of Ohio (the "State") and its Charter, and 7001 Post Road, LLC (the "Conspany" and
collectively with the City, the "Parties"), an Ohio corporation with its main office currently located
at 7001 Post Road, Dublin, Ohio 43016, under the circumstances summarized in the following
recitals.
RECITALS:
WHEREAS, consistent with its Economic Development Strategy (the "Strategy") approved
by Dublin City Council Resolution No. 07-94 adopted on June 20, 1994, and the updated Strategy
approved by Dublin City Council Resolution No. 30-04 adopted on July 6, 2004, the City desires
to encourage commercial office development and provide for the retention and creation of
employment opportunities within the City; and
WHEREAS, the Company has executed leases and desires to execute more leases at its
building at 7003 Post Road in a manner to accommodate small start-up Technology and
entrepreneurial businesses; and
WHEREAS, the City identified that certain anchor uses such as a technology/business
incubator or similar facility should be established within the Central Ohio Innovation Center; and
WHEREAS, the City desires to establish the services, accessibility and environment to
increase "deal flow" and the potential for technology development and successful entrepreneurial
enterprise resulting in new business development and ultimately new job creation; and
WHEREAS, induced by and in reliance on the economic development incentives provided
in this Agreement, the Company is desirous of making available certain spaces and uses of its
building, located at 7003 Post Road, Dublin, Ohio, to the City who will establish a place to
provide access to services and an environment promoting technology and entrepreneurial
development and new job creation; and
WHEREAS, pursuant to Ordinance No. -08 passed on , 2008
(the "Ordinance"), the City has determined to offer the economic development incentives
described herein to induce the Company to make available certain spaces and uses of its building
located at 7003 Post Road, Dublin, Ohio within the City resulting in the creation of new
technologies and/or businesses and ultimately new jobs to improve the economic welfare of the
people of the State of Ohio and the City, all as authorized in Article VIII, Section 13 of the Ohio
Constitution; alid
WHEREAS, the City and the Company have determined to enter into this Agreement to
provide these incentives in order to ultimately create new technologies, businesses and jobs.
Now THEREFORE, the City and the Company covenant, agree and obligate themselves as
follows:
Section I. Companv's Agreement to Provide space, access and naming rights. In
consideration for the economic development incentives to be provided by the City herein,
the Company agrees that it will:
(a) Allocate to the City the 4`" floor training room and two offices on the 4`" floor, as
referenced in Exhibit "A" and totaling 1,836 square feet.
(b) Grant the City of Dublin the right to refer to the facility as the "Center for
Entrepreneurship" (or similar name to be determined).
(c) Permit the City to hang banners and display information (such as the name and
sponsors) in the first floor lobby to promote the building as the "Center for
Entrepreneurship" (or similar name to be determined).
(d) Permit the City and TechColumbus to use the common space on the 4`" floor, as
referenced in Exhibit "A", to host networking events for the purpose of promoting
their collective services, promote collaboration opportunities and ultimately
promote the building as an environment for others to co-locate in order to develop
technologies, businesses and jobs.
(e) Execute an appropriate lease document with the City to covenant the terms stated
in Section 1. (a)-(d), above. That the term of said lease shall be for a period of
three years commencing on the date of the execution of the lease and whose
execution shall be commensurate to the effective date ofOrdinance -08.
Section 2. City's Agreement to Provide Incentives.
(a) General. In consideration for the Company's agreement to allow the use, access and
naming rights of the 7003 Building within the City for the purpose of new technology, business
and job creation, the City agrees to provide economic development incentives to the Company in
accordance with this Section.
(b) Technology Grant.
(i) Wireless Bridge. The City will provide a minimum 54 Megabyte Wireless
Bridge and wireless access via its wife system to the 7003 Post Road
building. The Company will grant the City permission to locate, at no cost,
the necessary rooftop and room access to place and connect the required
equipment to support this system. As a result of this placement, the Post
Road building will have access to the Central Ohio Research Network
(CORN), the Ohio Super Computer Center Network (OSCnet) and the
Ohio Super Computer Center (OSC). This connectivity will provide access
for agencies such as TechColumbus, the Small Business Development
Council (SBDC), and other not-for-profit and government agencies (i.e.
Computer Platform Lab, Edison/Wright Centers, etc) that operate on or
through the OSCnet. Additionally, this provides value added service by
enabling private companies to access CORN for research and

collaboration purposes, as well as, additional access to subscription
Internet service provided by Airwirz. The City estimates the cost of
providing this equipment to be $30,000. The City will manage the
acquisition and istallation of equipment and will pay the vendor directly.
ii Sonet Rini Conduit/Architecture Repair. The City will cause the
existing Sonet Ring conduit/architecture between the 7001 and
7003 Post Road Buildings to be repaired. This will significantly
improve the access and reliability of telephone and Internet
services to the 7003 building. The City estimates the repair to cost
$15,000. The City will manage the repair and will pay the
vendor/contractor directly.
iii The technology grant as described above is estimated to have a
total cost of $45,000. This cost and said cost shall be bore by the
City in the first year.
(c) Entrepreneurial Assistance Grant. The City shall provide a grant in the amount of
$30,000 per year for years two and three of this Agreement for a total of $60,000.
Provision of this grant to the Company will enable the City to establish the services,
accessibility and environment necessary to increase "deal flow" and the potential for
technology development and successful entrepreneurial enterprise resulting in new
business development and ultimately new job creation.
(d) Incentive Payments to the Company. The City will pay both technology grants and
the Entrepreneurial Assistance Grant from solely non-tax revenues. The Technology
Grants shall be paid to the vendor/contractor in the amounts specified in Section 2 (b)
(i) & (ii), above. The technologies specified therein shall be in place no later than 90
days after the execution of this EDA. The City shall pay the Entrepreneurial
Assistance Grant ($30,000) to the Company within 30 days after the first anniversary
date and again ($30,000) within 30 days after the second anniversary date of the
execution of this EDA.
(e) Method of Payment. The payments to be paid to the Company, as provided for in
this Section 2, shall be made by the City to the Company by electronic funds transfer or by
such other manner as is mutually agreed to by the City and the Company.
(f) City's Obligation to Make Payments Not Debt; Payments Limited to Non-Tax
Revenues. Notwithstanding anything to the contrary herein, the obligations of the City
pursuant to this Agreement shall not be a general obligation debt or bonded indebtedness,
or a pledge of the general credit or taxes levied by the City, and the Company shall have
no right to have excises or taxes levied by the City, the State or any other political
subdivision of the State for the performance of any obligations of the City herein.
Consistent with Section 13 of Article VIII, Ohio Constitution, any payments or advances
required to be made by the City pursuant to this Section 2 shall be payable solely from
the City's non-tax revenues. Further, since Ohio law limits the City to appropriating
monies for such expenditures only on an annual basis, the obligation of the City to make
payments pursuant to this Section 2 shall be subject to annual appropriations by the City

Council and certification by the Director of Finance of the City as to the availability of
such non-tax revenues. For purpose of this Agreement, "nontax revenues" shall mean, all
moneys of the City which are not moneys raised by taxation, to the extent available for
such purposes, including, but not limited to the following: (i) grants from the United
States of America and the State; (ii) payments in lieu of taxes now or hereafter authorized
to be used for the purposes by State statute; (iii) fines and forfeitures which are deposited
in the City's General Fund; (iv) fees deposited in the City's General Fund from properly
imposed licenses and permits; (v) investment earnings on the City's General Fund and
which are credited to the City's General Fund; (vi) investment earnings of other funds of
the City that are credited to the City's General Fund; (vii) proceeds from the sale of assets
which are deposited in the City's General Fund; and (viii) rental income which is
deposited in the City's General Fund; and (ix) gifts and donations.
Section 3. Miscellaneous.
(a) Assignment. This Agreement may not be assigned without the prior written consent
of all non-assigning Parties.
(b) Bindine Effect. The provisions of this Agreement shall be binding upon the
successors or assigns of the Parties.
(c) Captions. The captions and headings in this Agreement are for convenience only
and in no way define, limit or describe the scope or intent of any provisions or sections of this
Agreement.
(d) Dav for Performance. Wherever herein there is a day or time period established for
performance and such day or the expiration of such time period is a Saturday, Sunday or legal
holiday, then such time for performance shall be automatically extended to the next business day.
(e) Entire Agreement. This Agreement embodies the entire agreement and
understanding of the Parties relating to the subject matter herein and therein and may not be
amended, waived or discharged except in an instrument in writing executed by the Parties.
(f) Events of Default and Remedies. Except as otherwise provided in this Agreement,
in the event of any default in or breach of this Agreement, or any of its terms or conditions, by any
Party hereto, such defaulting Party shall, upon written notice from any non-defaulting Party,
proceed immediately to cure or remedy such default or breach, and, in any event, within thirty (30)
days after receipt of such notice. In the event such default or breach is of such nature that it cannot
be cured or remedied within said thirty (30) day period, then in such event the defaulting Party shall
upon written notice from any non-defaulting Party commence its actions to cure or remedy said
breach within said thirty (30) day period, and proceed diligently thereafter to cure or remedy said
breach. In case such action is not taken or not diligently pursued, or the default or breach shall not
be cured or remedied within a reasonable time, the aggrieved non-defaulting Party may institute
such proceedings as maybe necessary or desirable in its opinion to cure and remedy such default or
breach, including, but not limited to, proceedings to compel specific performance by the defaulting
Party.

(g) Executed Counteroarts. This Agreement may be executed in several counterparts,
each of which shall be deemed to constitute an original, but all of which together shall constitute but
one and the same instrument. It shall not be necessary in proving this Agreement to produce or
account for more than one of those counterparts.
(h) Extent of Covenants: No Personal Liability. All covenants, obligations and
agreements of the Parties contained in this Agreement shall be effective to the extent authorized and
permitted by applicable law. No such covenant, obligation or agreement shall be deemed to be a
covenant, obligation or agreement of any present or future member, officer, agent or employee of
the City or the Company other than in his or her official capacity, and neither the members of the
legislative body of the City nor any official executing this Agreement shall be liable personally
under this Agreement or be subject to any personal liability or accountability by reason of the
execution thereof or by reason of the covenants, obligations or agreements of the City and the
Company contained in this Agreement.
(i) Govemine Law. This Agreement shall be governed by and construed in accordance
with the laws of the State of Ohio or applicable federal law. All claims, counterclaims, disputes and
other matters in question between the City, its agents and employees, and the Company, its
employees and agents, arising out of or relating to this Agreement or its breach will be decided in a
court ofcompetentjurisdiction within Franklin County, Ohio.
(j) Leal Authority. The Parties respectively represent and covenant that each is legally
empowered to execute, deliver and perform this Agreement and to enter into and carry out the
transactions contemplated by this Agreement. The Parties further respectively represent and
covenant that this Agreement has, by proper action, been duly authorized, executed and delivered by
the Parties and all steps necessary to be taken by the Parties have been taken to constitute this
Agreement, and the covenants and agreements of the Parties contemplated herein, as a valid and
binding obligation of the Parties, enforceable in accordance with its terms.
(k) Limit on Liability. Notwithstanding any clause or provision of this Agreement to
the contrary, in no event shall City or the Company be liable to each other for punitive, special,
consequential, or indirect damages of any type and regardless of whether such damages are claimed
under contract, tort (including negligence and strict liability) or any other theory of law.
(1) Notices. Except as otherwise specifically set forth in this Agreement, all notices,
demands, requests, consents or approvals given, required or permitted to be given hereunder shall be
in writing and shall be deemed sufficiently given if actually received or ifhand-delivered or sent by
recognized, overnight delivery service or by certified mail, postage prepaid and return receipt
requested, addressed to the other Party at the address set forth in this Agreement or any addendum
to or counterpart of this Agreement, or to such other address as the recipient shall have previously
notified the sender of in writing, and shall be deemed received upon actual receipt, unless sent by
certified mail, in which event such notice shall be deemed to have been received when the return
receipt is signed or refused. For purposes of this Agreement, notices shall be addressed to:

The Parties, by notice given hereunder, may designate any further or different addresses to which
subsequent notices; certificates, requests or other communications shall be sent.
(m) Recitals. The Parties acknowledge and agree that the facts and circumstances as
described in the Recitals hereto are an integral part of this Agreement and as such are incorporated
herein by reference.
(n) Severability. If any provision of this Agreement, or any covenant, obligation or
agreement contained herein is determined by a court to be invalid or unenforceable, that
determination shall not affect any other provision, covenant, obligation or agreement, each of which
shall be construed and enforced as if the invalid or unenforceable portion were not contained herein.
That invalidity or unenforceability shall not affect any valid and enforceable application thereof, and
each such provision, covenant, obligation or agreement shall be deemed to be effective, operative,
made, entered into or taken in the manner and to the full extent permitted bylaw.
(o) Survival of Representations and Warranties. All representations and warranties of
the Parties in this Agreement shall survive the execution and delivery of this Agreement.

FISCAL OFFICER'S CERTIFICATE
The undersigned, Director of Finance of the City under the foregoing Agreement, certifies
hereby that the moneys required to meet the obligations of the City under the foregoing Agreement
have been appropriated lawfully for that purpose, and are in the Treasury of the City or in the
process of collection to the credit of an appropriate fund, free from any previous encumbrances.

TechColumbus Abbreviations
TechGenesis Fund A grant fund to transition early-stage, research driven
technologies from the concept stage towards
commercialization. Funds are used for market validation,
market identification or definition, prototyping, and
Intellectual Property analysis. Companies eligible for
TechGenesis consideration are typically in the Imagining
stage or Incubating Stage of company formation.
Regional Commercialization Fund The Regional Commercialization Fund (RCF) enables
promising technology startups to complete the steps
necessary to attract follow on funding from sources such as
the Ohio tech Angels and venture capital firms. The focus is
on companies in the Incubating and Demonstrating stages of
company development.
Ohio IT Alliance The Ohio fT Alliance (OITA) is a State of Ohio Edison
Technology Center, assisting companies in economic
development in various business areas from information
technology to biosciences to manufacturing. OITA provides
consulting services to companies working with
TechColumbus.
Ohio Innovation Loan Fund The Ohio Innovation Load Fund (OILF) assists existing Ohio
companies in developing next generation products and
services within certain targeted industry sectors by financing
the acquisition, construction and related costs of technology,
facilities and equipment. The IOF is intended to supply
capital to Ohio companies having difficulty securing funds
from conventional sources due to technical and commercial
risk factors associated with the development of a new
product or service.
Ohio Research Commercialization Grant Ohio research Commercialization Grant Program (ORCGP)
is meant to improve the commercial viability of Small
Business Innovation Research (SBIR), Small Business
Technology Transfer (STTR) and Advanced Technology
Program (ATP) research and development projects. Only
companies having previously been successful in SBIR,
STTR and ATP grant programs are eligible.
Ohio Tech Angel Fund The Ohio TechAngel Funds (OTAF) are contributed capital
and "sidecar" angel funds that include over two hundred
investors from throughout Ohio. The funds are targeted to
qualified entrepreneurs with late incubating and
demonstrating technologies who are developing promising,
high-growth Ohio businesses, predominantly in the life
sciences, information technology, and physical sciences
market sectors. OTAF is the third largest Angel fund in the
United States.
TechColumbus Categories for Entrepreneurial Companies
TechColumbus uses a commercialization framework for categorizing startup companies developed by
BIZLOGX LLC. These categories help to identify the stage a company is in and covers a continuum from
pre-company to successful, investable and sustainable companies. These stages are referred to on the
Summary Chart of Dublin Based Companies, found on page 15. TechColumbus focuses primarily on
companies in the first three stages, with an eye on preparing companies at each stage for the next stage
and ultimately for the final two stages. TechColumbus offers companies at all stages a broad range of
assistance including coaching and mentoring, business strategy/planning guidance, and connections to
industry leaders and a variety of sources of capital.
Imagining This is the earliest stage of company formation, and can be thought of as the
"idea on a napkin" or concept stage. Typically companies at this stage are
pre-revenue and may not have any formal structure or any full time
employees. It is during this stage that executive summaries and business
plans are beginning to take shape, but are not completed. Companies at this
stage need to validate concepts, customers, and develop initial prototypes
and intellectual property. Risk of business failure is very high. This stage is
also referred to a "very early stage".
Incubating This is the business case stage, where companies begin to flesh out ideas
and potential into market readiness. Companies at this stage typically have
some structure and may have 1 to a few employees. They may also have
some initial products sales, but typically have not finalized or even partially
developed business strategies and market tactics. Risk of failure at this
stage remains high.
Demonstrating This is the market feedback stage -initial sales may be occurring and the
company is refining strategies and product offerings based on growing
experience in the market. Companies at this stage typically have more
structure and refined business plans and objectives and are focused on
achieving multiple goals. Rick of failure at this stage remains high, but is
typically less than the previous stages.
Market Entry This is the stage where companies are proving commercial viability and
should be better positioned than previous stages to attract capital from
various sources including Angel investors and venture capital. Sales are
continuing to increase and the company is attracting attention in the market
place.
Growth & Sustainability This stage is typified by companies being able to generate returns to
investors. Mergers, acquisitions and initial public offerings of stock are
common occurrences. Founders, early investors and other stakeholders
may "cash out" at this stage or receive returns from capital invested in earlier
stages.
TechStart Dublin Office
The Agreement between TechColumbus and the City of Dublin lays the foundation for a model
partnership. It establishes the benchmark for future agreements between TechColumbus and other
municipalities as we expand the successful incubator model and influence throughout the Central Ohio
region. Dublin is a stakeholder and partner in TechColumbus efforts through the Third Frontier grants to
foster entrepreneurial activity and economic growth in the central Ohio region.
The TechStart Dublin office will be the center of Dublin related entrepreneurial activity and be a physical
presence representing TechColumbus and TechStart to the northwest quadrant of the fifteen county
Central Ohio region.
TechStart has signed a lease and is opening its Dublin office in the 7003 Post Road building at the
intersection of Route 33 and Post Road. The Dublin Economic Department of Development (EDoD) and
TechStart are engaged in attracting entrepreneurial companies to the currently empty offices in the
building, and the owners have agreed to lease offices individually to support this effort. Dublin's goal is to
create a vibrant community of growing entrepreneurial businesses as an anchor point in Dublin's 1300
acre Tech Park, The Central Ohio Innovation Center (COIC).

The City of Dublin is actively working to establish
the 7003 Post Road building as a focal point for
entrepreneurial activity within the Central Ohio
Innovation Center. 7003 will become a dynamic
hub of activity where entrepreneurial companies
locate among similarly focused companies. In
addition, 7003 will become known as an
additional place in Central Ohio where start-up
companies and/or individuals with entrepreneurial
ideas can find assistance through
TechColumbus, the Small Business Development
Centers (SBDC) and other organizations.
The City of Dublin has proposed an Economic Development Agreement (EDA) that will secure two
offices, the large common space and the training room on the fourth floor of 7003. The City will provide a
54 Megabyte Wireless Bridge and wireless access via its Wi-Fi system to the 7003 Post Road building.
Additionally, the City will be offering a Technology Grant of $15,000 to repair the sonet ring connection
between the 7003 and 7001 Post Road buildings, to connect 7003 directly to the DubLINK fiber network.
This connectivity will provide access for TechColumbus, SBDC, and other not-for-profit and government
agencies. Connections through DubLINK to OSC also provides the City with value added capabilities by
enabling private companies to access Dublin's Central Ohio Research Network (CORN), intended to link
education and commerce for economic development, research and collaboration purposes.
The SBDC has agreed to hold office hours at 7003 beginning this summer, and this fall

TechStart Dublin Office
Through the EDA, Dublin is securing building naming rights to the 7003 facility, with the name yet to be
determined. In addition, the City and TechColumbus will be permitted to hang banners and display
information (such as the name and sponsors of events) in the first floor lobby to promote the use of the
building as an entrepreneurial center in the COIC.
The City is also securing permission, as part of the EDA, for the City and TechColumbus to use the
common space on the 4th floor to host networking events for the purpose of promoting their collective
services, promote entrepreneurial collaboration opportunities and promote the building as an environment
attractive to entrepreneurial companies co-locate.
The 7003 building has three entrepreneurial companies already leasing space on the fourth floor. The
third floor is occupied by Caster Ventures, and the second and first floors are currently unoccupied.

Summary of Entrepreneurial
Events and Activities
Dublin TechStart Kickoff
The event was hosted on Tuesday, February 6'h
2008 at the OCLC Headquarters. Over 230
people attended. Presentations by Dublin
Economic Development Director, Dana McDaniel,
TechColumbus' Will Indest and Chris Anderson
described the partnership and potential. Dublin's
Mayor, Marilee Chinnici-Zuercher, issued a
proclamation in support of National Entrepreneur
Week. Dublin based startup PlanGlue,
represented by Ray Trask and Ross Kayuha
described the TechStart coaching and funding
assistance they have received and the impact to
the company. Four companies were introduced to
TechStart at this event: Dublin based Independence
Bio Products, Marysville Industrial, Talk IT Solutions,
and 2Under Entertainment. TechColumbus is now
providing coaching and mentoring services to these
companies.

Summary of Entrepreneurial
Events and Activities
Several events have occurred, are ongoing or are in the planning stages that either focus on Dublin or will
have an impact on Dublin businesses and entrepreneurs and also have an impact on TechStart
involvement with Dublin businesses and entrepreneurs. These include:
Dublin Tech Strategy Sessions
These events occur monthly under the leadership of Ben Blanquera, formerly with TechColumbus and
now Director of Applications Delivery with Progressive Medical. This informal networking group is a cross
section of technology oriented business men and women meeting monthly at various Dublin restaurants.
The purpose is to connect entrepreneurs, local business leaders and investors in an informal setting to
encourage networking and idea sharing. Typically over 30 individuals enjoy food and drinks while
discussing a wide variety of business opportunities.
Dublin TechStart Breakfast Series
The first event in this TechStart series was held Tuesday, May 13th at OCLC, sponsored by Sun
Microsystems and OCLC. Over 115 people attended. The panel discussion topic for the morning was
"Web 2.0 -A Trend You Can't Ignore" and addressed the social networking evolution of the Internet. Four
panelists discussed their company and personal experiences and expectations for this rapidly growing
approach to Internet interactivity.

NextGen Dublin
Sponsored by the Dublin Chamber of Commerce, NextGen Dublin exists to develop, connect, and
retain young professionals through increased opportunities and resources to enhance their professional
development, leadership skills, community involvement and business success within the region. The
group's mission is to encourage the next generation to get involved, have influence, and make a
difference. Over 200 young professionals are actively working on projects and programming within
NextGen Dublin. TechColumbus will be involved to support this vital Dublin professionals group in
monthly meetings and frequent activities, and is promoting TechColumbus activities to the members.

Events and Activities
Entrepreneurial Center Kickoff
The kickoff event for the 7003 Post Road Entrepreneurial Center will be held in late July or early August
and is planned as a breakfast event similar to the TechStart kickoff held in February. The event will
include a tour of the building and will bring together entrepreneurs, local business leaders, local
government leaders and others to hear about the vision for the Central Ohio Innovation Center, plans for
the 7003 building, TechStart successes in Dublin and other topics. Several Dublin entrepreneurs will be
on hand to tell their stories.
TechColumbus Entrepreneur Lunches
These events are geared toward entrepreneurs and focus on topics relevant
to start up businesses and entrepreneurs. The focus is a series of monthly
"workings lunches designed to attract entrepreneurs interested in networking
with likeminded individuals and to cover topics designed to inform and
educate entrepreneurs about the essential tools to get ahead and prepare
for the next step. The first luncheon will be held in July at the
TechColumbus headquarters. Future lunches may be held in Dublin as well
as at TechColumbus. Upcoming topics may include:
• The Art of the Pitch -selling your ideas in a crowded marketplace
• Funded TechGenesis winners panel
• Venture capital perspectives on investments and companies
• Funded Regional Commercialization Fund winners panel
• Capital access valuation
• Others as determined by the entrepreneurs
Start Up Weekend -Central Ohio
An exciting event that is being held in tech-savvy locations is headed for Columbus
~~ July 18-20. The weekend will bring together our community's brightest entrepreneurs
to launch new businesses from idea to application in just 52 hours. TechColumbus will
host this unique three-day experience which assembles highly motivated individuals to
~b select ideas and then break into teams to develop the applications, create the
~~~ marketing strategies and chart the revenue models. Teams consist of entrepreneurs,
(`~~~ software developers, attorneys, marketers, designers, sales professionals, and others

weekend- Central Ohio companies including Sterling Commerce, The Columbus Chamber,
WOSU, Young Isaac, and Minister Realty. NextGen Dublin members are being
encouraged to participate and several are expected to contribute the weekend's

TechColumbus is an active member of the Dublin Economic Department of Development's consulting
team providing input on a wide range of opportunities centered on supporting the Dublin business
community. TechColumbus commercialization directors for Advanced Materials (Rick Focht), BioScience
(Dan Meek) and Information Technology (Kevin Gadd) have attended the meetings. TechStart Business
Development Representative Rick Coplin attends all meetings. TechColumbus' Stefphanie Harper,
Outreach Manager, TechStart is involved in planning all TechStart related activities in conjunction with the
Dublin team.

Most recently, TechColumbus employees worked with EDoD team at the Memorial Tournament to host
over 150 local business and government leaders in a day-long networking opportunity in support of
Dublin's ongoing business development activities.
Notable Activities:
Dublin has hosted Education Roundtable and a Business Roundtable Focus Sessions discussion to
help the Economic Development Department understand education and business requirements and
workforce needs as it seeks to grow Dublin's business community through attraction, retention and
entrepreneurial company development. The Business-Education Summit on Workforce Development,
an Education /Business combined meeting will be held June 5t" in Dublin. The purpose of this
Summit is to assimilate the results of two earlier Focus Sessions into a framework for partnerships
and action in addressing the workforce development issues in Dublin and the surrounding region.
The Summit is a targeted event and one that is important for guiding the Dublin EDoD Team in the
days and months ahead. Over 60 people are expected to attend. TechColumbus is an active
participant in the discussions and has assisted with invitations to bring entrepreneurial education and
business leaders to the table, and has hosted several attendees from the Roundtable sessions at
TechColumbus for tours of the Incubator.
TechColumbus has been instrumental in assisting Dublin based LSP Technologies secure a
$350,000 Third Frontier grant that will help the company to grow its core businesses, reach new
markets and add additional employees. See Appendix D for a related article.
TechColumbus has helped facilitate the connection of a local young entrepreneur with a national
publication, Future CEO Stars, which is focused on youth entrepreneurial activity nationwide. As a
result, Mark Mahaffey, 15 year old founder and owner of mtek Media, Inc., has a feature article about
his company in the May 2008 issue of Future CEO Stars. See Appendix C for a copy of the article.
TechColumbus and Dublin's EDoD team have worked closely together, meeting with several Dublin
companies and entrepreneurs in ongoing efforts to understand the entrepreneurial environment and
needs of Dublin based companies.

mould pay me to video lope sporting events
and make highlight D!~Ds of their children.
One day; one of these customers e~lairkxi
that he had a box of fatuity vid~s in his
basemernoollectingdust. Hewasc~noernad
that the tapes vin? over ten years old and
they mightevertlually g3 bad. He asked if I
oouki oorrvert the tapes to DUDS vnth Jerre
selection for him. I did the job and he aslcsd
me l-aw much. I vas fifteen years old at the
time, and I had rro idea ~nrhat to charge.
He paid me ~;n dollars per tape and rntek
Media, Inc. was bom. This customer told a
frie nd. T hat cu stom er then told m art' friends,

of mouth alone. I asked one of my friends,
Elliott Stanek, ~ help me fulfill the orders as

an interested prospect, we make it easy for

On a very sad mate, mart' orders have one

tapesget brittle and stick to the metal in the
tape housing. This is a real bummer when
the lope ~ntains baby videos or special
everrts. It feels good that we are helping
people capture these memories before tf-py
lose them fore~r.
In the future, I am thinking of franchisirx~
mtek P,~~dia, Inc. for a fee, 1 would send
someone a package that v,~uki contain
the equipment, brochures, orderforms, and
everything they mead to get darted in their
city. This is a great v~~ay to make money,
and it vc~u d be nice to pass on ~n~hat I have

I am now eighteen years old and plan on
attending ooBege to major in entrepreneur-
ship. I am making my college visits now.
