HomeMy WebLinkAbout16-08 OrdinanceRECORD OF ORDINANCES Dayton Legal Blank, inc Form No 30043 ~~ Ordinance No. 16-08 Passed 20 AN ORDINANCE AMENDING SECTION 32.75 OF THE CODIFIED ORDINANCES OF THE CITY OF DUBLIN REGARDING THE PARKS AND RECREATION ADVISORY COMMISSION AND DECLARING AN EMERGENCY. 1 1 i~ WHEREAS, City Council has reviewed the duties, function, structure and assignments of the Parks and Recreation Advisory Commission; and WHEREAS, City Council has determined that the demands made upon the Parks and Recreation Advisory Commission necessitate an increase in the membership composition of the Parks and Recreation Advisory Commission; and WHEREAS, City Council desires to amend Chapter 32 of the Codified Ordinances in order to increase the number of residents serving on the Parks and Recreation Advisory Commission. NOW, THEREFORE, BE IT ORDAINED by the Council, of the City of Dublin, State of Ohio, .> of the elected members concurring that: Section 1. Section 32.75 (Membership) of the Codified Ordinances of the City of Dublin is amended to read: "The Parks and Recreation Advisory Commission shall be comprised of as many resident members as Council deems necessary to fulfill the duties of the Commission, except that at no time shall the Commission have less than three members as required by Section 7.02 of the Revised Charter of Dublin, Ohio. All members shall be appointed by Council and shall serve three- year terms, subject to alteration as Council deems necessary to accomplish a staggering of the expiration of terms. Terms shall commence upon appointment and end on March 31 in the year of the completed term. Members shall serve in accordance with Section 7.02 of the Revised Charter of Dublin, Ohio. Members shall not be appointed from specific organizations or groups; however, Council shall endeavor to appoint persons representative of all areas of recreation and cultural interest, including but not exclusive of, active recreation, both organized and individual, passive recreation, cultural and social activities, youth, senior citizens, neighborhood play areas, arts and crafts and open space preservation." Section 2. This ordinance is hereby declared to be an emergency necessary for the immediate preservation of the public health, safety and welfare. The reason for such necessity is that the increased demand upon the resources and time of the Parks and Recreation Advisory Commission requires an immediate increase in members to properly address the needs of the citizens of Dublin. Therefore, this ordinance shall go into immediate effect. Passed this ~ 71y1 day of , 2008. Smith, Law Director Jeruufer Readler DATE: March 13, 2008 RE: Ordinance 16-08 -Cade Section 32.75 Amendment regarding the Parks and Recreation Advisory Commission Background At the direction of City Council, this Ordinance was prepared to address the increased demand on the Parks and Recreation Advisory Commission ("Commission'. As such, the Ordinance proposes to amend the language of the City of Dublin Code to permit City Council to determine the appropriate number of members for the Commission. The Ordinance is presented as an emergency measure in an effort to immediately address the problem and to allow the Commission to effectively address the needs of the citizens of the City of Dublin. LEGISLATION: The Ordinance proposes a change in the number of members fiom seven to a nwnber that CitcT Council determines is appropriate in its own discretion.
