I 19 Meetillg Held MAY 6, 1974 19 The May 6, 1974, meeting of the Village of Dubli~ council was called to order by the Mayor Joseph Dixon, roll call as follows: Charles Coffman, present; Lewis Geese, present; Catherine Headlee, present; Charles,Hicks, present; Robert Karrer, present; Wilbur Ulrey, present. Schaefer told of a meeting with a representative of Complete Gensal Const. who told of the plans for the Guzzo property on the North side of Summitview, the company had hauled dirt from the area last summer for a sewer project, the residents protested the hauling which was finally stopeed after a cease. disist order and the completion of the project, the proposal after the dirt is removed is to build a developemt around the lake, with two acre lots, individual construction with restrictions, a park area and that permission for the :ske has been secured from the Liberty Township trustees. The residents have the following concerns-I. the borrow pit, does the village have any juri-_ isdiction over the excavating, 2. is zoning being violated, 3. traffic on Summ itview and damage to road, 4. can construction company be prevented from moving dirt from Delaware County portion through the Dublin area using Dublin roads, 5. school bus safety, 6. noise in residential area, 7. scheduling plans, early mornings, late evenings, 8. assurance that residential plan will become a reality, 9. who. give lake permit, 10. timing of construction pertaining to sewers, 11. limit on dirt to be hauled out, 12. deed restriction around lake, 13. can this be PUD. 14. performance money rather than bonds. Schaefer swmmarized by voicing total onposition to entire project because of traffic, water table disturbance, no assurance any soil will be left, will lake ho~d water and will it overflow with excess rainfall. other residents also express ed several objections. The clerk read a letter from Complete General Construction requesting Per- mission to use Summitview Road as a haul road. Clerk also read a letter .) Form No. 1097 ~ 11 clef f11J'/ .,~6, 1974 continued 19 Richard Headlee one again brought the question of the village8s own electrical inspection before council, Rich introduced Ken Scott who is now the electrica inspectar for Hilliard and Upper Arlington, Mr Scott explained his position. Council asked the solicitor, ..-illage adminstrator and building inspection pursue this matter and make recommendations to council. Ordinance24-74 dealing vith vacating a portion of Ashbaugh and Drake Road was introduced by Karrer and read by the clerk, Coffman moved to dispense with the three time reading rule and Kar~er seconded, all voted in favor of the motion and the ordinance. Qrdinance 2~-74 dealing with awarding the bid for street improvements to Northwood S one and Asphalt at the cost o.f $30,796.80 was introduced by Coffllan and read by the clerk, Karrer ma,ved to dispense with the three time r.eading rule and Hicks seconded, all Toted in favor of the mmtion and the ordinance. Eesolutten:!."'974 was introduced by Ulrey and read by the clerk, Dwution accepting easements for force main sewer ..from 6000 Riverside Drive and Planned Communities, Karrer moved to dispense with the three time reading rul and Coffman seconded, all voted in favor cof the motion and t he resolution. Ordinance 26-74 authorize and granting easements in resolution 10-74 to Muirfield, Ltd. was introduced by Coffman and read by the clerk, Ulrey moved am Hicks seconded to do away with the three time reading rule, all voted in favor of the motion and the ordinance. Resolution 11-74 applying for participfIltion under National Flood insurance act of 1968 was introduced by Headlee and read by the clerk, Coffman moved to dispense iwth the three time reading rule and Hicks seconded, all voted in ..favor of the motion and the resolution. ~')",-"W: ~".. Resolution 12-74 imposing additional duties on the building inspector under the National Flood Control Act of 1968 was introduced by C.ts6man and read by the clerk, Ulrey moved to dispense with the three time reading rule and Karrer secodded, all voted in favor of the motion and the resolution. Geese introduced ordinace 27-74 regulaing subdivisions and it was read by the clerk and the adminstrator, Coffman moved to dispense with the three time rea ing rule and Ulrey seconded, all ..-oted in favor of the motion and the ordinance. Bob Stutz of the Home Builders Assn praised the village for the ordinance. The clerk read a letter from The Washinrrton Perry Townships Fireboard offering fire and emergency service for the Concord Township area in DublIn for the rest of 1974 at a fee of $1500.00.
