A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE CITY OF DUBLIN SERVICE
CENTER PARKING LOT EXPANSION PROJECT
AND AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT FOR SAID SERVICES
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter; and
WHEREAS, Council has determined that the bid submitted by Jess Construction,
Inc. in the amount of $173,600 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, _ 7 of the elected members concurring, that:
Section 1 . The bid submitted by Jess Construction, Inc. of $173,600 is hereby
accepted.
Section 2 . The City Manager is hereby authorized to enter into a contract with
Jess Construction, Inc. for said project as specified within the bid proposal and
the City's bid documents.
Section 3 . This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Memo
Re: Resolution 06 -12 — Accepting the Lowest and Best Bid for the Service Center
Parking Lot Expansion Project, and Authorizing the City Manager to Enter into
a Contract for the Project.
Summary
On December 21, 2011, bids were opened for the Service Center Parking Lot Expansion Project.
This project will construct 39 parking spaces to accommodate the anticipated relocation of one or
more City departments to the Service Center and to increase the number of dedicated visitor
spaces near the main entrance of the building. The design includes five parking spaces
constructed with pervious concrete, and several rain gardens featuring native plant species to
assist in handling storm water runoff from the lot and the existing building. The total remaining
budget for the Service Center project, including the parking lot and some interior renovations, is
$265,000.
Seven bids were received, and the low bidder for the base bid plus one alternate (the largest rain
garden adjacent to the building) is Jess Construction, Inc. An analysis of their bid and references
indicates that the company possesses the skill and experience to successfully perform the work
required in this project.
Recommendation
Staff recommends adoption of Resolution 06 -12, accepting Jess Construction, Inc.'s total bid of
$173,600.
