Form No. 1097 ~ Held JANUARY 7, 1974 . 19 After Judge Clayton W ~~ose, Jr. swore in the four newly elected council members and the clerk, the January 7, 1974, meeting of the Village of Dublin was called to order by the Mayor Joseph Dixon. Roll Call as follows: Charles Coffman, present; Lewis Geese, present; Catherine Headlee, present; Charles Hicks, pre- sent; Robert Karrer, present; Wilbur Ulrey, present. The minutes of the December 17 meeting were read, Karrer moved a~proval, Geese seconded, all voted infavor of approval. Karrer moved the nominations be closed, Geese seconded. Vote was five to zero with Ulrey abstaining in favor of Ulrey as council president. Ordinance 01-74 making appointments to the zoning appeals board was introduced by Hicks, the clerk read the ordinance, Karrer moved to dispense with the three time reading rule, Ulrey seconded, all voted in favor of the motion and the ordinance. -:1. ~}n Ilt,t hlh Ordinance 02-74 mal:ing appointments to the architectural review board was in- troduced by Karrer and read by t1e clerk, Ulrey moved to dispense with the three time reading rule, Hicks seconded, all voted in favor of the motionand the ordinance. Ordinance 03-74 accepting the annexation of 1679 acres in northern Perry Townsh p was introduced by Coffman and read by the clerk, Coffman moved to dispense wit' the three time reading rule, Karrer seconded, all voted in favor of the motion and the ordinance. Resolution 01-74 naming the five posting places for ordinances was introduced by Geese and read by the clerk, Karrer moved to dispense with the three time reading rule, Ulrey seconded, all voted in favor of the motion and the resolut on. t) ,"-' RECORD OF PROCEEDINGS ,\1 illutes of natiOnal gra~ Meeting National Graphics Corp., Cols., O. Form No. 1097 ~ 11 clef 19 Ordinance 06-74 requesting the rezoning of the Charles Johnson property on Bridge street (or Riverview Street) from residential R-4 to suburban office and institutional was introduced by Coffman and read by the clerk. The clerk then read council's guidelines concerning a public hearing. A public hearing concerning the rezoning of the Charles Johnson was then held. Several people spoke in favor of rezoning and several ~sidents in the area spoke against the rezoning. Ulrey proposed that since additional information is available since the proposal had been turned down by the planning and zoning commission the proposal should be resubmitted to that commission. Dixon speaking as a member of planning and zoning said that he believed that the additional inform ation might not have any effect ,on planning and zoning board. Hicks moved to dispense with the three time reading rule, Ulrey seconded. Vote on motion as follows: Coffman, yes; Geese, abstain; Headlee, abstain; Hicks, yes; Karrer, yes; Ulrey, yes.
