RESOLUTION NO. 01-84 A RESOLUTION URGING THE PUBLIC UTILITIES COMMISSION OF OHIO TO INCLUDE ALL POINTS IN DUBLIN, OHIO IN THE COLUMBUS COMMERCIAL ZONE. ,.... WHEREAS, the City Council of the City of Dublin, Ohio has ~ identified economic development as a high priority, and ...... WHEREAS, the availability of transportation facilities and service is of prime importance to both business and industry, as well as to individuals who are residents of Dublin, and WHEREAS, portions of Dublin, Ohio in both Union and Delaware Counties, Ohio have been excluded from the Columbus Commercial Zone for intrastate traffic, and WHEREAS, inclusion of all portions of Dublin in the intra- state Columbus Commercial Zone established by the Public Utilities Commission of Ohio would encourage competition and enhance the quality and quantity of transportation services available through- out all portions of Dublin, NOW THEREFORE: BE IT RESOLVED by the Council of the City of Dublin, Ohio: SECTION 1. That the Public Utilities Commission of Ohio be advised by copy of this resolution that the City of Dublin strongly supports the expansion of the Columbus Commercial Zone (intrastate) to include those portions of Dublin located in Delaware and Union Counties, Ohio, and urges expeditious approval of such expansion. DOCKtTlNG DIVIS:ON PUBLIC UTILITIES COf(I'IS<IO" OF 0 STAFF REPORT ...... ~;~ HIO The investigation began on August 19, 1983, and concluded on r- October 31, 1983, for all intents and purposes. It was performed by Paul A. Bargar, assisted by three (3) other field examiners. '-'" This report breaks down the investigation into three (3) phases: - - (A) Petition I, Case No. 83-372-TR-ACZ (B) Petition 2, Case No. 83-1008-TR-ACZ (C) Staff Recommendation In addition, interview forms the examiners completed in talking to shippers are included. Four (4) maps graphically illustrate the two (2) petitions and locate all prospective witnesses plus shippers contacted. (A) Petition I, Case No. 83-372-TR-ACZ 1. Territory petitioned for in Fairfield County, surrounding Pickerington in Violet Township. 1" (a) Two (2) shippers were located in this area. ~ One (1) R.G. Barry, is a petitioner and indicated their desire to testify at a hearing. r (b) This territory is predominately residential with ~ subdivisions and wooded lots. There are several small shops in the business section of Pickerington. A number of farms and other rural sections are located on the outskirts of this community. This could be described as a MbedroomM community in relation to Columbus. (c) Utility services include C&SOE, Ohio Bell-Columbus exchange, and Columbia Gas. 2. Territory petitioned for in parts of Orange, Genoa and Harlem Townships, Delaware County. (a) The examiners interviewed 17 shippers in this area. Five (5) indicated their intentions of testifying at a hearing, including one (1) of the petitioners. Seven (7) other shippers asked to be notified of the hearing date. .-,. .. . . Page Two Case No. 83-372-TR-ACZ Case No. 83-1008-TR-ACZ (b) Mostly farms and wooded lots make up a large portion of this section with residential developments near Westerville and the Hoover Dam recreational area. A new industrial park is rapidly being developed by petitioner, Nationwide Development, 1n the western pa rt . One (1) shipper is already operating out of r" that location. ''-' (c) An occasional small grocery, gasoline station or other service facility is dotted throughout this area. '. (d) Utility services are provided by C&SOE and Columbia ,f Gas. Three (3) phone systems are available: Ohio i Bell, GTE & United Telephone. 3. West Jefferson and environs, east, north and south, Jefferson Township, Madison County. (a) Total number of shippers interviewed was eight (8), including the three (3) petitioners. Four (4) expressed their desire to testify at a hearing for the zone. The remaining four (4) asked to be notified when a hearing date is set. (b) This is a very compact territory encompassing all of West Jefferson and is bordered in all directions by residential and rural, farm areas. Severa 1 small businesses are located in the main part of the town. (c) Utilities provided here include C&SOE, Ohio Bell and r- Columbia Gas. '~ (8) Petition 2, Case No. 83-1008-TR-ACI 1. Involved here are the townships of Concord, liberty and Delaware in Delaware County. In Union County, the petitioner applied to add Jerome Township. (a) In Delaware County the examiners interviewed 72 shippers, along with numerous other small business owners for whiich no forms were compiled. Of this number, four (4) were petitioners. There were 12 shippers wishing to testify at a hearing. Another 24 shippers asked to be informed of the hearing date. The remaining 36 shippers had no particular interest in this case. (b) Included in this area are the cities of Delaware (that portion in Delaware Township), Powell, and Dublin (Delaware County portion). Other than these communities, ,---. , Page Three Case No. 83-372-TR-ACI Case No. 83-1008-TR-ACI the area is mostly residential around Dublin, along the Olentangy River and O'Shaughnessy Dam and the city of Delaware. The outlying areas are made up of wooded lots and farms with a large area south of Delaware f"" being predominantly that. A few scattered, small shopping plazas were noted throughout. l ~ (c) This area uses utility services from C&SOE and Columbia Gas, plus three (3) phone systems of Ohio Bell, GTE, -- and United Telephone. (d) In Jerome Township, Union County, the examiners contacted 17 shi ppers. Two (2) shippers indicated they would want to testify. An additional five (5) shippers asked to be notified of the hearing date. (e) Plain City, the main community in this township, is located almost equally between Union County and Madison County. The remainder of the area is largely rural with farms and wooded lots and a few residential subdivisions. (f) Utilities offered include C&SOE, Ohio Edison, Ohio Bell, and General Telephone. 3. The examiners, in total, interviewed over 200 shippers in both petition areas. Eliminated from completed interview sheets, included with this report, were those firms which had their own fleet of vehicles and/or did not require r- transportation service. , 4. The four (4) maps included with the examiners' report cover ',-, the two petition territories by color codes. They are further color coded to identify all shippers interested in testifying, wishing to be notified of the hearing date, and those expressing no interest in the case. 5. The examiners were supervised by Joseph R. Knapik, Chief of the Audit Section, who correlated their activities in compiling their report. (C) Staff Recommendation Shippers reactions appeared to be basically in favor of the proposed consolidation of the northern sections of the petitions to expand the current Columbus Commercial Zone. The other regions of the petitions are largely rural, wooded residential areas and, therefore, in the examiners' opinion, not commercial. Those companies with no major transportation problems had no particular opinions on the matter. -.... ~~".m..~.m ~._ . . Page Four Case No. 83-372-TR-ACI Case No. 83-l008-TR-ACZ Staff recommends that the current Columbus Commercial Zone be maintained within the confines of Franklin County with the following exceptions: Beginning with westward direction of the Delaware County line, with Franklin County in Genoa Township at Sunbury Road (CR 30) going north to Big Walnut Road (TR 106), then west on Lewis Center ,..... Road, (Orange TR 106), continuing west on Home Road (Liberty TR ~ 124) to the Union County line, then southward to Jerome Township (Union County) to include all of Jerome Township, Union County, then east to the Franklin County line, then proceed within the - - boundaries of Franklin County to the point of beginning. The examiners were supervised by Joseph Knapik, who correlated the activities and prepared this report after consulting with them. It is the considered opinion of the Commission staff that the expansion of the Columbus Commercial Zone should be considered favorably by the Commission. . i r- \w ! .....
