(CASE 11- OS8Z /PDP /FDP) NO)N, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, —6 of its elected members concurring, that: Section 1. The following described real estate, Parcel No. 274 - 000238 (see attached map marked "Exhibit A "), situated in the City of Dublin, State of Ohio, is hereby rezoned PUD, Planned Unit Development District, and shall be subject to regulations and procedures contained in Ordinance No. 21 -70 (Chapter 153 of the Codified Ordinances), the City of Dublin Zoning Code and amendments thereto. Section 2 . Grigsby, City Manager `�� Date: November 23, 2011 Initiated By: Steve Langworthy, Director of Land Use and Long Range Planning Re: Ordinance 70 -11— Rezoning Approximately 16.26 Acres Located on the South Side of Shier Rings Road at the Intersection with Baronscourt Way from PCD, Planned Commerce Development District (Dublin Service Center), to PUD, Planned Unit Development District (Dublin Service Center). (Case 11- 058Z /PDP /FDP) Summary Ordinance 70 -11 is a request for review and approval of a rezoning /preliminary development plan for 16.26 acres to PUD, Planned Unit Development District, modifying the development plan for the Dublin Service Center development. Background City Council approved the rezoning and preliminary development plan for the Dublin Service Center Planned Commerce Development on January 16, 2000. The approved preliminary development plan indicated a basketball court and a volleyball court located south of the retention pond, which were intended for use by employees and the public. The proposal is modifying the approved preliminary development plan. The current proposal includes the replacement of the previously approved basketball and volleyball courts with additional parking and bio- retention areas. The proposed modifications to the preliminary development plan provide needed parking to accommodate additional staff members working at the Service Center and promote sustainable development practices through dry detention to filter stormwater runoff and pervious pavement. The approved development text and the Zoning Code require any modifications to the preliminary development plan require approval of a rezoning and preliminary development plan by City Council. Description The site contains a 44,731- square -foot municipal service facility located in the northern portion of the site with public and employee parking located in front of the building along Shier Rings Road. Service vehicles and equipment parking are located to the rear of the building and are accessed from a service drive along the east side of the building. A retention pond is located along the Shier Rings Road frontage. A tree row runs along the west and south property lines to buffer the adjacent residential development from the site. Memo re. Ordinance 70 -11 - Rezoning with Preliminary Development Plan Dublin Service Center PUD November 23, 2011 Page 2of2 Development Text No modifications are proposed or necessary to the approved development text to accommodate the proposal. The proposal meets the existing text regulations for uses, parking, access, architecture, and stormwater. Preliminary and Final Development Plans The applicant submitted the preliminary and final development plans simultaneously. The plans show the addition of 39 parking spaces along the east side of the main entrance drive, south of the existing retention pond. The first five parking spaces located on the south side of the new parking area will be constructed with pervious pavement. The proposed parking area will be curb and gutter construction with several interior parking islands and two rain gardens. The proposed plans also indicate two new bioretention areas. The first is 650 square feet and is in the southwestern portion of the new parking area. A second, 3,500- square -foot area is across the main entrance drive along the east side of the building. The detention areas will be graded and planted with native seed mix. Three existing trees in the larger detention area will be incorporated into the design. Three additional trees are proposed at the southwest corner of this detention area. A new sidewalk will be constructed from the northwest corner of the proposed parking area to the existing concrete sidewalk on the south side of the pond. The existing concrete sidewalk continues on the west side of the main entrance drive to the front building entrance. Recommendation of the Planning and Zoning Commission The Planning and Zoning Commission reviewed this application at the November 3, 2011 meeting and recommended approval of the rezoning and preliminary development plan to City Council with no conditions. The Commission also approved the final development plan with one condition, which will be resolved during the building permitting stage: 1) The applicant work with Planning to determine the appropriate species for the interior landscape trees and the additional site tree plantings at the building permitting stage.
