HomeMy WebLinkAbout14-90 Resolution RECORD OF RESOLUTIONS National Graphics Corp" Cols" 0, ~}!o n~ri~J;s Form No. 6233.A Resolution No. 14-90 Passed 19 A RESOLUTION AUTHORIZING THE CITY OF DUBLIN TO PARTICIPATE IN COOPERATIVE PURCHASING WITH THE OHIO DEPARTMENT OF TRANSPORTATION WHEREAS, Section 5513.01(B) of the Ohio Revised Code allows political sub- divisions (i. e. counties, townships, and municipal corporations) to partici- pate in contracts of the Ohio Department of Transportation for the purchase of machinery, materials, supplies or other articles; and WHEREAS, Council believes that, in certain instances, participating in certain contracts with the Ohio Department of Transportation would be beneficial to the City of Dublin; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That the City Manager hereby requests authority in the name of the City of Dublin, to participate in contracts of the Ohio Department of Trans- portation for the purchase of machinery, materials, supplies or other articles which the Department of Transportation has entered into pursuant to Section 5513.01(B) of the Ohio Revised Code. Section 2. That the City Manager is hereby authorized to agree, in the name of the City of Dublin, to be bound by all terms and conditions as the Director of the Department of Transportation prescribes. Section 3. That the City Manager and Finance Director are hereby authorized, in the name of the City of Dublin to directly pay the vendor, under each such contract of the Ohio Department of Transportation in which the City of Dublin participates, for items it receives pursuant to the contract. Section 4. That the City of Dublin agrees to hold the Director of the Depart- ment of Transportation and the Ohio Department of Transportation harmless for any claim or dispute arising out of participation in a contract pursuant to Section 5513.01(B) of the Ohio Revised Code. Section 5. That this resolution shall take effect and be in force on the earliest date permitted by law. Passed this 16th day of April , 1990. Hansley, City Manager SUBJECT: Cooperative Purchasing Program with the Ohio Department of Transportation DATE: March 15, 1990 BY: David L. Harding, Director of Personnel & Purchasing Attached for your consideration please find Resolution No. 14-90 authorizing the City of Dublin to participate in the cooperative purchasing program offered by the State of Ohio through the Ohio Department of Transportation. In addition, also attached please find a description of the program for your reference. As noted under roman numeral II on the attached handout, a similar, but separate, program has been implemented by the Ohio Department of Administrative Services, Office of State Purchasing which the City has been participating in over the past two years and which has also been very beneficial to the City. The chief benefit to the City for participating in such programs is that it eliminates the need for the City to develop its own bid specifications & documents and administer its own formal competitive bid process, all of which can be very time consuming and can require several weeks to complete. With the ODOT program, as well as the ODAS program, Staff does not have to devote valuable staff time to the aforementioned activities yet the City still benefits from a competi- tive bid process administered by the State of Ohio. In addition, in some cases, the prices available through these program can be lower than if the City administered its own bid process, primarily due to the fact that the State specifies larger quantities in their bid documents. Based upon the aforementioned advantages, Staff recommends that Council authorize the City to participate in the cooperative purchas- ing program with the Ohio Department of Transportation.
