A RESOLUTION AUTHORIZING THE
REGULATION OF TRAFFIC ON
MUIRFIELD DRIVE AND OTHER
ROADS IN MUIRFIELD DURING
THE ANNUAL MEMORIAL TOURNAMENT
WHEREAS, the Annual Memorial Tournament is scheduled at the Muirfield
Village Golf Club from May 8, 1990 through May 13, 1990; and,
WHEREAS, it is the opinion of the Dublin City Council that such traffic
would be better controlled, thereby assuring the health, safety and
welfare of City residents, by regulating traffic on Muirfield Drive and
other roads in Muirfield.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That Muirfield Drive and all other roads in Muirfield are to
be closed to all traffic except as authorized by the City Manager and
Chief of Police of the City of Dublin, Ohio, during the hours of 7:00
A.M. to 7:00 P.M. from Tuesday, May 8, 1990 through Sunday, May 13, 1990.
Section 2. That in the further interest of the public health, safety
and welfare there shall be no parking by Tournament attendees and others
associated with the Tournament on non-collector streets and cul-de-sacs
in Muirfield.
Setion 3. That this Resolution will take effect and be in force from
and after the earliest period allowed by law.

SUBJECT: 1990 Memorial Golf Tournament

The 1990 Memorial Golf Tournament will test our skill and imagination
relative to traffic pattern management. With the 0' Shaughnessy Dam
Bridge construction project closin g Glick Road, changes in traffic
patterns must take place to get the parking areas used to their maximum
potential this year.
The Memorial Tournament has two large parking areas to accommodate
tournament parking. These areas are the "6th Tee Lot" at the southeast
corner of SR 745 and Glick Road and the Ashbaugh Road Parking Area.
The 6th Tee Lot can hold approximately 4000 cars while the Ashbaugh
Lot can hold approximately 4000 cars. Additional parking is also allowed
in the median of Muirfield Drive north of Tain Drive and on the south
side of Carnoustie Drive.
Historically, traffic patterns were identified in such a manner as to
direct approximately 60% of the tournament traffic to the 6th Tee Parking
Area and the other 40% to the Ashbaugh Road Parking Area. The
O'Shaughnessy Dam Bridg~. afforded us the ability to funnel traffic
directly to the 6th Tee Parking Area via SR 257 without impacting any
other area. Exiting traffic from this lot was also routed across the dam
significantly reducing the congestion in areas of Dublin west of the
Scioto River. This route was used extensively for many years.
Obviously this year, this route is not available.

Currently, we are faced with the problem of identifying alternate
routes of travel into and out of the tournament parking areas. The goal
of this plan is to minimize inconveniences to the motoring public as well
as the residents of Dublin. Unfortunately, the City's infra-structure is
such that some inconveniences are bound to occur.
This years "Entering Traffic Plan" revolves around funneling traffic
on three (3) primary routes. They are SR 745, Coffman Road and
A very Road. The significant difference in this years plan occurs at the
intersection of Coffman and Brand Road. Past years had this traffic
being routed westbound on Brand Road to the Ashbaugh Parking Area.
This year, the traffic will be routed eastbound on Brand Road to SR 745
then north on SR 745 to the 6th Tee Parking Area. This will hopefully
maximize the use of the 6th Tee Parking Area. All other entering routes
are identical to previous years.
The "Exiting Traffic Plan II revolves around funneling traffic out of
the tournament parking areas by using four (4 ) primary routes. They
are SR 745, Coffman Road, A very Road and Hyland Croy Road. All
these routes will be signed to get motorists back to the SR 161/US 33/1S
270 area.
Additional traffic officers will be employed by the Tournament this
year in an effort to make a bad situation tolerable. The Memorial
Tournament will also be - broadcasting up-to-date traffic and weather
reports on their own information radio station. The FCC license for this
station is currently being processed. An informational packet is also
being put together by the Tournament which will be sent out along with
tickets identifying this year's traffic pattern. Additional news media
coverage will be accessed as a means to communicate changes in traffic

patterns for this years tournament. Plans are also being implemented to
use Metro Center for parking on Saturday and Sunday. Spectators will
then be bussed into the tournament. This plan worked very well last
year during bad weather.
I have also contacted O. C. L. C. and W. C. I. about instituting an early
release for their employees on Thursday and Friday of Tournament week.
It appears they are agreeable to this plan. This will help ease the
congestion expected from exiting tournament traffic those days.
Directional signs will play a big part in this years traffic management
plan. The Memorial Tournament has had all their tournament directional
signs redone. Several meetings have already been held with the sign
committee to ensure adequate signage is available this year. In addition,
local, county and state road departments have met to ensure adequate
directional signs are in place prior to the start of this years tournament.
I have attached, as part of this report, a color coded map which
outlines our traffic patterns for vehicles entering the Muirfield Village
area. The exiting traffic patterns are identical with the exception of an
additional exiting route via Hyland Croy Road.
Many meetings have taken place and will continue to take place up
thru tournament week regarding the issue of traffic pattern management.
We realize that the O'Shaughnessy Dam Bridge closing will significantly
impact our traffic patterns this year. We feel that we have identified a
plan that will work for us this year with a minimum amount of
incon venience to the motoring public and the residents of Dublin. We
have added additional officers and devised a deployment plan that gives
us flexibility on a daily basis to change patterns if needed. Traffic
congestion in Dublin on the west side of the Scioto River will be heavier
than in any previous year. However, we feel confident that our plan
will make an otherwise bad situation tolerable.
1189.03(1) A business flag, not exceeding one per parcel and dis-
playing the corporate or business emblem or seal, may be displayed
if flown on a vertical staff or pole and in conjunction with the
national flag. Such business flag shall be flown on the same staff
or pole and below the national flag or on a separate staff or pole
at a lower level than the national flag if said separate staff or
pole is not in front of the national flag. Said business flag shall
not be larger than the national flag and shall in no instance exceed
three feet in width or five feet in length. Said business flag shall
not display a product, shall contain no advertising copy and shall
not exceed three colors.
