RESOLUTION NO. 09-90
A RESOLUTION DETERMINING TO PROCEED WITH THE SUBMISSION TO
THE ELECTORS OF THE QUESTION OF ISSUING BONDS FOR THE
PURPOSE OF PAYING COSTS OF IMPROVING THE VEHICULAR
TRANSPORTATION SYSTEM IN THE CITY BY CONSTRUCTING,
RECONSTRUCTING, EXTENDING, OPENING, IMPROVING, WIDENING,
GRADING, DRAINING, CURBING AND CHANGING THE LINES OF
MUNICIPAL ROADS, HIGHWAYS, STREETS, BRIDGES, SIDEWALKS,
BIKEWAYS AND VIADUCTS, ACQUIRING REAL ESTATE AND INTERESTS
IN REAL ESTATE THEREFOR, AND PROVIDING LIGHTING SYSTEMS AND
ALL OTHER NECESSARY APPURTENANCES, AND DECLARING AN
EMERGENCY.
WHEREAS, on January 29, 1990, this Counc il adopted Resolution No.
3-90 determining to submit to the electors of this City the question of the
issuance of bonds in the principal amount of $34,000,000 (the Bonds) for the
purpose of paying costs of improving the vehicular transportation system in
the City by constructing, reconstructing, extending, opening, improving,
widening, grading, draining, curbing and changing the lines of municipal
roads, highways, streets, bridges, sidewalks, bikeways and viaducts, acquiring
real estate and interests in real estate therefor, and providing lighting
systems and all other necessary appurtenances, and to levy a tax to pay debt
charges, a copy of which resolution was certified to the County Auditor; and
WHEREAS, the County Auditor of Franklin County has certified to this
Council that the estimated average annual property tax levy throughout the
maturity of the Bonds that would be required to pay the principal of and
interest on (debt charges) the Bonds, calculated in the manner provided in
Section 133.18(C) of the Revised Code, is 5.86 mills for each $1.00 of
tax valuation, which amounts to -58.6 cent~or each $100 of tax valuation;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
Franklin, Delaware and Union Counties, Ohio, that: I

Sect ion 1. This Council determines to proceed with submitting the
question of the issuance of the Bonds to the electors pursuant to Section
133.18 of the Revised Code, at an election to be held on May 8, 1990, of the
question of issuing the Bonds in the amount of $34,000,000 for the purpose of
paying costs of improving the vehicular transportation system in the City by
constructing, reconstructing, extending, opening, improving, widening,
. grading, draining, curbing and changing the lines of municipal roads,
highways, streets, bridges, sidewalks, bikeways and viaducts, acquiring real
estate and interests in real estate therefor, and providing lighting systems
and all other necessary appurtenances, and levying a tax to pay the debt
charges on the Bonds and on any notes issued in anticipation of the Bonds.
The average annual property tax levy required to pay principal of and interest
on the Bonds has been estimated by the County Auditor to be 5.86 mills
for each $1.00 of valuation, which amounts to ,58.6 cents for each $100 of
valuation.
Section 2. The Clerk of Council is directed to certify to the Board
of Elections not later than February 22, 1990: ( i) a copy of Resolution No.
3-90 declaring the necessity of the bond issue and providing for the principal
of the Bonds to be paid over a maximum of nineteen years, and which number of
ye ars is certified to the Board of Elections; (ii) the certification by the
County Auditor as to the estimated average annual property tax levy; and (iil)
a copy of this resolution, This Council requests that the Board of Elections
give notice of the election and prepare the necessary ballots and supplies for
the election in accordance with law,
Section 3. This Council finds and determines that all formal actions
of this Council concerning and relating to the adoption of this resolution
were taken in an open meeting of this Council and that all deliberations of
the Council and of any of its committees that resulted in those formal actions
were in meetings open to the public in compliance with the law,
Section 4, This resolution is declared to be an emergency measure
necessary for the immediate preservation of the public peace, health, safety
and welfare of this City and for the further reason that this resolution is
required to be immediately effective so that it can be timely filed with the
Board of Elections in order to submit the bond issue to the electors on May 8,
1990; wherefore, this resolution shall be in full force and effect immediately
upon its adoption.

A MAJORITY AFFIRMATIVE VOTE IS
NECESSARY FOR PASSAGE
Shall bonds be issued by the City of Dublin for the purpose of paying
. costs of improving the vehicular transportation system in the City by con-
structing, reconstructing, extending, opening, improving, widening, grading,
draining, curbing and changing the lines of municipal roads, highways,
streets, bridges, sidewalks, bikeways and viaducts, acquiring real estate and
interests in real estate therefor, and providing lighting systems and all
other necessary appurtenances in the principal amount of $34,000,000, to be
repaid annually over a maximum period of nineteen years, and an annual levy of
property taxes be made outside the ten-mill limitation, estimated by the
County Aud itor to average over the repayment period of the Bond issue
5.86 mills for each one dollar of tax valuation, which amounts to
58.6 cents for each $100 of tax valuation, to pay the annual debt charges on
the Bonds, and to pay debt charges on any notes issued in anticipation of
those Bonds.

THE CITY OF Dublin
Notice is given that in pursuance of Resolutions No. 3-90 and No.
09 -90 of the Council of the City of Dublin, adopted on January 29, 1990, and
February 1~ 1990, respectively, there will be submitted to a vote of the
, electors of the City at the election to be held therein on May 8, 1990, at the
regular places of voting therein, the question of issuing bonds of the City in
the amount of Thirty-Four Mill ion Dollars ($34,000,000) for the purpose of
paying costs of improving the vehicular transportation system in the City by
constructing, reconstructing, extending, opening, improving, widening,
grading, draining, curbing and changing the lines of municipal roads,
highways, streets, bridges, sidewalks, bikeways and viaducts, acquiring real
estate and interests in real estate therefor, and providing lighting systems
and all other necessary appurtenances,
The maximum number of years over which the principal of the Bonds may
be paid is nineteen years. .
The estimated additional average annual property tax levy outside of
the limitation imposed by Section 2 of Article XII ~ ~e Ohio Constitution as
estimated and certified by the County Auditor is.8 mills for each one
dollar of valuation, which amounts to 58.6 cents for each one hundred dollars
of valuation.
The polls for this election will be open at 6:30 a.m., and will
remain open until 7:30 p.m. of that day.
