A RESOLUTION ADOPTING THE CITY OF DUBLIN'S
GOALS FOR 1992 AND ADOPTING A STATUS
REPORT FOR GOALS ESTABLISHED IN
1990 AND 1991.
NOW, THEREFORE, ~ IT RESOLVED by the Council of the City of Dublin,
state of Ohio, ~ of the elected members concurring:
Section 1.
That, as a result of its annual municipal goal setting process, Dublin
City Council hereby adopts the following goals to be emphasized or
accomplished during 1992:
1. Review the current goal-setting process, and consider the
establishment of a strategic planning process which would
integrate the need to update the Community Plan, the continuing
need to establish city-wide goals and objectives, the development
of the annual operating budget, and the preparation of the five-
year capital improvements plan.
2. Modify the budgeting process to include performance standards.
3. Develop strategies for the management of both wastewater and
storm water and for the development of new water resources.
4. Develop a system to monitor infrastructure operations and/or
maintenance costs with a greater emphasis placed on preventive
maintenance and the costs of replacement systems.
5. Continue to monitor the need for additional space and facilities
to support existing city programs and operations. Several
options will be presented for City Council review during the 1992
operating budget process and/or during the annual update of the
City's five-year capital improvement plan.
6. Develop a recognition program for members of boards and
commissions.
7. Use a formal "Request for Proposal" process in the future to
obtain legal services which are both cost-effective and
responsive to the needs of the city.
8. Beautify the 1-270 interchange at Sawmill Road, when funds are
available.
9. Develop options for improving on temporary "sandwich board" signs
which are located in several areas of Dublin.
10. Develop a formal donations policy that encourages businesses and
residents to donate appropriate funds or gifts to the City of
Dublin.
These goals are not presented in priority order and the timeframe for
accomplishing each goal will be as determined by City Council.
Section 2. That, this Council hereby adopts the following status
report for goals established for 1991:
1. Land Acquisition: Establish a continuing land acquisition
program to provide land needed for public buildings, parkland,
rights-of-way, and other City services.
* This goal was reflected in the five-year Capital
Improvements plan which was adopted in 1991.
* The status of the recreational land component of this goal
is contained in goal #2 (1990), as outlined below.
2. Water and Sewer: Provide for the long-term water and sewage
disposal needs of the City of Dublin.
* The City continues to negotiate new contracts with the City
of Columbus for water and sewer.
* The City also continues to explore other service providers
and other service options for both water and sewer.
3. Improve Relationships: Continue to plan and implement programs
to more effectively communicate with builders, developers,
realtors and local employers.
* City staff has instituted a variety of methods to increase
communications and to improve relationships with the
business community. For example, a developer newsletter
has been undertaken and the City has hosted several

workshops to explain new programs and procedures. Also,
staff meets approximately once per month with an area
business leader to gain insight into how City government
can be more responsive to their needs.
4. Capital Improvements Proqram (CIP): Formulate and formally
establish an on-going five-year Capital Improvements Programming
process.
* The City's first five-year program for Capital Improvements
was adopted in 1991.
5. Consolidate Fire Protection and EMS: Plan for and implement the
consolidation of fire protection and emergency medical service
for all of Dublin.
* The City of Dublin undertook an initial step in this
process by expanding Washington Township into Delaware
County.
* A final draft of a staff report on this issue will be
presented to Council early in 1992.
6. positive Communication: Plan and implement a program that
increases public awareness of the general high quality of life in
Dublin, Dublin's many amenities, and the high quality of City
services provided to Dublin residents and businesses. At the
same time plan and implement a program where the community and
civic organizations can readily give their input.
* Council adopted an 18 month strategic Communications Plan
in 1991.
7. Update Community Plan: Initiate a formal update to the City's
Comprehensive Community Plan.
* Council deferred this goal until 1992.
8. Old Dublin: Preserve and improve Old Dublin, pursuant to the Old
Dublin Plan, where feasible, and in cooperation with the area
residents and businesses.
* The Old Dublin Association has been formed.
* street lighting and landscaping improvements have been
undertaken.
* Additional data is presented under goal #12 (1990), as
outlined below.
9. Public Service: Continue to monitor the potential need for
establishing a Department of Public Service.
* Council and staff have agreed to continually to monitor the
need for staffing this department.
10. Cable TV: Develop necessary background information for City
Council to plan the best approach to providing high quality cable
television service to Dublin residents.
* A consultant has been retained to assist Council in
reviewing this service.
Section 3. That this Council hereby adopts the following status report
for goals established for 1990:
1. To make Dublin business districts and neiqhborhoods pedestrian-
friendly.
Sidewalks/boardwalks constructed since 1990 include:
*Post Road from the 1-270 bridge to SR 161.
*North side of SR 161 from Frantz to the middle school.
*East side of Frantz from SR 161 to Corbin's Mills.
*East side of Frantz from Blazer to Rings Road.
2. To develop and implement a lonq-ranqe recreational land
acquisition plan.
*Acquisition of thirty-five acres in northeast area was
undertaken in late 1990.
*Acquisition of additional land on Cosgray Road was completed.
*Acquisition of additional land adjacent to Township Community
Center was completed through City/developer negotiations.
*Other parkland acquisition will be included during the annual
operating budget and five-year capital budget review process
each year.

. 3. To review and update and implement the traffic plan.
*Scioto bridge location has been determined. A new bridge will
require approximately three years to design and to obtain
approvals, and two years to build. This project is not
currently funded in the City's five-year budget.
*Coffman Road widening and extension are in the design phase;
this project is not currently funded in the City's five-year
budget.
*Muirfield Drive extension was completed in 1991 and the
assessment process is being concluded.
*Tuller Road engineering has been complete for sometime and both
the land acquisition and assessment processes are underway.
*Blazer Parkway extension was completed in 1991.
4. To develop and implement a master plan to maintain and update
road maintenance.
*The Administration received proposals in 1990 from two
consultants, and neither was responsive to the City's needs.
staff is continuing to address this goal with in-house resources.
5. To maintain and update a five-year capital improvements proqram,
incorporatinq the bikeway system and lonq-ranqe recreational land
acquisition plans, as well as other capital improvements.
*Both Council and the Administration consider this program to be
an extremely high priority.
*Two ballot issues during 1990 were developed as a beginning step
in this process to enable a financial plan to be developed.
*Adoption of the City's first five-year CIP occurred in 1991.
*Annual updates of the five-year CIP are planned.
6. To implement the community plan by passinq anv necessary
leqislation within the next year. staff to submit needed draft
leqislation.
*The Administration recommended that professional land
acquisition assistance be retained and that the five-year CIP
should be completed first.
*The overall community plan update should be completed in 1992,
by which time major capital improvements progress will have
become highly visible. One area to consider for development of
new policy might be that of growth and annexation. If Council
wants to establish such a policy at this time, one could be
developed and proposed to Council.
7. To complete the bikewav system within ten vears.
The status of this goal is uncertain, especially because of state
and federal funding that can take as long as five years to
obtain. The Administrative staff has recommended using city
funding for these improvements. Engineering for a bikeway along
SR 745 from Bridge Street to Glick Road has begun, the Blazer
Parkway bikeway is complete, and planning is underway for
additional bikeway segments.
8. Develop a solid waste manaqement plan.
City Council appointed a solid waste management advisory
committee and they are recommending that Council adopt a
management plan to include recycling household solid waste,
composting yard waste, collecting household hazardous materials,
and encouraging the purchase of products made from recycled
papers.
9. To plan and construct a community cultural center for Dublin.
The five-year CIP, adopted by City Council in September, 1991,
specifically establishes three specific projects as the highest
priority projects to be completed as soon as funds are available
for them. The completion of Phase I of this project is ranked
third on this list.
10. To make a final determination of city buildinq needs and
location, to include a community center, police station and City
Hall.
*A new police station has been designed. This project is on
Council's priority list and could be undertaken in 1992 if funds
become available.
*As noted above, the community center design will begin if funds
become available in 1992.
*Plans for expanding City Hall are not included in the current
five-year CIP.
11. To plan and implement Bridqe Street beautification.
*Initially, this goal entailed gateway projects along Bridge
Street. Beautification projects have been completed from 1-270
to Frantz Road. Planning is underway for an additional
beautification project in the Frantz Road/Tuttle Road area.

:1 12. To obtain communitv input reqardinq the Old Dublin Plan, report
Ii feasibilitv to Council. Council to decide whether and how to
implement.
*An Old Dublin Association was formed, comprised of property
owners, residents and business owners within the Historic
District. The Association's main goal is to provide individuals
with a vested interest in the district the opportunity to have
more direct input on proposed improvements and planning that
affects their immediate community. Council and the City
administration will look to the Old Dublin Association to
determine the priorities and goals of improvements, maintenance
and area planning for Old Dublin. To date, street lights have
been installed from North Street to the Chamber of Commerce
building. An off-street Parking area has been provided. Trees
and shrubs have been installed and new trash receptacles will be
placed in the near future.
13. To develop a visitor-friendlv citv with events and an environment
which will draw visitors bv 1992, usinq a balanced allocation of
bed tax funds.
*Council established the position of Public Information Officer/
Special Events Coordinator to assist with this goal.
*The incumbent in this position is actively working with
community representatives to establish new, high-quality special
events and activities while enhancing our established events.
*Significant progress has been made. A special events planning
guide has been published for use by residents, and a special
events committee of staff has been formed to improve coordin-
ation across staff groups. Enhanced events include st.
Patrick's Day, July 4th and the Irish Festival. A "Dublin in
December" program was launched, with help from city staff. The
"Dublin Celebrates '92 Committee" meets regularly to,plan tie-
ins with AmeriFlora '92. City Council members discussed the
need for developing criteria and a policy for determining which
events received financial support from the city, either through
bed tax funds, or increased services provided by city staff.
14. To provide opportunities for positive reinforcement of
administrative staff on a periodic basis.
*An employee awards program was launched in 1989, continued in
1990 and 1991, and has been included in the 1992 budget request.
Receptions for new employees continue. An internal
communications committee meets monthly. New publications include
Mulligan stew (monthly) , This Week (weekly) and the Dublingram
(when urgent). The Write to the Top and Bulletin Board programs
are in place, and working. Stress management training is
available. Roundtable discussions between the city manager and
selected staff are held quarterly. Two general staff meetings
are scheduled for 1992.
15. To increase effectiveness of Council by providinq necessarv staff
support to the Clerk of Council.
*The goal of Council is to continue to provide a timely and
appropriate response to all resident queries received by Council
Members.
Council will continue to review methods and staffing to best
achieve this goal.
16. To investiqate need for child care in Dublin, and develop a
policy for actions City Council could take to encouraqe
development of and provide opportunities for child care
facilities allowed bv the state. includinq reviewinq zoninq
implications.
*City Council has established a permanent advisory task force to
make recommendations in regard to this goal.
17. To develop a comprehensive staff and Council development proqram
to insure hiqh qualitv performance and relationships with the
public, emphasizinq Dublin's positive achievements.
*A consultant has been retained to conduct training in customer
service and public relations for front-line employees to enhance
professionalism, courtesy and effectiveness.
*The Public Information Officer has undertaken a variety of
programs and activities to help emphasize Dublin's positive
accomplishments and achievements.
