AN ORDINANCE AUTHORIZING THE CITY MANAGER TO
EXECUTE NECESSARY CONVEYANCE DOCUMENTATION
FOR THE ACQUISITION OF A 0.155 ACRES (WITH 0.086
ACRES AS PRESENT ROAD OCCUPIED), MORE OR LESS,
FEE SIMPLE INTEREST, A 0.086 ACRES, MORE OR LESS,
PERMANENT UTILITY AND DRAINAGE EASEMENT, AND
A 0.022 ACRES, MORE OR LESS, TEMPORARY
CONSTRUCTION EASEMENT FROM SUZANNE B. FEASEL.
WHEREAS, the City of Dublin (the "City ") is preparing to construct a roundabout at the
intersection of Hyland -Croy Road and Brand Road; and
WHEREAS, said roadway project requires that the City obtain certain property interests
in Union County parcel no. 17- 0029009.000, owned by Suzanne B. Feasel ( "Feasel "), said
property interests set forth in the legal descriptions attached hereto as Exhibits "A" and
"B "; and
WHEREAS, the City and Feasel participated in discussions for the acquisition of this
property, and have come to mutually agreeable terms for the acquisition; and
WHEREAS, the City desires to execute necessary conveyance documentation to
complete the transaction between the City and Feasel.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, --7— of the elected members concurring that:
Section 1. The City Manager is hereby authorized to execute all necessary conveyance
documentation to acquire an approximate 0.155 acres fee simple interest (with 0.086
acres as Present Road Occupied), an approximate 0.086 acres permanent utility and
drainage easement, and an approximate 0.022 acres temporary construction and grading
easement within Union County parcel no. 17- 0029009.000, as set forth in the legal
descriptions attached, from Suzanne B. Feasel.
Section 2. This ordinance shall go into effect as of the earliest date permitted by law.

Hyland -Croy /Brand Road Roundabout Project

PROJECT BACKGROUND:
The City of Dublin ( "City ") is preparing to construct a roundabout at the intersection of Hyland -
Croy and Brand Roads (the 'Project "). The City must obtain property interests from various
landowners located within the City in order to construct this project. The City presented good
faith offers to each of these landowners in accordance with the Ohio Revised Code.
One of the landowners that the City must obtain property from for the construction of the Project
is Suzanne B. Teasel ('Teasel'). After engaging in amicable negotiations, the City has come to
an agreement with Teasel to acquire the necessary property interests pursuant to the terms
outlined in this memorandum.
ACQUISITION INTRODUCTION:
The City will be acquiring from Teasel only those property interests needed for the roundabout
project. These property interests are generally depicted in the map that is attached to this
memorandum. The City initially offered $50,330.00 for the property interests needed from
Parcel 9 owned by Suzanne B. Teasel individually in accordance with the City's appraisal. This
amount combined with the $67,430.00 offered for the property interests needed from Parcel 5
owned by Suzanne B. Teasel, Trustee totaled a combined $117,760.00. After negotiations, the
parties settled on a combined $139,760.00 for both the property needed from Teasel in her
individual capacity (Parcel 9) as well as Suzanne B. Teasel, Trustee (Parcel 5). This agreed -upon
amount represents the total compensation for the acquisition of the property interests indicated
below along with additional property interests that are to be acquired from Suzanne B. Teasel,
Trustee, which are being authorized separately.

ACTION TO BE AUTHORIZED BY ORDINANCE:
Ordinance 64 -11 would authorize the City Manager to execute all necessary conveyance
documentation to formally acquire the aforementioned property interests.
RECOMMENDATION:
Staff recommends approval of Ordinance No. 64 -11 as obtaining the property interests described
herein is necessary for the furtherance of the Hyland -Croy /Brand Road roundabout construction
proj ect.

lying in Survey Number 3452 of the Virginia Military District, being part of the 1.00 acre tract
conveyed to Suzanne B. Feasel of record in Official Record 23, Page 323, and described as
follows:
Beginning, for reference, at a railroad spike found marking the centerline intersection of
Hyland -Croy Road (width varies) with Mitchell -Dewitt Road (width varies) and Brand Road
(width varies), being the northwest comer of the 1.394 acre tract conveyed to The City of Dublin
of record in Official Record 487, Page 613 and on the line between said Survey Number 3452
and Survey Number 6595 of the Virginia Military District;
thence South 05° 17' 14" East, a distance of 358.06 feet, with the centerline of Hyland -
Croy Road, said Virginia Military Survey line, the west line of said 1.394 acre tract, and a west
line of the 9.939 acre tract conveyed to Suzanne B. Feasel, Trustee of record in Official Record
595, Page 821, to magnetic nail set at a corner common to said 9.939 and 1.00 acre tracts, being
the True Point of Beginning,
