A RESOLUTION PROVIDING GUIDANCE TO THE
GENERAL ASSEMBLY IN THEIR EFFORTS
TO PROMOTE RECYCLING AND REDUCE RELIANCE
ON LANDFILLS
WHEREAS, numerous bills have been introduced in the General Assembly in an
effort to promote solid waste reduction, recycling, the purchase of
products made from recyclables, and to reduce the reliance on landfills;
and
WHEREAS, the General Assembly passed H.B. 592, a bill establishing solid
waste management districts throughout Ohio; and
WHEREAS, most Solid Waste Management District plans are complete or close
to completion, and changes in state requirements at this time could
seriously jeopardize local recycling program efforts; and
WHEREAS, Dublin City Council endorses the General Assembly's efforts to
promote recycling and solid waste reduction in ways which assist communities
which are making a serious effort to reduce solid waste by 25%; and
WHEREAS, the City of Dublin currently operates two highly successful drop
off recycling collection centers and plans to expand the materials they
collect; and
WHEREAS, on April 24, 1991 the City of Dublin will begin a residential
curbside recycling collection program for aluminum cans, clear, green and
brown glass jars and bottles, #1 and #2 plastic containers and newsprint;
and
WHEREAS, 94% of Dublin residents surveyed indicated they support curbside
recycling; and
WHEREAS, Dublin is instituting a comprehensive yard waste diversion and
composting program; and
WHEREAS, the City of Dublin is planning a Household Hazardous Waste
Collection and Source Reduction program, and a program to purchase products
made from post consumer waste;
NOW, THEREFORE BE IT RESOLVED by the Council of the City of Dublin, State
of Ohio, ~of the elected members concurring:
Section 1. That the Council of the City of Dublin supports legislation
which:
1. Recognizes and builds upon the ongoing efforts of local
governments and the Solid Waste Districts to recycle a
broad range of materials.
2. Prohibits the disposal in landfills of the types of materials
collected in curbside collection programs.
Section 2. That a copy of this Resolution be sent to members of the Gener~l
Assembly who represent residents of the City of Dublin.
Section 3. That this Resolution shall take effect and be in force from anq
after the earliest period allowed by law.
Passed this 1st day of April , 1991.

meeting on Monday, April 1, 1991.
As indicated in Section 2. of the Resolution, a copy of same is being sent to
members of the General Assembly who represent residents of the City of
Dublin.
