HomeMy WebLinkAbout48-90 Resolution RECORD OF RESOLUTIONS Dayton Legal Blank Co ::orm No. 30045 __ .._,,_._ ___~_.__. _______.____....._.,._..__._...__<__'._.__ __..____ M' ____ __ _ ___ _ .._.._.___________.__.__~_.__ __~___._____._._'__ __....~_.___ ~_.__m._'_~__'__" . 1\esu!utiulI SO. 48-90 (Amended) Pussed 19 A RESOLUTION ADOPTING THE CITY OF DUBLIN'S GOALS FOR 1991 AND ADOPTING A STATUS REPORT FOR GOALS ESTABLISHED FOR 1990 NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: - Section 1. That, as a result of its annual municipal goal setting process, Dub lin City Council hereby adopts the following goals to be emphasized or accomplished during 1991: 1. Land Acquisition: Establish a continuing land acquisition program to provide land needed for public buildings, parkland, rights-of-way, and other city services. 2. Water and Sewer: Provide for the long-term water and sewage disposal needs of the City of Dublin. 3. Improve Relationships: Continue to plan and implement programs to more effectively communicate with builders, developers, realtors and local employers. 4. Capital Improvements Program (CIP): Formulate and formally establish an on-going five-year Capital Improvements Programming process. 5. Consolidate Fire Protection and EMS: Plan for and implement the consoli- dation of fire protection and emergency medical service for all of Dublin. 6. Positive Communication: Plan and implement a program that increases public awareness of the general high quality of life in Dublin, Dublin's many amenities, and the high quality of City services provided to Dublin residents and businesses. At the same time plan and implement a program where the community and civic organizations can readily give their input. 7. Update Community Plan: Initiate a formal update to the City's Compre- hensive Community Plan. 8. Old Dublin: Preserve and improve Old Dublin, pursuant to the Old Dublin Plan, where feasible, and in cooperation with the area residents and businesses. 9. Public Service: Continue to monitor the potential need for establishing a Department of Public Service. 10. Cable TV: Develop necessary background information for City Council to plan the best approach to providing high quality cable television service to Dublin residents. Section 2. That this Council hereby adopts the following status report for goals established for 1990: 1. To make Dublin business districts and neighborhoods pedestrian-friendly. Sidewalks/boardwalks currently under construction include: * Post Road from the 1-270 bridge to SR 161. * North side of SR 161 from Frantz to the schools. * East side of Frantz from SR 161 to Corbin's Mill. 2. To develop and implement a long-range recreational land acquisition plan. * Acquisition of thirty-five acres in northeast area is currently being negotiated. * Township acquisition ready to go forward; appraisals are completed as are negotiations with township trustees re: ownership split. * Acquisition of additional land adjacent to Township Community Center is being reviewed. * Other parkland acquisition must be included when a 5-year CIP is developed and approved by Council. To review and update and implement the traffic plan. * Scioto Bridge location has been determined. The new bridge will require three years to design and obtain approvals, and two years to build. * The City is currently reviewing proposals for the provisions of professional land acquisition services. * Coffman Road widening and extension are in design phase, which is approximately a 14-month process. * Muirfield Drive extension has been engineered, the land acquisition process has begun and the assessment process is being concluded. * Tuller Road engineering has been complete for sometime and both the land acquisition and assessment processes are underway. * Blazer Parkway extension is under contract and construction is scheduled within the month of November. 4. To develop and implement a master plan to maintain and update road maintenance. * The Administration received proposals from two consultants, and neither was responsive to the City's needs. Staff will continue to explore ways to address this goal. 5. To maintain and update a five year capital improvements program, incorporating the bikeway system and long-range recreational land acquisition plans, as we 11 as other capital improvements. * Both Council and the Administration consider this program to be an extremely high priority. * The two ballot issues during 1990 were developed as a beginning step in this process to enable a financial plan to be developed. * Following the November election, staff will: 1) Develop a five-year projection for revenues and operating expenses based on current operations; 2) Develop capital expenditure scenarios for each element of the bond issue packages, and input them into the model; and, 3) Develop models for impact on the operating budget of bringing each of the capital improvements on-line. * A financial consultant will be retained to assist in this process. * Implementation of the five-year CIP will be based on careful monitoring of the status and changes occurring in the bond market. * Annual updates of the five year CIP are planned. 6. To implement the community plan by passing any necessary legislation within the next year. Staff to submit needed draft legislation. * The Administration recommended that professional land acquisition assistance be retained and that the five-year CIP should be completed first. * The overall community plan update should be delayed until 1991 or 1992, by which time major capital improvements progress will have become highly visible. One area to consider for development of new policy might be that of growth and annexation. If Council wants to establish such a policy at this time, one could be developed and proposed to Council. 7. To complete the bikeway system within ten years. * Status uncertain, especially regarding ODOT funds. * Application and receipt of funds could take five years. * The Administration may recommend that Council not go through with this process, and instead build these improvements faster with City .." funds. * One bikeway planned for construction in 1990 is along Frantz Road from Waterford to Rings Road, however, the Administration is still negotiating for this right-of-way. * The engineering for the construction from Bridge Street to Glick Road has wa is nearl com lete and lannin way segments. 8. Develop a solid waste management plan. * Council has recently appointed a solid waste management advisory committee and they are developing a management plan. To plan and construct a community cultural center for Dublin. * This issue is on the November ballot and detailed plans will be developed if the voters approve this concept. 10. To make a final determination of City building needs and location, to include a community center, police station and City Hall. * The new police station is under design and ground should be broken in Spring, 1991. * As noted above, the community center design will begin if voter approval is received on November 6th. * The plans for expanding City Hall will be included in the Five-Year CIP. II. To plan and implement Bridge Street beautification. * The area from 1-270 to Frantz Road is currently under construction and work on the gateway projects is being finalized. 12. To obtain community input regarding the Old Dub lin Plan, report feasibility to Council. Council to decide whether and how to implement. * The Administration has worked to establish a new planning group for the Old Dublin Area. * A recommendation regarding the new plan for Old Dublin will be forthcoming perhaps reshaping it more as a transportation issue. 13. To develop a visitor-friendly City with events and an environment which will draw visitors by 1992, using a balanced allocation of bed tax funds. * Council established the new position of Public Information Officer/ Special Events Coordinator to assist with this goal. * The incumbent in this position is actively working with the community .' to establish new, high-quality special events and activities. 14. To provide opportunities for positive reinforcement of administrative staff on a periodic basis. * An employee awards program was implemented in 1990 and will continue in 1991. * New staff training with an emphasis on team-building and customer service was undertaken in 1991. 15. To increase effectiveness of Council by providing necessary staff support to the Clerk of Council. * A new position for Assistant Clerk of Council was created and funded. Plans to fill this position are currently being reviewed by City Council. 16. To investigate need for child care in Dublin, and develop a policy for actions City Council could take to encourage development of and provide opportunities for child care facilities allowed by the state, including reviewing zoning implications. * City Council has established an advisory task force to make recommendations in regard to this goal. 17. To develop a comprehensive staff and Council development program to insure high quality performance and relationships with the public, iio<< emphasizing Dublin's positive achievements. * A consultant has been retained to conduct training in customer service and public relations for front-line employees to enhance professionalism, courtesy and effectiveness. * The Public Information Officer has undertaken a variety of programs and activities to help emphasize Dublin's positive accomplishments and achievements. To work with MORPC and other communities to reduce the amount of traffic that flows through Dublin. * The Administration intends to continue to work with MORPC to begin to identify all the issues related to achieving this goal. 19. To enhance relationships with school board, townships, municipalities. * Being accomplished on an ongoing basis through social functions. The 1990 budget included funds for this purpose.
