The July 2 IOC~ting of the Village of Dublin council was called to order by the
Mayor JOSGph Dixon. Roll Call as follows: Charles Coffman, present; Iewis Geese
present; Charles Hicks, present; Robert Karrer, present; Gerald Macklin, preflent
Wilbur Ulrey, present. The mintes of the June 18 meeting were read. Ulrey
movea approval of the minutes, Karrer seconded. All voted in favor.

bills, Geese seconded. All voted in favor.
Ordinance 38-73 The clerk read a letter from the Planning and Zoning Comm-
ission recoommending passage of proposed changes in zoning regulation except
I for section 450.05. The ~,erk then read the ordinance after it was introduced
by Karrer. Karrer reintroduced the ordinace changing se ctions .~._.".--.,. 4 50. 07 ~
450.86. (Clerk note-proposed change for section 450.05 deleted as originally
read and written.) Macklin moved todo away with thefthree time reading rule,
Hiqks seconded. All voted in favor of the motion and the ordinance.
Ordinance 39-73 Ulrey introduced ordinance 39-73 concerning the control of dOgl
and other animals within the village and it was read by the clerk. Karrer move (
to dispense with the three time reading rule, Coffman seconded. All voted in
favor of the motion and the ordinance.
Ordinance 40-73 Hieks introduced ordinance 40-73 bondin'S the building inspectOl
for $500.00 and it was read by the clerk. Coffman moved to dispense with the
three time reading rule, Macklin seconded. All voted in favor of the motion
and tke ordina~c3.
Resolution 12-73 Geese introduced the fc:'llowinj resolution, be it resolved
the the council of the Village of Dublin, Ohio, that the budget for 1974 be andj'
hereby is adopted and that the clerk shall forward a copy to the county audiJtor
Coffman moved to dispense with the three time re'ding rule, Ulrey seconded.
All voted in favor of the motion and t1e resolution.

7. All comments will be reco~d by the clerk, with the aid of a recording devic .
8. All comments given must be relevant to the issue before council.
9, Speaking time alloitld, and determination of what is relevant subject matter,
shall be at the discretion of person chairing the meeting.
10. Those speaking as proponents of the issue, will speak first, followed by th se
speaking as onponents.
11. All rebuttaJs shall be in order, and shall be at the discretion of the chai .
12. Any person, not registering, will speak only if time permits, and if th~
comments are relevant to the issue.
13. Any person deemed out of order, or guilty of misconduct, will be subject to
eviction from the hearing room.
Geese moved guidelines be adopted by the council, Karrer seconded. All voted
in favor.
Mayor Dixon declared the meeting adjourned.
