WITH THE SUBMISSION TO THE ELECTORS
OF THE QUESTION OF ISSUING BONDS

~ ~ WHEREAS, on August 6, 1990, this Council adopted Resolution No. 22-90
~ ~ determining to submit to the electors of this City the question of the

~ ~ issuance of bonds in the principal amount of $11,500,000 (the Bonds) for
2 ~ the purpose of paying costs of constructing, furnishing and equipping a
t f multi-purpose community and recreational center and improvin~ the site .
.~ ~ thereof, and to levy a tax to pay debt charges, a copy of whlch resolutlon
~ ~ was certified to the County Auditor; and

:r; ~ :::a WHEREAS, the County Auditor of Franklin County has certified to this Council

S'~ Q that the estimated average annual property tax levy throughout the maturity
'l:i ~ =6 of the Bonds that would be required to pay the principal of and interest
~ ~ ~ ~ on (debt charges) the Bonds, calculated in the manner provided in Section

~ ~ ~ _ 133.18(C) of the Revised Code, is 1.93 mills for each $1.00 of tax valua-
e ~ ~ ~ tion, which amounts to 19.3 cents for each $100 of tax valuation;

~ 1; ~ 0 NOW, THEREFORE BE IT RESOLVED by the Council of the City of Dublin, Franklin,
:: ~ Dealaware and Union Counties, Ohio, ~of the elected members concurring
that:
Section 1. This Council determines to proceed with submitting the question
of the issuance of the Bonds to the electors pursuant to Section 133.18 of

~ the Revised Code, at an election to be held on November 6, 1990, of the

c N question of issuing the Bonds in the amount of $11,500,000 for the purpose
~ of paying costs of constructing, furnishing and equipping a multi-purpose

~ Q) community and recreational center and improving the site thereof, and

~~ I ; levying a tax to pay the debt charges on the Bonds and on any notes issued
~4 ~ in anticipation of the Bonds. The average annual property tax levy
iN . ~ required to pay principal of and interest on the Bonds has been estimated
~,~ ~ by the County Auditor to be 1.93 mills for each $1.00 of valuation, which
g ,~:.; . amounts to 19.3 cents for each $100 of valuation.

~ ~ ~o Section 2. The Clerk of Council is directed to certify to the Board of
~ ~ ~~ Elections not later than August 23, 1990: (i) a copy of Resolution No.
t~i o~ 22-90 declaring the necessity of the bond issue and providing for the

: . ~ ~ principal of the Bonds to be paid over a maximum of twenty years, and
~ I ' '0 ... which number of years is certified to the Board of Elections; (ii) the
~ I 0 'g certification by the County Auditor as to the estimated average annual
~ ~8 property tax levy; and (iii) a copy of this resolution. This Council

~ ~ ~~ requests that the Board of Elections give notice of the election and
~ E li~ . prepare the necessary ballots and supplies for the election in accordance

e .~{t _ i Section 3. This Council finds and determines that all formal actions of
~ g, ~ 0 .; this Council concerning and relating to the adoption of this resolution

~~ ~ ~ \ were taken in an open meeting of this Council and that all deliberations
~ of the Council and of any of its committees that resulted in those formal
actions were in meetings open to the public in compliance with the law.
Section 4. This resolution is declared to be an emergency measure necessary
for the immediate preservation of the public peace, health, safety and
welfare of this City and for the further reason that this resolution is
required to be immediately effective so that it can be timely filed with
the Board of Elections in order to submit the bond issue to the electors
on November 6, 1990; wherefore, this resolution shall be in full force and
effect immediately upon its adoption.
