F., No. 30045 Resolution No 56 -11 Passed 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE COIC SANITARY SEWER EXTENSION PHASE 2 PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code for the Central Ohio Innovation Center (COIC) Sanitary Sewer Extension, Phase 2 project; and WHEREAS, on October 25, 2011, one (1) bid was received for the COIC Sanitary Sewer Extension, Phase 2 project; and WHEREAS, Council has determined that the bid submitted by George J. Igel & Company, Inc. constitutes the lowest and best bid. 7 0W HEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by George J. Igel & Company, Inc. in the total amount of $697,719.50 (corrected bid for Alternate 3) is accepted. Sect ion 2. The City Manager is hereby authorized to enter into contracts with George J. Igel & Company, Inc. for performance and completion of the COIC Sanitary Sewer Extension Phase 2 project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Hammersmith, PE, Director of Engineering /City Engineer Barbara Cox, PE, Engineering Manager — Development Todd Garwick, PE, Civil Engineer Re: Resolution 56 -11— Bid for COIC Sanitary Sewer Extension Phase 2 Summary On October 25, 2011, one bid was received, publicly opened and read for the Central Ohio Innovation Center (COIC) Sanitary Sewer Extension Phase 2 project. The Engineer's estimate was $715,000. The George J. Igel & Company, Inc. submitted the lowest and best bid of $697,719.50 (Alternate 3). Engineering issued approximately 27 plan sets during the bidding process but suspect the required completion date limited the number of responses (December 18, 2011 for the sewer installation and April 18, 2012 for the surface restoration work). This sewer extension is the last piece of construction for the certification of the two development sites via the Ohio Department of Development's Job Ready Sites (JRS) grant program. These dates were set based on the requirements of the JRS grant. With the certification from the state, the City will receive the remaining grant dollars, $58,960 from the total grant of $1,965,340. Igel & Company, Inc. bid. Previous experience with George J. Igel & Company, Inc. has been favorable, including these recent projects: 2008 -2010 Stormwater Maintenance Program, Shamrock Boulevard extension, and Hospital Drive construction. Memo re. Resolution 56 -11 — Bid — COIC Sanitary Sewer Phase 2 November 10, 2011 Page 2 of 2 The bids requested for the six alternates were based on different combinations for the pipe material. Alternate 3 was selected, which includes the 21 -inch pipe as A -2000 (polyvinyl pipe) and the 18 -inch as HDPP (high density polypropolene pipe) material. Staff desires to install these pipe materials to gain familiarity with their installation and long -term performance. They are both approved materials for sanitary sewer installations by the City of Columbus. For reference, Alternate 6 had the City's traditional pipe material (polyvinyl chloride SDR 35) for both pipe sizes and is more expensive. Staff believes the materials proposed in Alternate 3 provide the most appropriate and cost effective combination for this project. During this project, staff anticipates periodic closures of Cosgray Road and Fishel Drive North from November 15, 2011 until December 18, 2011. The detour route to Eiterman Road will be posted on both SR 161 and Shier Rings Road. The 2011 budgeted capital improvement funds for construction of this project are $360,000 (ES0601). The Engineer's estimate was increased above this budgeted amount due to several factors: additional pipe length added due to alignment changes, two borings under South Fork Indian Run added due to alignment changes, requirement of Franklin County for compacted density backfill along their roadways ( Cosgray Road and Fishel Drive North), and significant maintenance of traffic control. For Council reference and review, a reduced set of project construction drawings has been placed in the Council Planning Room. Recommendation Staff recommends approval of Resolution 56 -11, accepting the bid of George J. Igel & Company, Inc. in the amount of $697,719.50 and authorizing the City Manager to enter into a contract with George 1. Igel & Company, Inc. for this project.
