Roll Call: Charles Coffman, present; Lewis Geese, present; Robert Karrer, pre- sent; Gerald Macklin, present; Robert Schontzler, present; Bill Ulrey, absent. The minutes of the March 5 meeting were read, Karrer moved approval of the minutes, Macklin seconded. All present voted in favor. Representatives of sign companies again objected to restrictive nature of ordinance and to not permitting off premise advertising. Mr Strayer commented on signs alre-dy present and that ordinace should have more consi- deration for the future and asked also that more items be included in chart. No specific items were mentioned in the objections. Coffman and Karrer asked that further study be made concerning questions that have been raised and that these items be refered b~to plan~~r. Karrer introduced resolution 06-73 setting a hearing date on ordinance 21-83 on May7, 1973 at 8:00 PM. Vote on resolution as follows: Coffman, yes; Geese, yes; Karrer, yes; Macklin, yes; Schontzler asked to pass until voting over, Ulrey, yes. Schont.zler then read a state- ment concerning ordinance 21-73 and p',:Jced that statement be part of minutes. Copy of statement is attached to minutes. Schontzler then voted no on res- olution. Clerk to place legal notice in Worthington News noting hearing date. Ordinance 19-73 agreeing to pay State of O,.,io $1400.00 as village share for imorovements of state route #745 from intersection of state route #33 North to village limits w~s introduced by Coffman and read by the clerk. Council questioned if signs already in right-a-way would be proh1bited and that if village is going to make changes at corner of routes #745 and #33 if those changes could not be part of state project. Council asked that this be re- fered to village engineer. Orminance 22-73 amending traffic code to prohibit parking f~ more that forty eight hours on the village ~treets and alleys was introduced by Ulrey and read by the clerk. Schontzler moved to dispense 1.-J ith the th::lee time reading rule and Macklin seconded. All voted in favor of the motion and the ordina: nce. Ordinance 23-73 amending traf.fic section about auto impounding and raising towing charge to $25.00 was introduced by Coffman and read by the clerk. Karrer moved to dispense with the three time reading rule and Schontzler seconded. All present voted in favor of the motion and the ordinance. Resolution 07-73 readvertising for bids for active, inactive and interim den- osits of the village funds was introduced by Coffman. Ulrey moved to dis- pense with the three time reading rule and Karrer seconded. All voted for the motion and the resolution. Schontzler moved and Karrer seconded that an applic2tion for rezoning from Muirfield Limited be referred to the Planning and Zonin;~ Commission. ~ll voted r or the motion. Council discussed the adminstrators report and were partiaularly concerned with an announced delay by the Ohio Bell Telephone Company in delaying tbeir new substation on Tuller Road. A request from John Guy asking that business firms in the village be allowed free trash pick up in the amount the home owner can have. Council to consider this when current contract for trash collection expires. Macklin expressed concern about the village engineer reviewing work that his company has prepared for village approval for a private company. Council felt concern was ~alid and that further action should be taken. Mayor Dixon presented correspondence with the Mid Ohio Regional Planning Commission and the City of Columbus about the extension of the East Scioto trunk sewer from Martin Road North to the outerbelt, main advantage being that Columbus can get federal funding. Columbus asked for help in the exten- sion of the trunk line from Case Road to Martin Road. Mayor Dixon to set up meeting with City of Columbus. The implimentation of sound plarming has made the difference in many areas of the way of life we know today. Several men have visited the moon in recent years, because men before them invested their resources of time, knovlledse and m:ney in a plan and then followed through on that plan. An industrial economy emerged from the very simple, but forthright plans of a handful of men who saw the value of the conso~dation of resources toward specific economic ends. Cities have evolved as groups of people have been drawn together by socio-economic interest and necessity~ Some communities have developed into socially well balanced, economically sound, culturally enriching, peaceful places to live, because small groups of men laid plans and made sacrifices along the way to obtaining sound objectives. The issue at hand tonight is not one of whether or not we should welcome a particular corporation into our co~~unity family. Nor is it one of whether this location is appropriate for such an organi~ation. The question before us is one whose answer will determine the direction which this community will take during and after the development struggle. Do we believe in setting patterns for growth? We have demonstrated that we do, by investing a good deal of time and maney to formulate and implement the beginnings of a development plan. He have seized the opportunity to determine the esthetic posture of the future comrom unity by formulating a sound h.1oJ which \1ill enable us to regual te signs sufficiently to ~revent the ugliness which we can see in over signing in co~munities around us. 2) The cyestion tonight is h:;o fold: ij.re we Hilling to take the risks involved in following an organized approach to development regardless of cost? Are we moved to take the necessary steps to contr&l inevitafule change in current and leng range planning? If the answers to these questions are 8.ffirma ti ve, \-le will move quickly wrrll to write into law the uJililsAwhich we and tl10se who follow us will be enabled to act responsibly in controlling systematically the development of a well planned cOh~unity. To give unconditional a:c;proval to change of an already r1anned area I believe is the \-rrong solution to an immtdiate problem. To retain as much legal control of requested change in a zone plan is, in my o,inion, the only responsible proceedure to follow. It is on this principle that I am obligated to abstain from being a party to the present action, by casting a negative vot~. I believe the best interests of the citizens of the Dublin Community will be Eerved only when steps are taken to assure proceedural controls on future devi8.tions from established objectives and goals. This council has the opportunity to stand straight and tall in the midst of the pressure of development. lAje must decide now ,.;hieh road to take. fIe are at the crosEroqds and there is no turning back to hide in +ha V..._v shade of the yesteryears. ~e have the opportunity to make tomorrow happen.
